Minutes for meeting October 26, 1977
The Fairhope Park and Recreation Board met in regular
session on Wednesday, October 26, 1977, at 7:30 p.m., at the
City Administration Building, 387 Fairhope Avenue, Fairhope,
Alabama, with Chairman Barney L. Shull presiding. The
following members were present: Mrs. Jean N. Smith, Mr. Eddie
Nelson, and Mrs. Stephanie Montgomery. Also present weze
Facilities Director Phil Rutherford, and Councilman:. Jack" Stipes.-
Acting Programs Director.%Joe Dean was ot present.
Guest present -was Kitty Richmond to represent the boys
for the Skateboard Organization.
Ed Nelson moved, seconded by Stephanie Montgomery to
approve the minutes for the meeting of September 27, 1977.
The Board authorized Facilities Director Phil Rutherford
to review the month's bills before they were paid. Jean N.
Smith moved, seconded by Ed Nelson to pay the bills.
The Board authorized the Secretary to send a letter to
each of the Companies that the Recre,.ation�Department does
business with saying that all bills that are to be paid by
the Recreation Department must be billed separately from the
City of Fairhope to the attention of the Recreation Department.
Also, that our purchase order number must be shown on the
invoice. Stephanie Montgomery moved, seconded by Ed Nelson.
Kitty Richmond was present to represent the Skateboard
Force. She asked the Board if the City could be relieved
of the financial burden from the kids getting hurt. Ms.
Richmond said that the kids only skated after 5:00 p.m. and
that they would even wear helmets and pads to keep from
getting hurt. Councilman Jack Stipes said he would talk to
John Duck to relieve them of this problem.

(1) Asked that the meters be put on the tennis courts as
soon as possible. He said that he had cut off the lights
several times during the week.
(2) Requested through the Recreation Board or School Board
that $200.00 of the gate money taken up at the stadium
be given to the band.
Chairman Barney Shull said that the money was spent on the
band.=Councilman''Jack Stipes suggested letting the people know
that some'of the money was going to the band. Board Member
Ed Nelson said there was no need to make an annoucement. He
said that if anyone wanted to know they could call or ask.
Chairman Shull said that the Recreation Board had no control
on the gate money.. Board Member Ed Nelson said that the band
was self-supporting. He said if eded an aney
it would be taken from"t e Atheletic Department. The Board
agreed t at t e ban i 4� nd-s it needed.
Chairman Shull said that the meters for the tennis courts
was now in progress. He said that by the next Recreation
Board meeting that there would be a final approval then it
would be presented before the Council. Board Member Stephanie
Montgomery asked how much each meter would charge. Chairman
Shull said fifty cents (50�) .

Chairman Shull read a letter from the President of the
Girls Softball League Mr. Ted Bennet.expressing their
thanks to the Recreation Board for their support this past
year.
Board Member Stephanie Montgomery inquired about the
deficit of $51.69 on the Young Street Art Program Budget.
Ed Nelson suggested holding off for payment on this until
the next Recreation Board meeting. Board Member Jean N. Smith
said that the people interested in the Young St. Art Program
should help support the program.
The Recreation Board went over the adopted budget for 1978.
Chairman Shull read a letter from the Eastern Shore Soccer
Association thanking the Recreation Board for their support
in the program. They expressed a special thanks to Facilities
Director Phil Rutherford for his hard work.
In new bus' Board Member Ed Nelson brought up that

from parking go to a Maintenance Account instead
of the Iccount. He also said that someone should
do minor after a season is completed such as on the
football field. He said this would save money. Facilities
Director Phil Rutherford said that anything inside the fence
at the stadium was the schools responsibility. Ed Nelson
said that the school was responsible for maintaining the field
and the City was responsible for doing the cleaning and
minor repairs on the buildings. Chairman Shull said that
all facilities at the end of the term of the season prepare a
maintenence report on all things that need repairing and
submit it on the following month. Ed Nelson recommended to
appoint one or two persons to make up a committee to prepare
a calender on maintenance.
Ed Nelson moved, seconded by Jean N. Smith for Facilities
Director Phil Rutherford to submit a report on the maintenance
of each facility following the close of '.that season. Motion
carried.
Ed Nelson suggested setting up guidelines for usage of
fields by out-of-town teams as far as charges were concerned.
Ed Nelson moved, seconded by Jean N. Smith for Central
Christian School to pay a deposit of $50.00 in advance
for use of the football field. They would be responsible for
paying the reminder of $100.00 no later than five days after
the game. This would only apply this one time. Motion
carried.. The Board agreed to deposit t e Mon y in the Recreatioi

them to raise money for their organization. `There was much
discussion on the concession stand for Stimpson Field as to
who would run it and where it would be located.
There being no further business to come before the Board
the meeting adjourned at 10:00 p.m.

Dear Mr. Shull,
September 15, 1977
In an informal discussion with you after church one morning
about the middle of August, you told me that any action taken
about the deficit in funds for the Young Street Art Program
would have to be at a formal meeting of the Recreation Board.
Even more important was the submission to the Board of my
final report for 1977 for the Art Program, together with
recommendations for future programs. Consequently, I changed
my vacation plans so that I could be at the regularly
scheduled meeting Wednesday, September 14th. I arrived prompt-
ly at 7:30 last night only to find that the meeting had been
cancelled. That I had prepared for this meeting is evidenced
by the fact that I had, at my own expense, had my report and
recommendations mimeographed and had given the copies to
Lynn to distribute to the Board. Certainly you could not
have been unaware of my intent.
Because I will not be back in Fairhope for the scheduled
meeting on October 12th, I will now have to wait until the
scheduled meeting on November 9th before I can learn if my
recommendations have been approved or disapproved. If approved,
work on organizing community sponsorship of programs at the
Young Street Recreation Center will be seriously delayed.
To me it is regrettable that so little concern is shown for
the activities at the Young Street Recreation Center. If
it were not that so many children would suffer, I would
refuse to work with the Recreation Board any further and
would advise others not to. But I will try one more time.

At our past Recreation Board meeting on October
26th, 1977, the Board passed the following resolutions
concerning our accounts payable.
All bills that are to be paid by the Recreation
Department must be billed separately from the City of
Fairhope to the attention of the Recreation Department.
Also, our purchase order number must be shown on the
invoice.
These resolutions must be followed in order for us
to pay the bills and keep our records accurate. We
would appreciate your cooperation in this matter.

Dear Mr. Shull,
It was a real pleasant experience to attend my first
"Rec Board" meeting last month and see how you operate.
We are represented by a fine group of dedicated men and
women. I was impressed.
First, we of the Fairhope Girls Softball League thank
you for the moral and financial support last year - especially
under such short notice. As a result we had an excellent
start and a successful year. This has really started somet-ing
in Fairhope for our girls that will help them personally,
help them at school and help our community.
Secondly, your response to our request for assiatance
next year is appreciated. We are currently meeting to set
up our teams. Practicp.11y all of the team.coaches (18 in all)
have been committed. this next year will be great for we have
a little more time to plan.
Again thank you - and see you out at the ball game.

Dear Ladies and Gentlemen:
We, the Eastern Shore Soccer Association, would like to thank
each of you for your continued support of our program, and for your
splendid cooperation and help in the preparation of Stimpson Soccer
Field for the soccer season now in progress.
Our special thanks to Mr. Phil Rutherford for his usual hard
effort in having the work done, much of it himself. He is a most
valuable asset to our Community.
Let me take this opportunity to invite you to attend the
games. The youth of our Community have shown a great deal of
interest in the soccer program, and again we say thanks!
