Members present: Mr. ";'akef i e ld, Mr. Poser, 11r. /Camper, Mr. Bailey,
and Mr. Cotten.
Guests: Mrs. Barbara Gooden, Mr. Lawrence Stubblefield, Mr. Ford,
Mr. .Anderson, Hr. Schneider, and Mr. Council.

The minutes of the last meeting were read and approved.
Mr. Poser reviewed the minutes briefly, and especially noted that
the swings for the Retarded School had not yet arrived.
NE"I BUSINESS
Mr. Anderson submitted his report for discussion.
(1) Baseball
Mr. Ford, represent inr the Raseba l t Leagues, discussed its progress,
and nade suggestions for next year's program.
(2) Bleachers
Hr. Poser discussed the purchasing of nel•! bleachers for the High
School.
Motion by Mr. Bailey, seconded by Mr. ''l-kefield, that the Recreation
Board nurchnse two sets of bleachers provided the high school purchases
two sets and provided Permanent bleachers aren't decided upon by the
school. _Iarried.
(3) S,-juare Dancing
The c-mpl imentary letter from f;r. ?oy !'eyrolds wcs read by Nr. Poser.
Mr. Stubblefield spoke about the need for e record PInyer with
microphone.
Mr. ,7kefield moved, and Hr. /Camper seconded, that Model ,IVP20 and
Bogen-Electro-Voice 727 omni-directional crystal for hand use be
purchased at a cost of 0145.90 for record player and speaker and 's13.50
for hand microphone. Carried:
(4) Senior Citizen's Club
Mrs. Barbara Gooden, representing the Senior Citizen's Club, discussed
the bad condition of the existing building. A general discussion
followed concerning a site for the ropposed Recreation Building.
Until other provisions could be made, I-Irs. Gooden suggested their
using the 4-H Club Building.
(5) Mr. Anderson's Budget
Motion by Mr. Wakefield, seconded by Mr. Cotten that ;,:150.00 be alloted
to Mr. Anderson to take care of extra expenditures. Carried.
(6) Shrubbery for Restrooms
Mr. Anderson submitted a sketch for consideration.
Motion by Mr. Bailey, seconded by I-1r. Wakefield that `80 not to exceed
Y000 be allocated for shrubbery. Carried.

Mr. ►'/akefield and Mr. Kamper to get with Mr. Anderson for recom-
mendation at next meeting.
(7) Football
Motion by Mr. '::akef field,
seconded by Mr. Bailey, that all boys
interested in football be required to take out insurance when they
purchase their uniforms.
Mr. Cotten moved that ;'s700.00 be allocated for football uniforms.
Mr. Bailey seconded. Carried.
Mr. Bailey moved that the meeting be adjourned. Mr. Wakefield
seconded. Carried.

Interest free advances can be made available to state and local govern-
ments, for engineering and architectural studies, field surveys, designs,
specifications, and plans which are preliminary to, and in preparation
for, construction of public facilities, (i.e. parks, recreation, con-
servation, historic or cultural projects). The project must be consis-
tent with comprehensive development plans for the area or state.

Neighborhood Facilities Program --assist in financing the development
cost of multi -purpose neighborhood centers that provide programs of
concerted community services. Priority is given to those projects
that primarily benefit low income families or otherwise sustantially
further the objectives of the Economic Opportunity Act of 1964. Among
the requirements:
a) facility must be necessary for carrying out a program of
community services
b) it is consistent with comprehensive planning for the community
c) it is located to serve a significant portion of the area's
low and moderate income families
d) except in small communities it must serve a particular neighbor-
hood or area
e) it must be multi -purpose in character and provide several types
of services
Two thirds funds for development
Three fourths funds in area designated as a redevelopment area under
Section 401 of the Public 1,orks and Economic Development Act, 1965.

Land and 4.ater Conservation Fund Gram Program —provides for 50% grants
to states and through them to political subdivisions and other units
of states for planning, acquisition, and development of outdoor recrea-
tion areas and facilities. All projects must be approved.

Neighborhood Youth Corps --provides part-time employment, on-the-j.ob
training and useful work experiences for students from low-income families
who are in the 9th through 12th grades of school who are in need of
the earnings to permit them to resume or maintain attendance in school.
Provides work experiences and on-the-job training for proved unemployed.
individuals. Enrollment shall be limited to individuals aged 16-21, years.
Ninety percent of the cost of inservice training and of institutes
and/or conferences when approved as part of the project.
