Minutes for meeting May 19, 1976
The Fairhope Park and Recreation Board met in regular session
on Wednesday, May 19, 1976, at the City Administration Building,
387 Fairhope Avenue, Fairhope, Alabama at 7:30 P.M., with Chairman
Barney L. Shull presiding.
The following members were present: Mr. Charlie Gravat,
Mrs. Jean Smith, Mr. David Stapleton and Mr. Jack Stipes.
Also present was Programs Director Eddie Nelson and Facilities
Director Phil Rutherford.
The minutes of the April 21, 1976 meeting were approved as
read and recorded.
Mr. David Stapleton moved to pay the bills for the month,
seconded by Mr. Charlie Gravat. Motion carried.
The Cash -Flow and Operating Statements for the month ending
April 30, 1976 were looked over by Board Members .
The first item brought up for discussion by the Board was the
progress and various problems of the construction of the new
Football Stadium. Member Charlie Gravat moved to have himself and
Board Member David Stapleton meet with Mayor James P. Nix and discuss
with him the Recreation Boards recommendation to go with Blocks at
the new Football Stadium, with Recreation Board Members to go along
with the final decision of Chairman Barney Shull. Mr. Jack Stipes
seconded the motion. Motion carried.
Chairman Barney Shull presented the proposed budget as submitted
by Young Street Recreation Programs Director Jean Smith, to members
of the Recreation Board. The total budget for the Arts and Crafts
Program at the Young Street Center this year being $ 482.76. The
total budget will become a part of these minutes. Mr. Jack Stipes
moved to accept the Young Street Recreation Center's budget as
presented, with a maximum of up to $ 500.00. The motion was seconded
by Mr. David Stapleton. Motion carried.
Mr. Jack Stipes moved to authorize Facilities Director Mr. Phil
Rutherford with the installation of an exhaust fan at the Young
Street Recreation Center. Mr. David Stapleton seconded the motion.
Motion carried.
Member David Stapleton made a motion , seconded by Mrs. Jean
Smith to post a sign offering a $ 100.00 reward for anyone convicted
of vandalism to Recreation property or facilities, with the reward to
go to the person who reports the vandal upon his conviction. -
Motion carried.

Chairman Barney Shull reported to Board Members
on the required steps which needed to be taken in order to
complete the new Football Stadium. Mr. Shull cited the following
four items:
(1.) Track : Mr. Shull said that the Fairhope Athletic
School Fund will match the Recreation Board for half of the
expenditures for putting in the track at the new Football
Field.
(2.) Fencing.
(3.) Grading: Will have to be done before the fencing is
put in.
(4.) Press Box.
Member Jack Stipes moved to proceed with getting bids on the
track and fencing at the new Football Field with the results
to be presented back at the next meeting of the Recreation
Board. Mrs. Jean Smith seconded the motion. Motion carried.
Member David Stapleton moved to go out for bids on re-
placing the existing chain link fence at the Little League
Field with a better fence. Charlie Gravat seconded the motion.
Motion carried.
Programs Director Eddie Nelson reported to the members
of the Board that Pool Supervisor Tim Reynolds has resigned
and offered thanks to the Recreation Board from Mr. Reynolds.
Mr. Nelson said that Coach Joe Dean would not be able
to work at the Pool in the month of August due to the Football
Program, however, Mr. Nelson said that Mr. Dean would work as
much as necessary during the months of June and July, and asked
that his salary be kept at $ 1,000.00. Also, Mr. Nelson asked
that Coach Don Jennings salary be increased from $ 800.00 to
$ 1,000.00 since he would be assuming extra duties at the Pool.
Mr. Jack Stipes moved to accept the changes as presented by
Eddie nelson. David Stapleton seconded the motion. Motion Carried.
In other action the Boy Scouts were given permission to camp
out on Recreation Facilities on the 7th and 8th of June, and the
Board denied the request of the Y.M.C.A. of Daphne to use the
Pool, since it is not the policy to allow other groups' outside
of Fairhope to use the Pool for their programs.

Inclosed is a proposed budget for the Arts and Crafts Program
at the Young Street Recreation Center for the year 1976. It
is considered as a minimum budget in view of rising costs and
the expectation that more children will be served than in the
past.
This budget assumes that housekeeping type expense will not be
charged to the Arts and Crafts Program - such things as toilet
paper, paper towels, soap, cleaning, etc.

about the activities and the monies required to support them.
