1983 at the Police Station at 7:00 p.m.
Present: Barney Shull, Al Johnson, Don Smith, Roy Lloyd
Rae Jackson, Programs Director Eddie Nelson, and Facilities
Director Phil Rutherford.
The minutes of the March 16, 1983 meeting were duly approved
on motion by Roy Lloyd seconded by Al Johnson, and unanimousl
carried.
There were people present representing the Young Street
facility and wanting to know what the Board's plans were
for it. They were told that the Recreation Board provides
facilities only, not equipment or uniforms. That they were
responsible for getting programs going and we would support
them in any way possible as we have tried time and again to
get programs going with no results.
Also present were two members of the ecumenical board of
the catholic diocese that said that they were interested in
using the facilities and would provide a director. That
they wished to use it at least two times a week. They Board
told them that they were free to use the facility and hoped
they would work together with the interested people in the
black community in getting programs going. All they were ask
to do was keep in touch with the Board.
At this time Bob Street, President of the swim team, was
recognized and he told the Board that they had set up regis-
tration for May 3, that they were going to operate like last
year and working with the YMCA to get things ready. Phil re-
ported that the pool would be ready by May 2, 1983.
The bills were considered and approved on motion by Don Smith
seconded by Roy Lloyd and unanimously carried.
The scorer's platform being built was discussed. Phil asked
the board to consider letting them enclose the bottom to
store equipment in. Much discussion led to motion by Roy Lloy
to approve purchase of materials to enclose bottom, Al John-
son seconded and motion carried unanimously. Along this line
Phil mentioned that the girl's softball assoc. wished to put
a roof on their scoring platform, and the motion was amended
to include materials for this also. Motion carried unanimousl
Phil reported that the bleachers are on the way. That the trees came
in and they are scheduled to be planted. That because of the
move nothing has been done on the exercise fitness trail, all
workers are working on City Hall. All remarked how nice Stimp
Field looked and acknowledged the hard work and efforts put
forth out there.
The agreement between Eddie Nelson/Charlie Smith for running
Stimpson Field was presented, Don Smith said he had read it
recommended it for approval. Al Johnson moved to accept it
Roy Lloyed seconded and motion carried unanimously.
A discussion was held on the ball hitting an.automobile riding
along Morphy. Discussion led to Don Smith moving to pay the
deductible only after person provided us with company and agen-
name, Al Johnson seconded and motion carried with Roy Lloyd
abstaining to vote.
Al reported the accident at Stimpson May 1st, and that no
help was received by the local ambulance company and that he
wished it noted that after half an hour man had to be carried
by police car to the hospital and that the streets were clear
if ambulance had come.

Subject: Softball Tournaments at Stimpson Field
The following chart indicates the revenues and expenditures for an
organization to host a softball tournament at Stimpson Field. The figure
shown under the column labeled "Profit" will clearly indicate that there
has been a misconception regarding the fact that team entry fees will only
cover tournament expenses and a sponsor must have the concession operation
to realize a profit for the time and effort spent.
The amount of $80.00 is used as an average entry fee charge.
