HomeMy WebLinkAbout10-03-2000 Planning Commission MinutesThe Planning & Zoning Commission of the City of Fairhope met Tuesday, October 3, 2000 at 5.00PM at the City Administration Building, 161 N. Section Street in the Council Chambers Present: Larry Green, Chairman; members Tim Kant, Dan McCrory, Lee Turner, Bob Clark, Christopher Baker, Director of Planning & Zoning, Betty Rivenbark, Secretary The minutes of the September 4, 2000 meeting were duly considered and approved on motion by Tim Kant, 2"d by Dan McCrory and unanimously carried. The election of officers was delayed for one month to allow a full slate of members to be present: SD00-46 Final Plat Approval - Phase 4 River Mill(generally located north of Windmill Rd and south of Fairhope Avenue) Christopher in his comments said the issues associated with this were: Comprehensive Plan, It is in conformance with the comprehensive plan, Greenspace, when Mr. Dyas submitted his final plat it showed the greenspace moved to Windmill Rd but has since said he will keep where approved in interior. Sidewalks, No sidewalks were constructed with this phase but Mr. Dyas said he would make a contribution to the sidewalk fund. Street signs, there is an issue with signage in River Mill but the Public Works Dept. is in the process of creating and installing the street signs. It was his recommendation to approve subject to the proper installation of street signs, greenspace being provided at the original location and a contribution to the sidewalk fund. Craig Dyas spoke on his behalf he moved the greenspace to the lot on Windmill Rd because it was the only lot with trees and it was a dead-end road, not a lot of traffic. It was pointed out that the lot being in the center of the subdivision was a safety issue and better for kids if in interior. The sidewalk issue was discussed and Craig said he would like to meet with Tim, possibly put in sidewalk on River Mill Drive to park. A motion was made by Lee Turner, seconded by Bob Clark to approve the plan with Lot 120 being the greenspace and the stipulation that the sidewalk issue be settled with the Planning Department and other officials. Motion carried unanimously. SD00-47 Replat of Marshall Brunden(two lots into one) generally located at Fairwood and Ronforth Christopher had commented that Mr. Brunden owner two separate and legally recorded lots, both zoned R2. That he wishes to combine the lots so that he can construct an addition to his residence. He said it is in conformance with the comprehensive plan, no new infrastructure is required and no drainage study is needed. He recommended approval. The plat was looked at and Christopher explained it is unusual because of the curve in road, there are no drainage issues and a note will be placed on the plat all other issues have been met. After discussion, Lee Turner moved to approve the change as requested. Dan McCrory 2"d and motion carried unanimously. 4" 195 Under old business Larry said that he was looking for a report from the sub -committee on institution impact fees, that Lee had given him a document to study. Lee said he met with Dick Charles and had a rough draft to consider but preferred to table for 30 days before making the report. There being no further business meeting was duly adjourned. 861
