2, 2001 at 5:OOPM at the City Administration Building, 161 N. Section Street
Present: Larry Green, Chairman; Dan McCrory, Debbie Quinn, Bob Clark, Ed Brinson,
Jean Wilson, Lee Turner, Erik Cortinas, Zoning Assistant, Betty Rivenbark,
Secretary
The minutes of the June 4, 2001 meeting were considered and approved on motion by
Debbie Quinn, 2"d by Ed Brinson and unanimously carried.
ZC01-08 Public hearing rezone request from R1-Single Family Residential to B4
Business Professional, property of Dr. Len Strickland. Property located on Parker Rd.
Larry Green asked if anyone was present to speak to this. Dr. Len Strickland was here.
Larry Green said there is a lot of questions hanging regarding city/county zoning
relating to both rezoning requests before us tonight and it would be his
recommendation to carry these over until the August meeting to clear some of these
issues up. Dr. Strickland spoke saying he wishes to construct an addition to his office
and when he was brought into the city he was brought in as R-1 but should have been
brought in as B-4 as his building was an existing office. So when he came recently to
get a building permit he was told that his zoning was wrong for what he was asking and
that he should request a zoning change in order to expand existing building. He is
wanting to build a 12 X 22 room on the west side of the building and putting it off would
mean additional delays. Bob Clark said in reviewing it looked okey to him. Further
questions led to a motion by Lee Turner to approve the rezoning request and
recommend same to the City Council. Ed Brinson 2"d the motion and it carried with one
no vote by Larry Green.
ZC01.10Public hearing request from R1-Single Family to B4 Business Professional,
property of Dr. Bart' Booth(located on the north side of Parker Rd just east of Sibley
Square). Dr. Booth was out of town and there was no one here to represent him. Larry
Green said again there are issues to be resolved, a question on use of lot 2. A motion
was made to continue this until the August 6, 2001 meeting by Ed Brinson, 2"d by Bob
Clark and unanimously carried.
ZC01.09* Public hearing - Modification of the PUD for Southland Place, property of
Kevin Boone located south of the high school and east of the 4-lane. The request is to
alter the rear yard requirement from 40' to 35'(which is R-1 requirement). When this
PUD approved there was a blanket requirement of 40' setback around the boundary
lines of the development. Staff recommendation was to approve change. The public
hearing was held and there was no one to speak to the issue. Bob Clark asked if this
would set a precedent. Larry Green responded, no, it was an oversight, not unusual.
A motion was made by Dan McCrory, 2"d by Ed Brinson to recommend approval. Motion
carried unanimously.

SD01-07 Preliminary Plat of Cahoon Commercial Park, property of Johnny Cahoon.
This is a 10 acre parcel divided into 14 lots. Located south of town off of Wagonner
Rd. Erik Cortinas in comments said that Waggoner Rd is to be paved with this plat to
the property line and the developer is requesting a waiver of this requirement. And
there is a drainage easement that runs through the property under Waggoner Rd.
Where it runs under the road it will be piped. The developer does not want to put a
pipe in at the northern portion of the development which would allow the streets to
connect. Staff recommendation was to approve subject to the paving of Waggoner Rd
and the connection of the streets. Randy Arp was present representing Mr. Cahoon
and said that he had hoped we would allow waivers they are requesting on pipe and
paving, telling of expense involved in installing large pipe. Discussion followed on
these requests with a resulting motion by Debbie Quinn that we stick with what earlier
told pave to the property line and the installation of the pipe, 2"d by Ed Brinson and
unanimously carried.
SD01-14 Preliminary Plat of Destrehan Phase 2 - land of Harold Avant located on the
west side of Boothe Rd north of Manor Blvd. Mr. Cortinas said that the issues
associated with this are drainage - where an existing detention facility will handle the
drainage from this development. A request was made during staff review for
verification that the existing pond is capable of handling the additional water. That
verification was not provided prior to the meeting. Also, street design River Oaks the
development to the north has ROW that directly abuts this development. There is a
proposed street that dog legs to the left with a cul-de-sac at the end thereby not making
this connection in order to create an additional lot. Good planning, the comprehensive
plan and the subdivision regulations indicate that connection be made. The developer
is requesting a waiver of this requirement. Staff recommendation was to approve
subject to the connection made with the ROW to the North and proper engineering
documentation be provided that state the existing detention facility is able to handle the
additional drainage from this development. Harold Avant was present and spoke
saying that the cul-de-sac is not supposed to connect. That the residents feel very
strongly about not connecting. Jean Marceau, a resident in Destrehan, spoke saying
she feels strongly about connecting. Steve Crim, also a resident, spoke telling of
drainage problems showing pictures and gave a letter to the commission for the files.
He cited paving of Booth Rd as adding to his problems. He said if paved it will add to
the water problem. Larry Green said that the Booth Rd ditches do not work now. That
before and after the paving they did not work. Lee Turner asked how could we
approve additional lots when there is a drainage problem now. Larry Green said we
should not. Further discussion led to a motion by Debbie Quinn to deny until we have
assurance that the drainage is resolved. Bob Clark 2"d the motion and it carried
unanimously

SD01-19 Replat of Clearpoint subdivision. Located on S. Section just west of Greers
and south of the old post office. No one was present to represent the owner. Larry
Green said he understood that a bank is planned for this and that they wish to combine
lots 1 & 2 and staff recommended approval. Lee Turner moved to approve as
recommended. Ed Brinson 2"d motion and it carried unanimously.
SD01-20 Final Plat Approval of Southland Place Phase 1 - land of Kevin Boone
located south of the high school and east of the four lane. The comments from the
planning department were that: they widened some lots by 5 feet resulting in reduction
of lots. Greenspace is provided. Street construction: The approved PUD indicates a
street going to the property to the north and this was not constructed with this phase.
The developer is proposing to construct this road with Phase 2( a letter has been
provided to that effect and is in the file). Recommendation was to approve with
construction of road in phase 2 and any correction of improvements determined during
inspection. Discussion led to a motion by Debbie Quinn to approve with stipulations
stated by planning department. Bob Clark 2"d motion and it carried unanimously.
SD01-21 Replat in Fairfield 4A land of Bob Keyser, property located on Lakeview
Drive. In comments, it was pointed out that Mr. Keyser had two lots that he wished to
replat into one due to a large tree that he wishes to save. Staff recommendation was to
approve. A motion was made by Lee Turner to approve, 2"d by Ed Brinson it carried
unanimously.
IR01.03 Request of direction for Sandy Ford. Comments from the Planning
Department were that the developer is thinking about revising the site plan to include a
cul-de-sac but before they go to the expense of modifying the plan they wanted input
from the commission. Christopher had commented that the Comprehensive Plan
indicates that cul-de-sac development is not the preferred development plan. That this
Sandy Ford PUD was approved with the through street and there are no extraordinary
environmental features that preclude the through street. Recommendation was to stick
to foundations of the Comprehensive Plan. Scott Hutchison spoke for the Berglins and
said that people who had lots under contract had requested a cul-de-sac. Larry Green
explained reasons for connectivity, would like to meet spirit of the comprehensive plan.
Mr. Hutchison said he understood direction.
There being no further business, meeting was duly adjourned.
