FAIRHOPE PARK AND RECREATION BOARD
Minutes for meeting November 30, 1977
The Fairhope Park and Recreation Board met in regular
session on Wednesday, November 30, 1977, at 7�:.310 p.m., at the
City Administration Building, 387 Fairhope Avenue, Fairhope,
Alabama. Chairman Barney L. Shull was not present. Board
Member Jean N. Smith was present to preside over the meeting.
Other members present were Mr. Eddie Nelson and Mr. Don Wiggins.
Also present were Facilities Director Phil Rutherford,
Councilman Jack Stipes, Acting Programs Director Joe Dean,
President of Youth Activities Tommy Springer, and Mrs. Jean
Keevan.
Board Member Eddie Nelson moved, seconded by Don Wiggins
to approve the minutes of the meeting of Oc.tober�"26, 1977 with
the following corrections:
1. Board Member Eddie Nelson did not say that+any money
would be taken from the Atheletic Department for use
of the School Band.
2, Board Member Eddie Nelson did not suggest that a
concession stand be put up at Stimpson Field for
the Soccer Association but would be for use of
the Recreation Department.
Board Member Eddie Nelson said that the School Band was
taken care of with the Band fees.
Facilities Director Phil Rutherford brought up that about
$600.00 was taken in parking money recently.
In old business, Board Member Don Wiggins said that the
Mayor wanted the plans on the kitchen at the Adult Tourist
Center as soon as possbile.
Board Member Don Wiggins moved, seconded by Eddie Nelson
to pay the bills for the month with the exception of holding
the bill from Qualitv Printing & Supply until it was f6urid out
exactly what it was for,
Councilman Jack Stipes was present to inquire,about the
lights again at the tennis courts. Mr. Stipes suggested 1-he
lights be turned off at 10:00 n.m, during the Winter nights.
The Board agreed for Facilities Director Phil Rutherford
,to check on the cost_ of meters for the tennis courts.
Councilman Jack Stipes asked if the Recreation Department
provided for uniforms. Board Member Eddie Nelson said that
the Recreation Board had not allocated a certain amount of
monev for expenditure on uniforms. At this time. there is
no other organization to pay fir the uniform.-,. Mr. Nelsen
said that is cost more money to operate the football program.
President of Youth Activities Tommy Springer said that
the football program had the cheapest entrance fee. He said

Board Member Eddie Nelson moved, seconded by Don Wiggins
to pay the bill from Eastern Shore Sporting Goods of $269.38
*for uniforms purchased by the football program. It was also
agreed that a purchase order number be issued for payment
on this bill.
Board Member Jean 14. Smith brought up the deficit,,'of $51.69
from the Young Street Art Program. The Board suggested waiting
until the Chairman was present before taking any action on
this matter.
Board Member Don Wiggins suggested to the Recreation Board
that all the meetings be held on the second Wednesday in the
month under all circumstances.
Board Member Jean 14. Smith brought up for Stephanie
Montgomery that a tSquad Track Team would like to have
a track meet. Bo rd Member -Ed Nelson said that they could
use the track at the School. '64- ( u��
Board Member Eddie Nelson asked the Recreation Board's
financial help on putting a driveway down which would lead to
the tennis courts at the School. Board Member Jean N. Smith
said that the Board would try to have their answer by next
meeting. Board Member Eddie Nelson saidCthat the School
would do it and if the City Recreation could not pay for
it then they would.
There being no further business to come before the Board
the meeting adjourned at 9:30 p.m.

the Eastern Shore Courier for the"Letters to the Editor."
I very much hope that in a public meeting prior to consider-
ation of the budget of the Recreation Board, as I requested
in my letter of October 12th, data such as that outlined in
the enclosed letter will be made available.

Attentiono Letters to the Editor
Dear Ms Breedlove:
I an particularly interested in the figures reported in your
newspaper on the annual participation in Fairhope recreational
programs. I would like to have been at the City Council meet-
ing and asked some questions, but I didn't know the report
would be made. For example: As the figures reported stand,
if 50% of the 6000 population of Fairhope is male, or 30009
then more than 40% of all males in Fairhope participated in
softball, a figure that seems extremely high.
It wasseurprising that no figures were reported on the use of
the swimming pool at Greeno Roadt of course, none could be
reported for the pool at Young Street as it was inoperable
during the pant summer. But it was also surprising that no
other figures were reported on the use of the facilities at
the Young Street Recreation Center. I certainly do not have
all of the data on the use of that Center, but do know about
the Arts Program that is run each summer. Also, this year,
there has been a Young Adult Program. Because I know the
figures on the Art Program, supported by the Fairhope Recrea-
tion Board, I would like to have comparid them with the other
figures reported.
At Young Street,, in 1977. 160 children were enrolled, with an
average attendance of 100 or more on each day of a three-da -
a -week, eight week program. Extrapolated (I love that word <
this means that 2400 children participated for three hours
each day (100 x 3 x 8 equals 2400). That year stretched the
abilities of the volunteers to the breaking point. This year
the Program did not have any advance publicity, and the age
range of the children and the number of activities was limited.
Even so, an average of 50 children participated each day of
the ten day program (over a six week period), with a total
"participation" of 500 children.
The data on the other recreation programs of the City, as
reported in your paper, did not give any costs. At Young
Street, the Art Program operated in 1977 at a cost of $5.50
per child for the eight -week period, or 400 per child per day.

In 1978, it operated at a cost of $1.20 per child for the
entire period or 120 per child per day. These figures do
not include a capitol expenditure for recording equi)pment
that was made in 1977 (now being used by another group),
nor maintenance for buildings or grounds, which, it is assumed,
would have been made anyway for all the other programs that
are operated at that Center.
