HomeMy WebLinkAbout12-21-2000 Planning Commission Special Meeting MinutesThe Planning & Zoning Commission of the City of Fairhope met Thursday, December 21, 2000 at 5:OOPM in a special meeting to consider the Comprehensive Plan Present: Larry Green, Chairman; members Tim Kant, Dan McCrory, Debbie Quinn, Dick Charles, Bob Clark, Ed Brinson. Christopher Baker, Director of Planning & Zoning, Betty Rivenbark, Secretary Mr Green opened the meeting by saying we would have an introduction by Christopher Baker, the Planning Coordinator, a presentation by Glenn LeRoy of Gould, Evans, Goodman, Assoc. our planning consultants, the public hearing portion, and then the planning commission will take the matter under consideration. Mr. Baker was recognized and told of hiring Gould, Evans Goodman & Assoc. consultants to help develop a comprehensive plan. Glen LeRoy was here tonight representing the firm and to make the presentation to the public. Mr. Baker said we had held a series of town meetings to get input, and that after gathered the input the plan was made public in mid September. In mid October it was revised and made available to the public, that is where we are tonight. Mr. LeRoy was recognized and gave a brief review of how he had taken the input and information and used guidelines, went thru the steps leading up to tonight and the basis of his recommendation saying that the plan consists of several village centers around the city, downtown being the largest village area and he sees Greeno Road housing most of larger stores and retail centers. He envisioned six neighborhood villages where small commercial development would feed the neighborhoods and park land around it. He said he considered the original vision for Fairhope, and plan should carry on the dream and goal objectives. Mr. Green went over rules of procedure and said the public hearing portion would be open and Mr. LeRoy will answer any questions directed to him at end of public hearing. Several residents spoke expressing concerns and asking how different things could be enforced. Mr. LeRoy addessed these concerns as well as questions from Commission. At the end of the discussion a motion was made by Dick Charles to adopt the plan as presented and recommend approval to the City Council. Ed Brinson 2"d the motion and it carried with an amendment: that the City Council consider a historic preservation ordinance and also adding development/protection of the airport area, statement that historic survey be completed and in our annexation policies current historic preservation and county zoning be included. Dick Charles said he wished for these four things to be included in the motion. Motion carried unanimously. There being no further business, meeting was duly adjourned. �f.
