February 15, 2024 161 N Section Street Fairhope, AL 36532 Present were: Members: Chairman Genie Frazier; Rob Stankoski; Tyler Garner; Jake O’Neil; Human Resource Director Hannah Noonan; Councilman Kevin Boone The meeting was called to order at 7:00 a.m. The January 18th, 2024 minutes were approved The board reviewed the personnel handbook. Hannah Noonan went over the color-coding legend for additions and omissions. Pay structures for emergency situations were discussed. This is important to ensure FEMA funds are properly received and it also gives an incentive to city employees to work following natural disasters. Hannah discussed potentially giving an opportunity for employees to work paid holidays. This would help hourly employees not lose overtime opportunities. They could then move that holiday to a day of their choosing. Genie asked how this would work with supervisory roles and Hannah felt that plenty of hourly leadership roles would be present for the same opportunities. The board posed some related questions, and all agreed that more structure was needed for this. Vacation accrual was discussed. The language of page 70 was changed to read: 0-5 years, 80 hours of accumulation and 6-10, 112 hours of accumulation. Other changes were discussed for years 10-25. A reclassification request for a gas inspector to be moved from grade 6 to grade 8 to be in line with other departmental inspectors was discussed. Tyler commented on the importance of fair candidate selection processes for this position. The board approved this request. The A-post certification required for full time police officers was removed from the job description for code enforcement officer. Also, a lowering of the pay grade was discussed. The board approved. Hannah spoke about new hires and the different stages of the hiring process. Statement of economic interest forms have been sent out to elected officials and departmental heads. They are required to be filled out each year. The city is moving to a new time keeping system called “Time and Attendance.” This comes with an 18-month implementation. Donnie is offering active shooting training. He has also teamed up with the fire department to ensure city buildings are fire and code compliant. He is also providing bucket and aerial lift training for public works and public utilities employees. So far this year, only one workers comp injury at $0 cost has occurred.
