at 5:OOPM at the City Administration Building, 161 N Section Street in the Council
Chambers
Present: Larry Green, Chairman; Pauline Anders, Dan McCrory, Bob Clark, Dick
Charles, Ed Brinson, Jean Wilson, Tim Kant. Christopher Baker, Director of Planning &
Zoning, Betty Rivenbark, Secretary
The minutes of the March 4, 2002 meeting were duly approved on motion by Dick
Charles, 2"d by Ed Brinson and unanimously carried.
SR02.07 Preliminary Plat of Phase 4 of the Villas of Quail Creek(generally located
off of the existing Villas development) Mr. Baker was asked for his comments and said
this contains some 3 acres that they are dividing into 13 lots. That the needed
certifications have been provided but verification of the capacity of the pond should be
required with the Final Plat. Regarding streets, that the street is longer than 1200 ft
and the Master Plan for the community calls for the street to connect with Lake Ridge
Drive, and in 1999 the commission gave concerns to the developer that with the next
phase of the Villas that the road should be connected and the developer is requesting a
waiver of the 1200 ft. requirement. That the developer is also requesting a waiver of
the sidewalk requirement, that they wish to install sidewalks at the time of home
construction and are not providing any greenspace. Discussion followed on the
drainage and Ack Moore said that all drainage would go towards lake. Dick Charles
questioned the maintenance of the pond and Ack Moore responded it would be the
homeowners responsibility, but it was also established that the developer had not
turned over anything to the homeowners association. Pauline Anders, after hearing all
the discussion, moved that we approve request with staff recommendation that we
require new cul de sacs go to the property lines, and requiring the western most cul de
sac to go to property line for future street extension to the south, no street extension
required on eastern cul de sac, and in the next phase Lake Ridge and Club Drive shall
be connected, also requiring sidewalks at the time of improvement construction and
verification of drainage pond capacity with the final plat. Dick Charles 2"d the motion
and it carried unanimously.
SD02.08 Replat of Busby Addition(Generally located north of Gayfer Avenue east of
Ezell Lane) In his comments Mr. Baker said they are wishing to add a lot but this is
located in a sensitive drainage basin and even though the drainage calculations have
been provided that he has expressed to the engineer that he is solely responsible for
drainage liability with this project. That they are also requesting a waiver of the
sidewalk requirement but Gayfer is on the sidewalk plan for next year. Seth Moore
spoke for the applicant saying that Ezell is an unimproved Road and that they are
decreasing in runoff and there is an existing pond. Discussion followed on the sidewalk
and it was pointed out that even though there are no sidewalks now, we plan to put
them there. Dick Charles moved to approve subject to sidewalks being put in, and staff
recommendation that a statement be put on the plat the engineer has certified the

drainage design and assumes the liability for drainage in conjunction with this
development. Motion was amended to include at time building permit issued have a
drainage plan submitted. Motion carried with one against vote by Jean Wilson.
SD02.09 Replat of Rush Subdivision(Generally located south of Sibley and east of
Main Street and West of US98) A division of one lot into two. Mr. Baker commented
that it is located outside of the city but in the county zoning district, and it will have to
go before the Montrose Historic Committee. He said there is a small amount of
detention on the land. The sidewalk issue was discussed and it was decided that this
would take away from the historic area, that they would have to build a bridge across
the property to accomplish this requirement. Dennis Frodsham told the commission
that he had talked to Jack And they would leave it up to historic commission, that it
would detract more than add. After discussion, Pauline Anders moved to approve as
requested. Dick Charles 2"d motion and it carried unanimously.
SD02.10 Replat of Bosby Acres(Generally located east of Young Street north of
Middle St.) Mr. Baker said this is a division of family land one lot into two. And the
second lot will be accessed by a 30' easement to Young Street. Steve Dunnam was
representing the property owner and said they will connect to the city water and sewer.
A waiver was requested on the drainage requirement as the improvements on the
property will be demolished and new improvements built and sidewalk is existing. Dan
McCrory moved to approve, Ed Brinson 2"d and motion carried unanimously.
Informal Development Review - Sandy Mitchell came forward and said he would like
to get comments on a village habitat design he would like to put in Glen Hardie Farms
his subdivision off of Volanta Ave. He had two people with him who passed out
drawings showing how the buildings would be clustered, saying that it would be a great
conservation advantage and have more greenspace, that they would eliminate paving
and have walking paths into the park. They said there would be different size units.
They told of one in Atlanta and that they had visited it. That they would like to know
what commission thinks of concept. They were told it might be something to look at but
that this had already been developed as single family area and would not be the best
location.
Tim Kant said that he things we might need to relook at the sidewalk issue, that we
need to clarify so we are consistent with everybody.
Pauline Anders commented she thought we ought to write to the homeowners
associations once a year, Christopher said he is trying to do something about that.
Larry Green said he would like to look at mailbox issue.
There being no further business, meeting was duly adjourned.
