HomeMy WebLinkAbout12-02-2002 Planning Commission MinutesThe Fairhope Planning & Zoning Commission met Monday, December 2, 2002, at 5:OOPM at the City Administration Building, 161 N. Section Street in the Council Chambers Present: Larry Green, Chairman; Tim Kant, Dan McCrory, Cecil Christenberry, Bob Clark, Dick Charles, Ed Brinson, Lee Turner, Jean Wilson. Christopher Baker Director of Planning & Zoning, Betty Rivenbark, Secretary. No one was absent ZCO2.10 Public hearing - Rezone request of Ryan Webb/Hillard Williams from R-2 Single Family Residential to B-1 Shopping District(Generally located at the southeast corner of Young and Nichols Sts)Mr. Baker said this property contains some 14,000 sq ft and is consistent with the Comprehensive Plan. Staff recommendation was to approve as it would bring needed investment in the area. The public hearing was held and one comment noted that there is already B-1 property in the area that has not been developed. Dick Charles moved to recommend approval to City Council. Ed Brinson 2"d the motion and it carried unanimously. SD02.45 Replat request of T. Jeff Stein one lot into two(Generally located west of Greeno Rd; East of Scenic 98; north of Adams St and south of Sibley) Mr. Baker said that this property is located in Montrose and is in the city limits, zoned R1. He said plat is consistent with the Comprehensive plan. A drainage study has been performed, signed and sealed by an engineer to accommodate a 100 yr storm. Septic systems will be provided as approved by the health dept. Staff recommendation was to approve Questions about the existing garage being answered satisfactorily, Dick Charles moved to approve, Ed Brinson 2"d the motion. Steve Baker addressed the Commission saying he lived directly behind and had a topo map and said this water all drains north to south and his yard gets a lot of overflow. He urged the commission to look at this whole area. A vote was taken and motion passed with one no vote by Tim Kant. He mentioned the meeting being held Tuesday night where the environmental committee is looking into problems in the whole area. SD02.46 Final Plat approval of Trentino lands of Craig Dyas(Generally located north of Parker Rd west of Greeno and east of Scenic 98) Mr. Baker said this is a PUD and the site contains 20 acres and 49 lots and is located in the city limits. The plan is in conformance with the comprehensive plan and the plat is in conformance with the PUD, signed drainage calculations have been provided and the cleanup of the stream bed has been done according to ADEM requirements. He said Mr. Dyas has installed cobblestones in the streets and plans to donate a 100 sq ft for any future maintenance and will also put slate or flagstone on the storm drain lids. A bond has been provided for the cost associated with the unconstructed portion of the sidewalks. All other issues and corrections have been made. He recommended approval with the maintenance of the cobblestone and slate storm lids being the responsibility of the POA. Discussion followed with statements made for cobblestones, fact that they are permeable and also slow down traffic and that there have been no problems in other subdivisions where Planning & Zoning Commission December 2, 2002 - Page two they have been used(ldlewild, Pecan Trace) Dick Charles moved to approve final plat subject to staff recommendation. Bob Clark 2"d the motion. Vote for the motion: Bob Clark, Dan McCrory, Dick Charles. Against: Tim Kant, Larry Green, Lee Turner, Jean Wilson, Ed Brinson, Cecil Christenberry. Jean Wilson moved to grant final approval with acceptance of streets after two years. Dick Charles 2"d the motion and it carried with the following vote - For motion: Tim Kant, Jean Wilson, Larry Green, Lee Turner, Ed Brinson, Cecil Christenberry, Dick Charles. Against: Dan McCrory, Bob Clark. SD02.49 Informal Development Review of Hatch Mott Macdonald - 97 lots on approximately 40 acres(Generally located at the southwest corner of Blueberry Lane and Gayfer Ave. Ext.) Mr. Baker said this had come before us before and had been revised to more closely reflect the subdivision regulations. City water and sewer is available. He said special attention should be taken to limit drainage to Blueberry Lane. Staff recommendation was to give input and stress subdivision regulations should be complied with. Larry Green remarked that it would seem that putting the park in the center might be better for all residents. They were asked if they planned to buffer from trailer park. They asked if this allowed and were told yes. The general plan was agreeable. Input was appreciated. SD02.53 Informal Development Review 50 acre parcel of Wanda Beasley some 115 lots(Generally located west of 27 south of 104 adjacent to Country Woods)Joe Bullock of EDS was present. Mr. Baker said this is located outside the city and sewer is available through Country Woods and water is available off of County Rd 27. Gas is available but electric is not City of Fairhope. A preliminary sketch plan seemed not to conform to several requirements but Mr. Bullock presented a new one this evening as he spoke which he indicated did fall in the requirements. He had made changes in the block length and rearranged the greenspace, it showed all detention to the backside with water running thru lots 13 and 21 towards Country Woods. Tim Kant said Country Woods residents complaining now of water problems. Lee Turner suggested having some larger lots at front. Mr Bullock thanked the commission for their input. SD02.54 Public hearing adoption of Standard Specifications for constructing sanitary sewer facilities as an appendix to the Subdivision Regulations. Mr. Baker said this is proposed standard specifications for constructing sewer facilities indicating construction specifications for sewer mains, pumping stations, manholes and for rehabilitation of existing sewer mains within City Planning Jurisdiction. This being an engineering document prepared by David Volkert and Associates with involvement by Dan McCrory. He recommended approval. During the public hearing Ray Moore spoke to the commission and recommended adding wording in the document: A centrally connected gravity sanitary sewer system shall be installed when the subdivision exceeds 10 acres in size and the cost of installing gravity sewer system does not exceed two hundred percent of the cost of installing low pressure systems on all the Planning & Zoning Commission December 2, 2002 - Page three lots in the subdivision. Discussion followed and Tim Patton spoke saying this is an attempt to let engineers know up front what they are dealing with. All applauded efforts and document. Dick Charles moved to approve, Lee Turner 2nd and motion carried unanimously. SD02.55 Request of Fairhope Public Utilities for review of the location, character and extent under 11.52.11 for a water line extension on Derby Lane. Mr. Baker said Dan McCrory is seeking approval for the location, character and extenbunder 11.51.11 of the State Code in order to extend a water line 800 feet on Derby Lane to set a new fire hydrant. He recommended approval. Lee Turner moved to approve, Dick Charles 2nd motion and it carried unanimously. SD02.56 Request of Fairhope Public Utilities for review of the location, character and extent under 11.52.11 for a new 2 million gallon water tower on Fairhope Avenue east of Cty Rd 27. Mr. Baker said Dan McCrory is seeking approval for the location, character, and exte*under state code in order to construct a new 2 million gallon water tower. The question was asked is this instead of the Auburn property and it was answered it will be one or the other. It is being proposed to be constructed on Fairhope Ave at the well just west of River Mill. A motion was made by Ed Brinson, 2nd by Jean Wilson and unanimously carried. IR02.09 Report of the Greeno Road committee - Vice Chair Dick Charles. Mr. Charles went over the report and recommendations and why certain areas chosen. Charlie Bassett did a cost estimate of work proposed showing aerial photos with overlays. In the discussion pedestrian crossing at the hospital was talked about with greenspace in the middle. Roundabouts were discussed. Mr. Green said all ought to recognize that other projects might take priority and funds play a big part of actual realization of plans, Mr. Charles and his committee were thanked for all their hard work.
