HomeMy WebLinkAbout02-18-1976 Regular MeetingTHE FAIRHOPE PARK AND RECREATION BOARD Minutes for Meeting February 18, 1976 The Fairhope Park and Recreation Board met in regular session on Wednesday, February 18, 1976 at 7:30 P.M., at the City Administration Building, 387 Fairhope Avenue, Fairhope Alabama with Chairman Barney L. Shull presiding. The following members were present: Mr. Jack Stipes, Mrs. Jean Smith, Mr. Charlie Gravat and Mr. David Stapleton. Also present were Mr. and Mrs. John Robinson of the Young Street Recreation Center and Tennis Director Mr. Howard Threlkeld. Guest in attendence: Mr. Tommy Springer. The minutes for the January , 1976 meeting were approved as recorded. The bills for the month were gone over. Mr. Jack Stipes moved to pay all bills, the motion was seconded by Mr. David Stapleton. Motion carried. I. Mr. Tommy Springer was present and asked the Recreation Board members how the increase in the beer tax was coming along as far as providing the additional needed revenues, and also to see if the Little League Ball Park would be ready to play on this season. Mr. Springer was told by Board members that the Field would have the lights up and should be ready to play on, if all things go well except for the grass by this season. II. Tennis Director Howard Threlkeld told Board Members that he has installed the Backboard at the Tennis Courts. Mr. Threlkeld asked Recreation Board members for a gate at the Tennis Courts. Mr. Jack Stipes moved to take the purchase of a gate at the Tennis Courts under consideration. Mrs. Jean Smith seconded the motion. Motion carried. Mr. Threlkeld asked if there would be any objections from the Recreation Board if he painted the room which the Board had authorized for him to use as his office. Mr. Threlkeld was told that the Board has no objections to him painting the office. Chairman Shull told Mr. Threlkeld that he could be reimbursed for the cost of the paint. Mr. Threlkeld told Board Members that the Courts would have to be redone again this spring, and that he may be asking for some paint. Mr. Threlkeld said that there would be a mixed doubles tournament on March 5 and 6. ` -2 - III. Mr. Robinson of the Young Street Recreation Program was told of the Recreation Board's decisions to revise the various programs. Mr. Robinson was asked about the possibility of working as Director for four ( 4 ) months in the summer and not working in the winter months. Mr. Robinson was also asked whether or not there was a need for a helper in the Young Street Program. Mr. Robinson said that on Friday, Saturday and Sundays in the winter the Recreation Center at Young Street was the only place that the children had to go. Mr. Robinson was told by the Board members that they would take under their consideration the keeping of the other man at the Young Street Recreation Center, and advise of their decision at the next meeting of the Recreation Board. Mrs. Robinson brought to the Board members attention the vandalism which was occurring at the Center , and the problems which it was presenting. Mrs. Robinson also asked when there would be a ball park for the small children at Young Street. Mrs. Robinson was told that the constructing of a ball park was in the overall plans of the Recreation Board's project improvements, and would be constructed in the future. IV. Chairman Barney Shull told Recreation Board members the City Council has asked if the Recreation Board would consider the City handling the maintainence of all parks, playgrounds and buildings of the Recreation Department, with the RecreaLion Board to pay for the costs of maintainence. Mr. Shull told members that Mr. Phil Rutherford would assist the Recreation Board with the maintainence of all facilities. Mr. Shull said that the savings of $ 300.00 per month which the Recreation Board has been paying to the previous Facilities Director Cleve Crow be used to hire a full time Programs Director. Chairman Shull recommended Mr. Eddie Nelson for the position. A discussion followed as to what would be expected out of the Programs Director, and members were told that the Director would be obligated to work as much time as necessary in order to keep the job going. It was also brought out that the Director would be paid over a period of twelve ( 12 ) months, and would have no other coaching jobs going, except for the Recreation Board. Member Jack Stipes moved to hire Eddie Nelson as Programs Director for the Recreation Board , at the salary of- $ 200.00 per month to be paid twelve months of the year. Mr. David Stapleton seconded the motion. Motion carried. V. Member Jean Smith made a motion to pay Mr. John Lee the amount of $ 200.00 salary. Jack Stipes seconded the motion. Motion carried. , VI. Chairman Barney Shull said that he was still behind on getting bids for the Stadium Project and that he had requested the help of Engineer Mr. Ack Moore , in order to apply for matching BOR Funds, in hopes of trying to get the bids ready for the Monday, February 23, 1976 meeting of the Fairhope City Council. .E "'T ma VII. In other business Member Jack Stipes asked that it go on record that nobody has the authority to authorize anything unless done so at meetings of the Recreation Board. VIII. The purchase of a gate at the Tennis Courts was brought up again for discussion. Member Jean Smith moved to tell Mr. Howard Threlkeld that no gate would be purchased be- cause of the seriousness of the vandalism problem, which would be increased if a gate was placed in that area. Mr. Jack Stipes seconded the motion. Motion carried. IX. There being no further business to come before the Fairhope Park and Recreation Board on a motion made, seconded, and carried, the meeting was adjourned.
