Minutes tor meeting April 3, 977
The Fairhope Park and Recreation Board met in regular session on
Wednesday, April 13, 1977, at 7.30 p.m. at the City Administration
Building, 387 Fairhope Avenue, Fairhope, Alabama, with Chairman Barney L.
Shull presiding.
The following members were present: M.rs. Stephanie rotntgomery, Mrs.
Jean Smith, new members Mr. Don Wiggins and Mr. Joseph Osterberger.
Also present were Facilities Director Phil Rutherford and Programs
Director Ed Nelson.
Guest present: President of Girl's Softball League Mr. Mac McCawley,
Eastern Shore Jaycees Representative Mx. Dave Camp, and Young Street
Director's Al Bosby and Leslie Perdue.
The minutes of the March 16, 1977 meeting were read and approved
as recorded.
Board Member Jean Smith moved, seconded by Don Wiggins to pay the
bills for the month.
Chairman Barney Shull opened the meeting by explaining to the Board
what the Recreation Board is actually composed of. He went on the say
that the Recreation Board is under the direction of the Mayor and City
Council and that each member on the Board is responsible for a certain
area. Those areas are as follows:
1. Finance Chairman- deals with the Adult Tourist Program.
2. Beaches & Parks
3. Youth Programs- such as Little League, Baseball, Soccer, etc...
4. Adults- deals with Men & Women's Softball League
5. Long Range Planning
Chairman Barney Shull also stated that besides the members that make
up the Recreation Board there were also those people on the Board that
were paid by the City. This consisted of a Facilities Director who was
responsible for maintenance of all facilities and a Programs Director who
was responsible for what goes on in each facility.
Chairman Barney Shull gave the members of the Recreation Board the
opportunity to choose which area they would like to work in. The results
were as follows: 1) Finance Chairman- Mr. Joseph Osterberger 2) Beaches
& Parks- Mrs. Stephanie Montgomery 3) Youth Programs- emirs. Jean Smith

4) Adults- Mr. Don Wiggins.
Programs Director Ed Nelson stated that the money allotted for the
Girls Softball League went over $47.05, but the equipment was needed.
Facilities Director Phil Rutherford stated that bases were needed
at Stimpson Field.

President of Girl's Softball League Mr. Mac McCawley expressed his
appreciation to the Board and especially to Phil Rutherford and Aaron
Norris for their help with the Girl's Softball Field. He also asked
if the Girl's Softball Field was just for use for the girl's since they
were having problems keeping the boy s off the field. The Board stated that
this was for the girl's use.
Tr. Mac McCawley asked Chairman Shull when the budget for the Girl's
Softball League was needed. Chairman Shull said that it should be
submitted to the Board by the Recreation Board meeting in August.
Eastern Shore Jaycees Representative Mr. Dave Camp was present at
the meeting to express to the Board that the Jaycee's felt that the fee
charge on the beach would cut down on attendance during July 4th.
He requested to the Board that this fee be waivered for July 4th. Board
Member Don Wiggins asked Mr. Camp if the Jaycees would be responsible
for cleaning up the beach after July 4th. The Board stated that it
would cost about $1,000.00 for trucks and labor to clean up all the
;garbage after July 4th.
Chairman Barney Shull brought up old business for discussion.
Facilities Director Phil Rutherford said that the toilets had been
ordered, the concession stand was fixed, and the fields were being
mowed. He also said that the fertilizer for the fields would have to
be ordered.
Board Member Joseph Osterberger said that the restrooms at the
Little League Field needed painting inside and outside. Chairman
Barney Shull suggested hiring someone to paint the restrooms. Board
Member Don Wiggins suggested hiring Clyde Lowell to do the painting.
Don Wiggins moved, seconded by Stephanie Montgomery to have Mr.
Gene Graham from Swimming Pool Contractors in Saraland, Alabama, to
fix the crack in the swimming pool at Greeno Road for 81,765.00.
Programs Director Ed Nelson presented the Board with his proposal
for the Summer Program. After the Board looked over the program, Jean
Smith moved, seconded by Don Wiggins to accept the program with the
exception that the Board could make suggestions and recommendation to
the program whenever necessary.
Chairman Barney Shull was presented a letter of resignation from
Programs Director Ed Nelson. This letter was read by Chairman Shull.
The letter stated that Mr. Nelson felt he could not devout as much
time to the Recreation Board as he felt he should.
Chairman Barney Shull expressed his appreciation to Mr. Nelson for
the work he had done on the Recreation Board. The Board accepted the
letter of resignation with the thought that Mr. Nelson would work until
the Sumner Programs were underway.
Board Member Stephanie Montgomery stated that she got a phone call
from Norman Currier of the Baldwin County Realtors saying that they
would like to start a Soccer League and would need a lighted field.
The Board agreed that more data should be collected on this matter.
Mrs. Montgomery suggested that we send a letter to each organization
concerning the importance of picking up trash. Board Member Jean Smith
suggested we put this letter in the Eastern Shore Courier.
Facilities Director Phil Rutherford suggested that we put in this
letter that when a game is over -someone should be responsible for
cutting off the lights at the field.

Board Member Stephanie Tontgomery read a letter from the Eastern
Shore Soccer Association to the Recreation Board thanking the Board
for the use of Stimpson Field as a soccer playing field on April 9th,
1977. They also requested for the_Board's-cmaideration the relocation
of the chain link fence to function along the park boundaries to keep
the balls within the park and thereby promote safety during playtime.
Chairman Barney Shull stated that a letter of acknowledgment be
sent to the Eastern Shore Soccer Association showing receipt of their
letter and also the consideration of the relocation of the fence at
Stimpson Field.
Board Member Jean Smith moved, seconded by Stephanie Montgomery
to have telephones put in at the Little League Park and Greeno
Swimming Pool.
Board Member Don Wiggins mentioned to the Board from Coucilman
Jack Stipes to continue considering the purchase of equipment for the
City.
Don Wiggins suggested to Facilities Director Phil Rutherford to
purchase another fence to replace the one nulled down at Stimpson Field
and he would present the bill to the Eastern Shore Soccer Association
since it was their responsibility at the time.
Don Wiggins moved, seconded by Jean Smith to purchase another
fence for Stimpson Field.
There was much discussion on the sign at Stimpson Field concerning
Soccer. Board Member Don Wiggins said that the sign would have to be
moved since it was blocking the corner. Jean Smith recommended that
the sign be taken dawn and another sign put up calling the field "Fairhope
Recreation Facilities".
Board Member Stephanie Montgomery moved, seconded by Jean Smith
to allow the Recreation Board to put up signs to be used for sponsorship.
Don Wiggins moved, seconded by Stephanie Tontgomery for all signs
put up there should be certain specifications.
Chairman Barney Shull suggested writing a letter to the Eastern
Shore Soccer Association concerning the relocation of the sign at Stimpson
Field.
Don Wiggins moved, seconded by Jean Smith to give past Board Member
Charlie Gravat a certificate and letter for service on the Recreation
Board.
Chairman Barney Shull suggested that the certificates for Mr.
Charlie Cravat and Mr. David Stapleton be presented by the Mayor with
the Eastern Shore Courier present.
There being no further business to cane before the Board the meeting
adjourned at 10:40 p.m.

the purpose bid of said Pool on Greeno Road, Fairhope, Alabama.
Replace broken tiler regrout tile, repair cracks, repair skimmers,
repair or replace fill vavle, power wash said Pool.
Total sum: $1,765.00

We acknowledge receipt of your letter thanking the Recreation
Board for use of Stim�pson Field as a soccer playing field on April
9th, 1977. We were very honored to be a part of this occasion.
In reference to your request concerning the relocation of the
chain link fence at Stimoson Field, we are considering your request
at the present time. Thank you for vour interest in making Stimpson
Field a better field for recreational activities.

Chain-nan Barney Shull stated that a letter of acknowledgmert be
sent to the Eastern Shore Soccer Association showing receipt of their
I� letter and also the consideration of the relocation of the fence at
Stimpson Field.
Board Manber Jean Smith moved, seconded by Stephanie Montgomery
to have telephones put in at the Little League Park and Greeno
Stainmiing Pool.
Board Member Don Wiggins mentioned to the Board from Coucilman
Jack Stipes to continue considering the purchase of equipment for the
City.
Don Wiggins suggested to Facilities Director Phil Rutherford to
purchase another fence to replace the one nulled down at Stimpson Field
and he would present the bill to the Eastern Shore Soccer Association
since it was their responsibility at the time.
Don Wiggins moved, seconded by Jean Smith to purchase another
fence for Stimpson Field.
There was much discussion on the sign at Stimpson Field concerning
Soccer. Board Member Don Wiggins said that the sign would have to be
moved since it was blocking the corner. Jean Smith reca-mended that
the sign be taken down and another sign put up calling the field "Fairhope
Recreation Facilities".
Board Member Stephanie Montgomery moved, seconded by Jean Smith
to allow the Recreation Board to put up signs to be used for sponsorship.
Don Wiggins moved, seconded by Stephanie Montgomery for all signs
pot up there should be certain specifications.
jChairman Barney Shull suggested writing a letter to the Eastern
I' Shore Soccer Association concerning the relocation of the sign at Stimpson

Don Wiggins moved, seconded by Jean Smith to give past Board Member
1 Charlie Gravat a certificate and letter for service on the Recreation
i, Board.
Chairman Barney Shull suggested that the certificates for Mr.
� ( Charlie Gravat and Mr. David Stapleton be presented by the Mayor with
,I the Eastern Shore Courier present.
