met February 16, 1983 at the Police Station at 7:00 p.m.
Present: Chairman Barney Shull, members Don Smith
Roy Lloyd and Al Johnson. Also Programs
Director Eddie Nelson
The minutes of the January 19, 1983 meeting were discussed
and approved on motion by Roy Lloyd seconded by Don Smith
and unanimously carried.
The bills were discussed and approved on motion by Don Smith
seconded by Roy Lloyd and unanimously carried.
At this time Barney recognized Charlie Smith who was present
to discuss with the Board the concessions agreement he and
Eddie Nelson have for Stimpson Field for 1983. Over the past
few weeks there has been discussion over concession rights
this year in regards to tournaments scheduled. Don Smith
said he did not see how we could stop letting people lake
service clubs have the concessions without notifying them.
That in the past this was a way for them to raise money.
Charlie and Eddie both said that it made no difference to
them, they just wanted the Board to set some guidelines.
Al pointed out that by interest shown the program is growing
and we needed to have someone in control out there and he
thought we ought to eliminate anyone having concession rights
except Eddie and Charlie as they have put money in Stimpson
and have taken care of the fields. That we would have trouble
if we let some have concessions and some don't. Further dis-
cussion led to a decision to allow the Barnwell group and the
Kiwanias Club to have concessions this year if requested but
after this year, whoever runs Stimpson will be allowed to have
it. Don said that it should be put in the paper how it will
be operated.
The proposed agreement between the Recreation Board and Eddie
and Charlie was talked about and Don said he and Eddie would
have something definite worked out by the next meeting.
Barney reported Eddie had everything ready on the exercise
path. That he and Phi.l'needed to get-together and see what
needed to be dcne.incclearing trees out-at-Volanta.
Eddie presented to the board his proposal for summer employmen
(copy attached to -minutes) The"liner" will not be responsible
for tournament play on weekends. Roy Lloyd moved to accept
proposal as set out, Al Johnson seconded and motion carried
unanimously. Don Smith moved to adopt and put in hands of
all user's of the facilities the facilities rules, further to
have the Programs Director distribute. Roy Lloyd seconded and
motion carried unanimously.
Roy reported that Bobby Rohm had been hired at 4.50 per hour.
That he would have to be trained to do the work needed to be
done in March in preparation of the fields. He further asked
if the Board would allow Bryan to be hired temporarily to
work, and so moved to hire him to help get the fields ready,
Al Johnson seconded and motion carried unanimously.
Barney read the letter from Jim Nelson requesting the name
change at Stimpson Field to "Skeeter" Nelson Field in honor
of his father. Mr. Nelson to be informed that this request
will be taken under consideration.
At this time the Board discussed the proposed changes in the
parking situation at Stimpson Field along with Councilman Mike
Ford. A petition and recommendation had been presented at the
City Council meeting Monday, February 14, 1983. The Board will
take under advisement along with the City Council these recommen-
dations.
There being no further business, meeting was duly adjourned.
