Minutes for meeting February 9, 1977
The Fairhope Park and Recreation Board met in regular session on
Wednesday, February 9, 1977, at 7:30 p.m. at the City Administration
Building, 387 Fairhope Avenue, Fairhope, Alabama, with Chairman Barney L.
Shull presiding.
The following members were present: Mrs. Stephanie Montgomery and
Mrs. Jean Smith. Members not present were Mr. Charlie Gravat and Mr.
David Stapleton.
Also present were Facilities Director Phil Rutherford and Councilman
Billy D. Wiggins. Programs Director Ed Nelson was not present.
Guest present: Councilman Jack Stipes, President of Youth Activities
Tommy Springer, President of Dixie Youth Carmen Harbison, Young Street
Director Al Bosby, Mr. Paul Nelson and Mr. Ray Harbison.
The minutes of the January 12, 1977 meeting were read and approved
as recorded with the exception that the recommendation be added to the
minutes from the Recreation Board to the City Council concerning beach
maintenance with a cost of $1.00 be charged to each car for maintaining
the beach by using a guard at the beach or 50¢ be charged to each car
by using a toll gate.
Facilities Director Phil Rutherford was appointed to check on some
prices for four (4) sections of ;portable bleachers to be used at the
field.
Chairman Barney Shull brought up before the Board that three people
on the Board should authorize a bill before it is paid. Mrs. Stephanie
Montgomery moved, seconded by Jean Smith.
Councilman Billy D. Wiggins suggested to the Board that they get up
a proposal and present it before the City Council concerning beach
maintenance such as the cost and choices to best maintain our beach.
Young Street Director Al Bosby gave a report concerning the Young
Street Recreation Center. He said that they were in need of two nets
for the basketball goals. Chairman Barney Shull said he could get these
from Programs Director Ed Nelson.
Mrs. Stephanie Montgomery inquired about the telephone at the
Adult Tourist Recreation Center if this was being paid by the the City.
Councilman Jack Stipes said this was being paid by the City. Chairman
Barney Shull suggested that the Board put in letter form to the Adult
Tourist Recreation that they pay all long distance calls and the
City pay for the telephone service.
Mrs. Jean Smith moved, seconded by Stephanie Montgomery that the
telephone service be included in the Adult Tourist Recreation budget.

President of Youth Activities for the Babe Ruth & Little League Mr.
Tommy Springer expressed his appreciation to the City and to the
Recreation Board for their help on the baseball field and the lights.
He also gave a report on their recent meeting stating that Mr. Carmen
(Harbison was elected as President of the Dixie Youth.
Mr. Carmen Harbison brought up the possibility of having the
State Tournament here in Fairhope. This would consist of possibly
seven (7) districts coming to Fairhope for the Tournament. Mr.
IHarbison's emphasis to the Board was the need to keep the ball parks
groomed as best as possible. He also suggested to the City that
they would need help in getting a press box.
The Board motioned that Beth MacCartee be authorized to sign
:checks for the Recreation Board since she was now the presiding
Secretary.
There being no further business to come before the Board the meeting
adjourned at 9:15 p.m.
