HomeMy WebLinkAbout01-12-1977 Regular MeetingTHE FAIRHOPE PARK AND RECREATION BOARD Minutes for meeting January 12, 1977 The Fairhooe Park and Recreation Board met in regular session on Wednesday, January 12, 1977, at 7:30 p.m. at the City Administration Building, 387 Fairhope Avenue, Fairhope Alabama, with Chariman Barney L. Shull presiding. The following members were present: Mrs. Stephanie Montgomery and Mrs. Jean Smith. Members not present were Mr. Charlie Gravat and Mr. David Stapleton. Also present was Facilities Director Phil Rutherford. Programs Director Ed Nelson was not Dresentj,� Guests present: Coucilmen Billy D. Vli�g"gins and Jack Stipes, Young Street Director's Al Bosby and Leslie Perdue, Tennis Director Howard Threlkeld, Soccer Director Monte Montgomery and Soccer Treasurer George Wolff. The minutes of the December 8, 1976 meeting were read and approved as recorded. Tennis Director Howard Threlke ve a report on the tennis courts concerning the lighting facili.' s. He talked about adding some florescent lights between courts two (2) and three (3) for better lighting for the courts. These lights would be put on a cable and also have covers over them. Facilities Director Phil Rutherford said that this would cost around $250.00 for the lights. Chairman Barney Shull quoted a price of $500.00 to cover the cost of the lights and the covers for the lights. Mrs. Stephanie Montgomery moved, seconded by Jean Smith to put the lights up at the tennis courts. Mr. Howard Threlkeld also brought up the possibility of putting a switch on the courts to switch off those courts not in use. Facilities Director Phil Rutherford said that this would cause shadows on the courts and the lighting would not be as good as if all lights were left on. Mr. Howard Threlkeld brought up the need for receiling cracks in the concrete on the tennie courts. Chairman Barney Shull suggested using some black asphalt: chalk to reseal the cracks. Soccer Director Monte Montgomery thanked the Recreation Board for their support in helping the Soccer Recreation. He also gave a status report on the Soccer Recreation concerning the registration for the Spring season. Mr. Monte Montgomery thanked Facilities Director Phil Rutherford for all he had done in helping the Soccer Recreation. Mr. Monte Montgomery brought up the fact that people kept climbing over the gate at the Soccer field. Mrs. Jean Smith said that a person was fined $150.00 for being on the field when it was not in use. Mr. Monte Montgomery said that this should be advertised. Facilities Director Phil Rutherford said they were going to put some quarter -inch guy -wire on the top of the fence to keep people from climbing over it. Fairhope Park and Recreation Board Page 2 Minutes for meeting January 12, 1977 Mr. Monte Montgomery asked the Recreation Board's permission to remove four (4) pokes on the baseball field for the Soccer Recreation. � � i Mrs. Stephanie Montgomery moved, seconded by Jean Smith to erect light poles for the Soccer Recreation and the cost not to exceed $750.00. Mr. Monte Montgomery inquired about getting sixteen (16) more soccer balls for this season. Chairman Barney Shull said he could talk to Programs Director Ed Nelson in getting the soccer balls. Chairman Barney Shull read the following recommendations brought up by Councilman Billy D. Wiggins given to him by the City Auditors concerning the Recreation Department: (1) That all new employees hired and salaries for all old and new employees of the Recreation Fund be approved by the Recreation Board and included in the Recreation Board minutes. (2) That the Recreation Board appoint an individual to approve and sign all purchase orders, and that all invoices must have a copy of approved purchase orders attached to it before payment is made to the vendor. (3) That controls be established over money collected from parking at the Football Stadium. (4) That time sheets be used by all summer employees of the Recreation Fund to account for hours worked by each employee. Also, the supervisors responsible for the employees needs to put his approval on each time sheet before they are turned into the City Clerk. Councilman Jack Stipes brought up the fact that time sheets should be keep on all employees whether they are hourly or salary. Mrs. Stephanie Montgomery said that the employee should sign) a statement stating hours worked even if they are working under a contract. Young Street Director Leslie Perdue asked the Recreation Board about getting ahother heater for the Young Street Recreation Center. Mr-s. Stephanie Montgomery moved, seconded by Jean Smith to get a heater for the Young Street Recreation Center not exceeding a cost of $150.00. Councilman lack Stipes inquired about the telephone at the Tourist Recreation Center whether or not it was being charged to the City or to the Tourist Recreation. He said he would check into this. Chairman Barney Shull brought up before the Recreation Ro;.rd if we should approve having a telephone put in at the Fairhooe Park and Recreation Board Page 3 Minutes for meeting January 12, 1977 Young Street Recreation Center. This would cost $16.50 per month. Mrs. Stephanie Montgomery moved, seconded by Jean Smith to have a telephone put in at the Young Street Recreation Center. Facilities Director Phil Rutherford suggested to the Board that he was going ahead and out the fence up at the football field. He also brought up that the high school was paving for the concrete for the track and that the City would nut it in. This was approved by the Board. Mrs. Stephanie Montgomery gave a report on her findings for the cost of someone maintaining the beach. They are as followed: (1) At the minimum wage, it would cost $3680.00 for a person working a forty (40) hour week at twelve (12) hours a day. If 230 cars went down to the beach at $1.00 per car then we would only break even. (2) At the minimum wage, it would cost $2173.00 for a person working a total of 756 hours within 63 days. (3) For a guard service, it would cost as much as $4.00- $4.50 an hour. Mrs. Stephanie Montgomery suggested from a personal view that we do not charge anyone for use of the beaches. Chairman Barney Shull suggested that each person should nay $1.00 and that this would be refunded back with a copy of their receipt. Mrs. Stephanie Montgomery recommended that we charge every- one the same amount if we were going to charge for the use of the beaches. She also suggested that we select a method in which to charge for the use of beaches. Chairman Barney Shull was appointed to check on the price for a toll gate.
