II IV N THE FAIRHOPE PARK AND RECREATION BOARD Minutes for meeting August 18, 1976 The Fairhope Park and Recreation Board met in regular session on Wednesday, August 18, 1976, at the City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama at 7:30 P.M., with Chairman Barney L. Shull presiding. The following members were present: Mr. Jack Stipes, Mr. Charlie Gravat, and Mrs. Jean Smith. Members absent: Mr. David Stapleton. Guests present: Mr. Juel L'Orange, Vice President of the Eastern Shore Soccer Association, Representatives of the Girl's Softball Program, Mr. Earl Hilyer, Principal of the Fairhope High School. The first item brought to the attention of the Recreation Board was a report by Mr. Juel L'Orange of the Eastern Shore Soccer Association. Mr. L'Orange reported on the upcoming soccer program for the fall of 1976. The Eastern Shore Soccer Association requested help from the Fairhope Recreation Board in the following areas: A. Soccer Fields-- Stimpson Field ( two fields ) B. Move lights so area can be used. C. Burn in lines for fields. D. Regular maintainence of fields. E. Two (2) sets of nets. F. Practice Fields. The Recreation Board commended the Eastern Shore Soccer Association for their efforts, and stated that they would help in the above areas. The next item brought before the Board was the Woman's Softball Program. Representatives of the program presented a petition to Board members requesting a field set aside for girl's use only, stating that they have had difficulty with other Leagues utilizing the same field, making practice almost impossible. The Board told the Woman's softball representatives that they would have a field for the girl's to play on by the start of the next season, and also requested that the women present a list of equipment to the Board before the budget for the next fiscal year is prepared, in order for the Board to appropriate monies for their program. The minutes of the July 21, 1976 meeting were read and approved as recorded. The bills for the month were looked over. Jack Stipes moved, seconded by Charlie Gravat to pay the bills. Motion carried. Chairman Shull read a letter presented by John Robinson, Director of the Young Street Recreation Center, tendering his resignation. Mr. Jack Stipes moved, seconded by Jean Smith to accept Mr. Robinson's resignation, and requested that the Board send a letter to Mr. Robinson thanking him for his past nine (9) years of service. Motion carried. VI VII VIIII IX Page No. 2 Fairhope Park and Recreation Board Minutes for meeting August 18, 1976 The next item brought to the attention of the Board was the report of the committee on the agreement between the City of Fairhope and the Fairhope Schools on the new Football Stadium. Charlie Gravat moved to accept the agreement as submitted by the committee, and to recommend to the City Council that they accept this agreement. Jean Smith seconded the motion. Motion carried. Mr. Earl Hilyer told Recreation Board members that 86 additional reserved seats have been sold bringing in an additional revenue of $ 2,188.00. Mr. Hilyer told members that he felt the sales of reserved seats for the current season would go over 300. Mr. Jack Stipes moved, seconded by Mrs. Jean Smith to pay Mrs. Pat Rawson the sum of $ 100.00 for her artwork at the new stadium complex and also for the Recreation Board to present Mrs. Rawson two (2) reserved seats for the current season as a token of the Board's appreciation for her efforts. Motion carried. In other action: 1. The board discussed policies relating to people using the new stadium complex. 2• The Recreation Board agreed to recommend to the City Council the need for a restraining fence at the new stadium complex with the cost of the fence to be budgeted at $ 2,500.00 to $ 2,600.00. 3. Programs Director Ed Nelson said that he has not received a price as yet on lines for track , and was authorized to proceed with his plans for the Little League football program. 4. A bike trail at the new stadium complex was discussed. There being no further action to come before the Board, the meeting adjourned at 9:30 P.M. Robinson JNR/f rg August 6, 1976 Recreation Board City of Fairhope Fairhope, Alabama 36532 We, the undersigned, do hereby petition the Recreation Board of the City of Fairhope, Alabama, to make available for the 1977 softball season a softball field for the sole use of girls registered in the summer recreation program. It is felt that the girls' softball program has not received the support it might have from the Recreation Board in recent years, thus the need for this petition. Difficulties have arisen with other leagues utilizing the same field presently being used (Stimpson Field), so that practices are almost impossible to schedule and we feel that a single field set aside for girls' use only would solve the problem. This would also enable us to have earlier registration and start our season earlier. This year there were approximately 150 girls registered in this program IJ (85 ages 9-12 and 55 ages 13-adult). 0 We would endeavor to start a fund-raising campaign ourselves for purchasing of equipment (balls, bats, catcher's mask, etc) and hiring of umpires. We, again, hereby petition the Recreation Board to make available a softball field, properly lighted, regulation size suitable for girls with grounds to be maintained by the City. Subsequent to Board approval of requests, director, and requested funding, two additional meetings were held. Registration for the Art Program was June 1, 1976 and classes started June 8th and were held, weekly through July 6th. On July 13th all the children visited the astern Shore Art Association, returned to the Young atreet Oenter for ice cream and a swimming party.-�heProgram concluded on July 18th witha demonstration day for family and friends. At the A�Dril 21st meeting of the Recreation Board four requests for improve- ments at i;he Yoizng Itreet Center were made and annroved. By the time of opening two outside water faucets were installed and were very helpful in both the ceramics program and the play lot. The sand boxes were not available on opening day but were by the next creek and were greatly enjoyed. The fans that were installed were finally operative by June 8th, but the window fan in the small room only worked for three weeks. The four new tables wore satisfactory at first (their light weight was much approciated), but due to lack of bracinn of the legs, they Fave constant trouble. It was impossible to use them for the heavy work in the ceramics classes and the ones used in the painting room had to be frequently straightened and nails pounded back. It was a :major inconvenience to be unable to drive a car back to the storage sheds where the ceramics were kept. Transporting fragile ceramics to the street increased the danger of breakage and two or three trips a week was time consuming. Exact figures are not yet available, but more than 115 children were regis- tered. Aighest attendance was 110 (the first day) and included 15 toddlers under 4 years old. Lowest attendance was 76 - on the morning that it threatened rain (only 2 toddlers). Ninety-five children visited the Art Gallery. On r'amily Day there were approximately 30 aaults and 40 children. Councilman aam Box visited and complimented the program. Fifteen volunteers worked stroi-ht through the seven -week program and several others assisted from time to time. A conservative estimate of volunteer hours for pre,)ara- tion and class time totals more than 400. This help, much of it truly pro- fessional, at a minimum wage, would be ..orth $900. One of the problems, this year as well as in past years, was the necessity to hold the sessions in a dirty building. It is very discouramin` for volunteers to start their day sweeping the floor and picking up trash and bottles and cans that other people have left behind. The Art Program teaches the children to clean up after their work, but this type of habit is Gard to sustain w1aen they constantly see that others get by with leaving a mess. Mr. Robinson was asked to have the rooms swept after the social activities of the previous night, but only once was this done. In addition, when the rooms were used for sewing classes or play rehearsals, they were invariably dirty and littered. As you will e from the attached financial report, an erage of �3.50 was spent •per child for the seven week p:-ofxram. Even this is },igh, because additional ^Toney was bi•.dreted for the Newcomers Drama Club for additional activity throughout the year. The sewing class is expected to continue and money remains for that. The ceramics class is ex )ected to becin again in Se)tember and there are left -over supplies and money for that purpose. As you know, it is the hone of the volunteers working in the Young Street Art program that gradually a diversified year-round program will be estab- lished. The Newcomers ''rama Club is already a continuing activity and, with the cooperation of the Auburn -bxtension Service, the sewing classes will continue. Aopefully, a ceramics class will beF.in in the fall for an indefinite ;period of time. There has been a request for a class in nutri- tion, which the Auburn Extension Service will provide if adequate equiprient is available. These, in addition to the continuing sports activity, should measurably increase the usefulness of the Young Street facility to the community of Fairhope. The continued cooperation of the Recreation Board will be necessary if a full program is to be successful. At this time, it is requested that the Board give consideration to increased cleanliness and upkeep of the building and grounds, maintenance and repair of the ventilating fans, and, if the building is to be used in winter, additional heating. When completed, the fence shall be complete 'in every detail, present a neat appearance, and shall be true to line and grade. B. MATERIALS. All materials shall conform to the following -requirements: I. Fabric. "Gal —After" Chain Link Copper —Steel Wire, heavily zinc coated(or hot galvanized) by hot —dip process after weaving. Three (3) strands of four —point pattern, com— posed to two (2' ) strands of No. 122 gauge Copper —Steel wire with large barbs placed 3 to 4 inches apart. 12. Gams. Frames shall be made of two inch (211) O.D. hot —dip gal— vanized tubular Copper —Steel, weight 2.27 pounds per lineal foot or comparable square tubing. Corner fittings heavy malleable casting. Fabric same as fence. Complete with special pivot or pin type hin— ges, catch, stops and center rest. 13. Finis,. All materials entering into the construction of the nonce to be heavily galvanized. C. _CONSTRUCTION METHODS. 1. Post Spacing Posts are spaced in line of fence not farther apart than 10 feet centers. 2. Post Setting. All posts are to be set in cylindrical concrete footing. Line post footings 1011 diameter and at least 21-611 in depth. Tormincal post footings not less than 12f1 diameter, at least 21-691 deep, and larger, as determined by post size and weight. The concrete is to be made in proportion of 1-3-4, using the best Portland Cement, clean, sharp sandy and gravel or broken stone. 3. Extension Arms. Each arm to carry three (3) barbed wires se— curely fastened. Topmost barbed wire to be twelve inches (1211) above the fabric and twelve inches (1211) in or out from the fence line as required, and at an angle of 45 degrees. 4. Top Rail. Top rail to pass through base of post top and form a continuous brace from end to end of each stretch of fence. Top tail to be securely fastened to end, gate and corner posts by means of suitable malleable iron or pressed steel connections. S. Braces. Horizontal braces to be furnished only for end, gate and corner posts when fence is six foot (61) and over in height. Braces to be spaced midway between top rail and ground and extend to the first line post. Braces to be securely fastoned to posts by —2— means of malleable iron or pressed steel connections, when trussed from line post back to end, gate or corner post, with 3/8 inch round rod. 6. Fabric Bands. Fasten the fabric to line post, spaced approxi— mately 14 inches apart. Tie wires are used to attach fabric to top rails, spaced approximately 24 inches apart.- 7. Gates. The gates shall make a full 180 degree swing. Three (3) strands of barb wire shall be fastened to the extended end bars of the gate frame so as to match the fence. D. PAYMENT. 1. Method of Measurement. Fences shall be measured in place from outside of end posts or corner post and shall be the length of fence actually constructed, including the space occupied by the gates. Driveway gates and walkway gates shall be considered as a part of fence. 2. Basis of Payment. Fences shall be paid for at the Contract unit price per linear foot complete in place, which price and payment shall constitute full compensation for clearing the fence lines, for furnishing, handling, erecting, and placing all material; and for furnishing all labor, equipment, tools and incidentals necessary to complete the work.
