The Fairhope Park and Recreation Board met in regular session)
on Wednesday, May 11, 1977, at 7:30 p.m. at the City Administration
Building, 387 Fairhope Avenue, Fairhope, Alabama, with Chairman
Barney L. Shull presiding.
The following members were present: Mrs. Jean Smith and Mr.
Eddie Nelson. Members not present were Mrs. Stephanie Montgomery
and Mr. Don Wiggins.
Also present was Facilities Director Phil Rutherford.
Guest present:' Director of the Young Street Art Program
Jean Smith, workers with the Young Street Art Program Anna Wood
and Helen Porter, Y.M.C.A. Representative Mr. Martin Adams, I
Young Street Director's Al Bosby and Leslie Perdue, Soccer Directo
Monte Montgomery and Soccer Treasurer George Wolff.
The minutes of the April 13, 1977 meeting were read and
approved as recorded. 0
Soccer Director Monte Montgomery told the Recreation Board
that Board Member Don Wiggins had presented him with a bill of
$275.00 for purchase of another fence to replace the one torn -down,
at Stimpson Field. Chairman Barney Shull expressed to Mr.
Montgomery that the Recreation Board had not made a motion on '
this matter. He said that the only motion made was that the
Recreation Board would purchase another fence for Stimpson Field. ,
Mr. Montgomery asked the Recreation Board where the soccer
sign was located. Board Member Jean Smith said it was at the
City garage. Facilities Director Phil Rutherford said that it
was quoted by the City Council that anything outside of the fence
at Stimpson Field was their responsibility and not the Recreation
Board's responsibility.
Mr. Montgomery said that the Soccer schedule would be ready
in two months. The Soccer season would run from the Fall till
March 30th. This was approved by the Board.
Director of the Young Street Art Program Jean Smith presented
her program for this year. Chairman Barney Shull said that the
program was good and that Jean Smith was doing a good job.
Jean Smith said that they needed a Playground Supervisor who
would be responsible for outdoor activities. Anna Wood said
it would have to be someone who was flexible and could watch
the kids. Jean Smith suggested hiring Gregg McDonald a's Playgrouni
Supervisor at a salary of $5.00 an hour, for three hours per day,
three days per week at a eight weeks period for a total of
$360.00
Chairman Barney Shull suggested that he be paid on a lump
sum basis instead of by the hour in regards to how the other
employees were being paid during the summer.
Jean Smith also said that the volunteer workers should not
have to sweep floors or do any maintenance work at the Young St.
Recreation Center but it was the responsibility of the Young
St. Recreation Personal.

Board Member Eddie Nelson said that the two lifeguards at
the Young St. Recreation Center could help clean up at the Center
He also said that the equipment should not be left out.
Director Jean Smith said it would not be left out.
Director Jean Smith also stated that the lock on the far
shed at the Young Street Recreation Center needed to be replaced
since she could not get her key in it. She also said that the
toilets were in bad shape and that the tables needed fixing.
The Recreaticn Board was invited to Family Day or July 24th.
Young Street Director Al Bosby thanked Facilities Director
Phil Rutherford for the barrels at the Young Street Recreation
Center .
Eddie Nelson moved, seconded by Jedn Smith to accept the
Young Street Art Program for 1977.
Director of the Eastern Shore Y.M.C.A. Mr. Martin Adams
was present to discuss the request of the Y.M.C.A. Day Camp
for the use of the swimming pool on Greeno Road. Mr. Adams
said that they would like to use the pool three days per week,
one hour each day, between the hours of 12:00 to 1:00 p.m.
Board Member Eddie Nelson asked if the Recreation Board would
be liable for the pool while the Y.M.C.A. was present.
Chairman Barney Shull said that someone from the Recreation
Department should be present.
After much discussion, Chairman Shull said that the
decision was left up to Board Member Eddie Nelson and Joe Dean
as to whether or not the Y.M.C.A. could use the pool and the
Recreation Board would back up their decision.
Board Member Eddie Nelson moved, seconded by Jean Smith
to pay the bills for the month.
Chairman Barney Shull said that a letter of acknowledgment
should be sent to Mr. Harris for contribution of grass at the
Stadium.
Board Member Eddie Nelson recommended Joe Dean as acting
Programs Director for the Recreation Board. E 'e Nelson

Eddie Nelson moved, seconded y Jean Smith for Mike Dubose
as Pool Supervisor at the Greeno Pool.
Eddie Nelson presented a list of specifications for signs
to be used on Fairhope Recreation Facilities.
It was brough up that Pool Supervisor for the Young Street
Recreation Center would be divided between Al Bosby and
Leslie Perdue.
There being no further business to come before the Board
the meeting adjourned at 9-50 p.m.

This day being the day set for hearing and passing upon the
handling of the Estate of C. Fred Lind, deceased by HAROLD C.
KUBICEK's Petition as Executor filed herein for his administration
thereof; now, come HAROLD C. KUBICEK and moves the Court that this
Estate be closed.
And it appearing to the Court that due notice of the time-.-a•nd
nature of this settlement has been given by publication for three
successive weeks in the Eastern Shore Courier, a newspaper
published in Baldwin County, Alabama, and that notice has been
given to all of the legatees and devisees under said LAST WILL
AND TESTAMENT, and it appears to the Court that the said Executor

197?1 :he members of that board granted permission for the use of
sign6 at the various recreational facilities maintained by the city.
itowever, parties requesting the use of such signs must submit their
in'Ie:;ti�ns before the board, and the following criteria shall be
used `-- the board in determining whether or not to grant permission
tc erect such a sign:
1- Size - The placement of the sign will have a bearing on the
size of the sign. The sign shad not be of such size
as to interfere with the view of the area, to hinder
participants, to give preferential treatment to one
group, etc.
2- Location - '.he placement of the sign shall conform to guide-
` -Sines and policies approved not only by the recreation
board but alsomby other city agencies.
j-- Content of message - The message conveyed by the sign shall be
in keepT.ng with the high moral standards that are fostered
by the board and the associations that promote the
activities on the fields.
4-- Ma*rrial used - The materials used in erecting the sign shall
-�be in keeping with the overall beauty concept of the
facilities.
�- Co.or - The wolor scheme of the sign shall hand itself to the
attractiveness of the facility and shall not create
an "eyesore" image.
5- Main-pnance - The requesting party or parties shall be
rpsponsi.ble for the upkeep and maintenance of the sign.
J- Pure - The intention shall specify if the sign is for ad-
vertisingspurpases, memorial purposes, etc.
r- ':eatness - The colors and arrangement of the message shall be

of the facility.

The Pecreation Board retains the right to revoke the privilege if
the requesting party or parties fail to comply with the guidelines

is adequate playground- supervision for :,those --children who, because of
a short attention span; or who'come because a sister or brother comes,'
do not participate, in the full class -session. .ems recommended,,
therefore, that a playground.supervisor be employed to be-ava%',:able
from 8:30 AM to 11.:30 AM on Mondays, Tuesdays and .Thursdays, from

Another problem on -which the Planning Group,feels-strongly.is•
the matter of janitorial services in the building and clean-up'�of'the
grounds.' As stated in the report submitted last July, the -Art Pro-
gram teache's the children to clean up after their work; but this type
of habit is hard to sustain when they constantly -.see that others gel.
by with leaving a mess. Volunteers volunteer because they.want'to
help children and because they have.specific. skills that will enrich
children's lives. It should not be expected that before they get to
work with children they sweep floors, clean toilets, pick up trash.
The Planning Group recommends to the Recreation Board that sufficient,
janitorial service be furnished to, insure that the building,and grounds
are'clean before the start of each session' In turn, the volunteer
workers will insure that when they leave a.t the end of each sess.ion,,
all trash will be deposited in appropriate containers, the special
supplies and equipment are properly stored, and the facility in'order.

janitorial service and purchase appropriate supplies..,It.,is estimated
that -building clean-up would ,require: •two hours a day (probably two
people:one hour each) to clean the•.floors and toilets prior to opening
each of the three days for eight weeks. It is estimated' that grounds
clean-up would require one hour a day to,pick•up trash prior to.open=
.ing each 'of the 'three days for eight weeks. At a rate of $2.50. per
hour,'this would:increase the budget of the,Art Program by $180. In
addition, approximately $25 would-be'required for brooms, mops, pails
and cleaning -supplies... This would make a total of. $205 for service..

Many things'need-'to be done before the program can be:started this

1. The condition of the toilets is'impossible.' They are dirty, full
of trash, need painting, need light bulbs. .q
2. The four new tables furnished by the Board last year still need
repair.,, As was-. noted 'in: the-Teport submitted as cf• July 30..- 1976,
they were insufficiently braced rand one by one fell apart.
3, In 'tile room with -the pool table', the 'old wiridow fan is . still on
the floor:.. �,I t : should be " removed. The blades might 'hurt' a child.

The amount budgeted for sewing was unnecessary... Money was spe' nt 'for

the sale of paintings. �-
3. When the budget was submitted last year, it was planned to
continue at least the ceramics program and the sewing classes during
some of the winter months. Due to illness and the cold weather, no
additional classes were held in ceramics. The sewing class with P:;rs.
Kirkman continued regularly all winter, but met in the home of one of
the volunteers, due, primarily, to cold weather. It is hoped the
curtains for the Center will be finished this year; work stopped be-
cause that part of the sewing group could not use the Center; it was
so dirty the material became soiled when it touched anything.

Painting. New brushes are major item. None were bought labt
year. Old ones, not good for painting, have been used by Ceramics.
Instead of a party this year, it'is expected that the Young
Street group will meet with the Day Camp Group at Camp Cullen for
a picnic.
Reimbursement for Exppnses. Because of the expanded program,
it is planned to add two teen-age volunteers. These teen-agers
usually give up baby sitting jobs to work for the duration of the

Minutes for meeting May 31, 1977
The Fairhope Park and Recreation Board met in regular session
on Wednesday, May 11, 1977, at 7:30 p.m. at the City Administratio
Building, 387 Fairhope Avenue, Fairhope, Alabama, with Chairman
Barney L. Shull presiding.
The following members were present: Mrs. Jean Smith and Mr.
Eddie Nelson. Members not present were Mrs. Stephanie Montgomery
and Mr. Don Wiggins.
Also present was Facilities Director Phil Rutherford.
Guest present: Director of the Young Street Art Program
Jean Smith, workers with the Young Street Art Program Anna Wood
and Helen Porter, Y.M.C.A. Representative Mr. Martin Adams,
Young Street Director's Al Bosby and Leslie Perdue, Soccer Directo
Monte Montgomery and Soccer Treasurer George Wolff.
The minutes of the April 13, 1977 meeting were read and
approved as recorded.
Soccer Director Monte Montgomery told the Recreation Board
that Board Member Don Wiggins had presented him with a bill of
$275.00 for purchase of another fence to replace the one torn -down
at Stimpson Field. Chairman Barney Shull expressed to Mr.
Montgomery that the Recreation Board had not made a motion on
this matter. He said that the only motion made was that the
Recreation Board would purchase another fence for Stimpson Field.
Mr. Montgomery asked the Recreation Board where the soccer
sign was located. Board Member Jean Smith said it was at the
City garage. Facilities Director Phil Rutherford said that it
was quoted by the City Council that anything outside of the fence
at Stimpson Field was their responsibility and not the Recreation
Board's responsibility.
Mr. Montgomery said that the Soccer schedule would be ready
in two months. The Soccer season would run from the Fall till
March 30th. This was approved by the Board.
Director of the Young Street Art Program Jean Smith presented
her program for this year. Chairman Barney Shull said that the
program was good and that Jean Smith was doing a good job.
Jean Smith said that they needed a Playground Supervisor who
would be responsible for outdoor activities. Anna Wood said
it would have to be someone who was flexible and could watch
the kids. Jean Smith suggested hiring Gregg McDonald as Playgroun
Supervisor at a salary of $5.00 an hour, for three hours per day,
three days per week at a eight weeks period for a total of
$360.00
Chairman Barney Shull suggested that he be paid on a lump
sum basis instead of by the hour in regards to how the other
employees were being paid during the summer.
Jean Smith also said that the volunteer workers should not
have to sweep floors or do any maintenance work at the Young St.
Recreation Center but it was the responsibility of the Young
St. Recreation Personal.

Board Member Eddie Nelson said that the two lifeguards at
the Young St. Recreation Center could help clean up at the Center

shed at the Young Street Recreation Center needed to be replaced
since she could not get her key in it. She also said that the
toilets were in bad shape and that the tables needed fixing.
The Recreation Board was invited to Family Day or. July 24th.

Director of the Eastern Shore Y.M.C.A. Mr. Martin Adams
was present to discuss the request of the Y.M.C.A. Day Camp
for the use of the swimming pool on Greeno Road. Mr. Adams
said that they would like to use the pool three days per week,
one hour each day, between the hours of 12:00 to 1:00 p.m.
Board Member Eddie Nelson asked if the Recreation Board would
be liable for the pool while the Y.M.C.A. was present.
Chairman Barney Shull said that someone•from the Recreation
Department should be present.
After much discussion, Chairman Shull said that the
decision was left up to Board Member Eddie Nelson and Joe Dean
as to whether or not the Y.M.C.A. could use the pool and the
Recreation Board would back up their decision.
Board Member Eddie Nelson moved, seconded by Jean Smith
to pay the bills for the month.
Chairman Barney Shull said that a letter of acknowledgment
should be sent to Mr. Harris for contribution of grass at the
Stadium.
Board Member Eddie Nelson recommended Joe Dean as acting
Programs Director for the Recreation Board. Ee Nelson

as Pool Supervisor at the Greeno Pool.
Eddie Nelson presented a list of specifications for signs
to be used on Fairhope Recreation Facilities.
It was brough up that Pool Supervisor for the Young Street
Recreation Center would be divided between Al Bosby and
Leslie Perdue.
There being no further business to come before the Board
the meeting adjourned at 9:50 p.m.

At the regularly scheduled Recreation Board meeting of .April 13,
19771 :he members of thgt board granted permission for the use of
signs at the various recreational facilities maintained by the city.
However, parties requesting the use of such signs must submit their
in4<-e_;ti1ns before the board, and the following criteria shall be
used `,y the board in determining whether or not to grant permission
tc erect such a sign:
1- Size - The placement of the sign will have a bearing on the
size of the sign. The sign shall not be of such size
as to interfere with the view of the area, to hinder
participants, to give preferential treatment to one
Q-rcup, etc.
2- Location - The placement of the sign shall conform to guide-
lines and policies approved not only by the recreation
board but alsonby other city agencies.
�- Content of message - The message conveyed by the sign shall be
in keeping with the high moral standards that are fostered
by the board and the associations that promote the
activities on the fields.
u- Material used - The materials used in erecting the sign shall
e in keeping with the overall beauty concept of the
facilities.
C- Co_or - The color scheme of the sign shall hand itself to the
attractiveness of the facility and shall not create
an "eyesore" image.
":aintenance - The requesting party o.; parties shall be
rpsronsible for the upkeep and maintenance of the sign.
7- Tfurpose - The intention shall specify if the sign is for ad-
verti.sing,purp6ses, memorial purposes, etc.
F- Neatness - The colors and arrangement of the message shall be
such that it does not take away from the attractiveness
of ti;e facility.
�'- Duration of use - The intention shall specify whether the si�.n
�`-"- ~ will remain in use on a seasonal basis or annual basis.
The Recreation Board retains the right to revoke the privilege if
the reque ting party or parties fail to comply with the guidelines
stated b7 the board or it the parry' or parties aevlate rrom zne
