FAIRHOPE PARK AND RECREATION BOARD
Minutes for Meeting October 22, 1976
The Fairhope Park and Recreation Board met in regular
session on Thursday, October 21, 1976, at the City Administratiol
Building, 387 Fairhope Avenue, Fairhope, Alabama with Chairman
Barney L. Shull presiding.
The following members were present: Mrs. Jean Smith and
Mr. Charlie Gravat.
Members absent: Mrs. Stephanie Montgomery and Mr. David
Stapleton.
Also present was Facilities Director Phil Rutherford.
Guests in attendance: Councilmen: Don Wiggins and Jack
Stipes. Mrs. Willie Smith and Mrs. Bowen, Young Street Rec-
reation Center : Leslie Perdue and Alfred Bosby.
The first item brought to the Boards attention was the
meeting between the Recreation Board and Mr. Alfred Bosby, the
new Director at the Young Street Recreation Center. Chairman
Barney L. Shull informed Mr. Bosby and Mr. Perdue of the
the duties at the Young Street Center. Mr. Shull told Mr. Bosby
and Mr. Perdue that they will be expected to keep the facilities
maintained and plan programs at the center.
Leslie Perdue stated that there was a need for a telephone
at the Young Street Center. Mr. Perdue said that a telephone
would help them keep better control in the event of arguments,
vandalism, etc.
Chairman Shull said that the Recreation Board would like
a report from the Young Street Center regarding their budget,
and maintainence items, and encouraged Mr. Bosby and Mr. Perdue
to attend meetings of the Recreation Board since they are a part
of the total Recreation Program for the City of Fairhope.
Board member Charlie Gravat asked Mr. Perdue and Mr. Bosby
to report back at the November 10, 1976 meeting of the Recreation
Board in order for the Board to set their compensation for their
work at the Center.
Mr. Leslie Perdue said that they were planning a Halloween
party at the Young Street Center and asked if the Board would
help them purchase the candy for the party for approximately
200 children.
Mr. Charlie Gravat moved, seconded by Mrs. Jean Smith that
the Recreation Board provide up to $ 50.00 for candy for the
Young Street Center Halloween party. Motion carried.
The next item brought before the Recreation Board was a
request by Mrs. Willie Smith for playground equipment for
children at Knoll Park, and also the possibility of setting
the history of Fairhope in hard plastic at the Knoll park on
the pavilion. Mrs. Smith showed Board members pictures of the
equipment she would like to see at the Knoll Park.
Chairman Shull told Mrs. Smith that the Knoll Park was
under the direct control of the Colony and that the City did
not have the authority to do anything in that area, since the
Colony has designated this Park as a natural area to be left in
its natural state. Mr. Shull said that the Recreation Board hoped
to have more of the type of " Tot Lots " as shown by Mrs. Smith
in other areas in Fairhope within the next five years.
Chairman Shull told Mrs. Smith that the Board would contact
her to serve on the committee when plans begin to develop this
type of park.

The budget for the 1977 Fiscal Year was presented for
final adoption. Mrs. Jean Smith moved, seconded by Mr.
Charlie Gravat to adopt the budget for the 1977 Fiscal Year
as appropriated. Motion carried.
The bills for the month were looked over. Board members
authorized Phil Rutherford, Facilities Director, to see about
installing a switch at the Young Street Center to try and
cut down on the utility bill there.
Member Charlie Gravat moved, seconded by Jean Smith to
pay the bills in the amount of $ 2, 937.26. Motion carried.
Chairman Shull informed Board members that Programs Director
Ed Nelson had recommended Mr. Tommy Springer as his assistant.
After a discussion, Mrs. Jean Smith moved, seconded by
Mr. Charlie Gravat to accept Mr. Nelson's recommendation, and
appoint Mr. Tommy Springer as Assistant Programs Director, with
Mr. Nelson's salary to be divided between the two (2), and to
make Mr. Springers salary retroactive to September 1, 1976.
Motion carried.
The Recreation Board appointed Mrs. Stephanie Montgomery as
the Boards representative for the Eastern Shore Soccer Program.
There being no further business to come before the Board,
the meeting was adjourned at 9:00 P.M.
