June 14, 1963
Members present: Mr. Poser, Mr. Cotten, Mr. ;'lakefield, and
Mr. Kamper. Absent: Mr. Bailey
Guests: Mr. Anderson, Mr. Byrne, and Mayor Schneider
The minutes of the last meeting were read. One correction was
made concerning the rate of pay for the baseball game officials.

The minutes were corrected to read „3.00 per game rather than
;33.00 per hour. Then the minutes were approved as read.
OLD BUSINESS:
Mr. Poser led a discussion of the ro,�osals of tha last meeting.
The following items were discussedpbriefly:
(1) Little League Uniforms --here and being used, but
no bill.
(2) First Aid Kits--;'$1.25 each and :3.00 for one --
here.
(3) Nearo Summer Program-- 197.00 has been used out
o f - fund ; 477. 85
(4) Chain Link Fence --here but not up yet. Mayor
Schneider said he would follow up on it, and
see that it is up.
(5) Restrooms--complete all but one unit.
Mr. ,Anderson staled that towels and toliet paper racks needed to
be installed, or some other provision wade. Mr. Wakefield moved
that towel dispensers be bought and installed in both the rest -
rooms at the ballpark and the beach. Mr. Cotten seconded, and
the motion carried.
Mr. Anderson suggested that a broom should be put in each rest -
room to help kee,� them cleaner. He said that the signs were not
up. He was assured by the board that those signs would be put
crp. Pr. Anderson further suggested that gravel be put in the
entrance ways to both restrooms to help keep them clean. Mr.
"."akefield moved that gravel be rlacod in front of such restrooms.
Mr. Cotten seconded, and the motion carried. 1,ayor Schneider
said that he would see that it was done.
(6) Softball f field--Plr. ,'Anderson said the girls ob-
jected to tho dryness of the field, would rather
not have field skinned. He said "no dogs allowed"
signs have been out up.
(7) )wzn-s for Retarded School--hnve been ordered but
are not here yet.
N-711 BUSINESS:
,A discussion followed concerning Mr. Anderson's report. Mr. Poser
complimented Mr. 4nderson on a lob well done. Mr. .Anderson com-
mented on the bad shape of the high school tennis courts.
Mr. Kamper motioned that ;a5,000.00 be transferred from savings in
regular fund to checking account for the summer ,grogram. It was
seconded, and the motion carried.
Mr. Anderson talked about a transportation problem with the Connie
Mack Team. Mr. Wakefield moved that 100 per mile in cases where
necessary the above to be okayed by /1r. ,Anderson, and s,ibmitted
along with payroll for payment every two weeks. Mr. Cotten secon-
ded, and the motion carried.
Mr. Anderson di!cussed the Folk Dancing Program. Said P.A. System
was needed and also some records. Mr. Anderson said he would
take ,36.50 from the fund per week for necessary rental fees and
records. tor. Poser said he would talk to Mr. Lipscomb about u,
the Jr. High Auditorium for the Folk Dancing.

Mr. Anderson said the football uniforms needed to be ordered now,
and the Board agreed.
The Board granted Mr. Anderson the privilege of getting a reim-
bursement for his expenditures in the Recreation Program from
the Petty Cash Fund.
Mr. Cotten suggested the use of a cage to keep baseballs from
being lost. This cage to be considered for next year's program.
Mr. Cotten motioned that the two light poles closest to home plate
on the hardball field be put on the small field for the outfield.
Mr. Wakefield seconded, and the motion carried.
Mr. Anderson discussed the dragging of the baseball field. He
said the boys could work out a schedule to have a pick-up truck
do the dragging. Mayor Schneider said he could use one of his
trucks, buti1r. Byrne said it would be easier for the Dog Catcher
to do it. /t was agreed that the Dog Catcher could do it. Mr.
Anderson is to submit a schedule for the dragging.
Mr. Foser told Mr. Anderson that the High School Tennis Courts
have been in bad shape for a long time. The Board agreed that
they should be fixed between now and school time.
Mr. Kamper asked about the Negro Program's proiress. llr. Anderson
replied that the program was progressing as we l as could be ex-
pected. Mr. Kamper said that it had been brought to his attention
that there were no restrooms for the colored downtown.
Mr. Poser suggested that shrubs be planted in front of the new
restroom at the ballpark to hide it. He suggested that Bob Green
do the job.
Mr. Wakefield suggested a screen or lattice work fence instead of
shrubs. He further suggested that if the Board wanted shrubs
they should talk to Mr. Green about the proper time for planting.
Said the Board would allot the maximum amount of money necessary
for the shrubs. Mr. Anderson said he would see Mr. Green about
the shrubs.
Mr. Poser discussed the Recreation Center property. He said he
would wait for a report from Mr. Rickarby to see where the City
and Colony stand on the lease. He suggested holding an advisory
election with a dozen to fifteen questions concerning the city,
thereby getting the City'
s approval of the proposed site.
Mr. Byrne recommended that a letter of commendation be sent to
the Electric Department for the job they did on the new ballpark
lights.
Mr. Wakefield moved that the meeting be adjour ed. Mr. Cotten
seconded. The motion carried.

Minutes of last meeting read and approved.
Board recommended to city that posts not necessary on
the beach be removed.
Mr. Anderson's proposal was submitted to the board
(April 26th proposals attached). Board action as follows:

ized to hire baseball name officials where neces-
sary(@ �3.00 ). seconded by Wakefield, and

3. Mr. Wakefield moved that Director be allotted
"600 for purchase of recreation equipment.
Cotten seconded, and carried.
4. Mr. Wakefield moved that the Board allocate 0344
over and above the s400 allocated before, for the
Little League, plus insurance, up to ;r9 per player
if league doesn't raise same otherwise. Mr. Bailey
seconded, and carried.
5. Mr. Bailey moved that First Aid Kits be purchased
for recreation programs, cost not ( o exceed fl45
each. Cotton seconded, and carried.
6. Mr. Bailey moved that ,�675 be allocated for equip-
ment and personnel for Negro summer program. Mr.
Kamper seconded, and carried.
7. Mr. Wakefield moved that 132-3' chain link fence
for small field and 100' 6' chain link fence length
for hardball field be purchased. Mr. Bailey sec-
onded, and carried.
8. Rest Rooms discussed for Ball Fields. Board rec.
ommended to Director and Business Administrator to
get plans and bids for the rest rooms.
9. Board requested that softball field at Organic be
prepared for pplay. Example: skin infield and ut
clay on it. flay
made by Mr. Cotton. Seconded
by city, put "no dogs allowed" signs on beaches
and approaches where deemed necessary. Kamper
seconded, and carried.
10. Retarded School requested swing and seesaw set.
Motion made by Mr. Poser, seconded b Mr. Cotton
that they be purchased and installeYfor them.
Carried.
Board requested that a financial statement on expenditures
at this meeting be mailed to members with a copy of minutes.
