Present: Chairman Sue Mason, members Mike Baugh, Buzz Coiling and Andy Huggins. Mr. Joe Clark of Clark Aviation was present and Betty Rivenbark, Secretary The minutes of the February 8, 1993 meeting were duly approved as written. Ms. Mason related that she had talked at length with Mr. Thames from Barge, Waggoner and he had told her not to give up on the project that money will be coming available possibly in the summer due to "jobs bill",that '94 money will start the 1st of October. Sue asked the board -how they would feel about possibly hiring him on hourly basis not to exceed a set amount. Questions were asked about the process of hiring him. She responded that he would submit a price for services, we would then have a price negotiation by"in-house" engineer and then between the two we would arrive at price. Further discussion led to a motion by Andy Huggins to recommend to the city council our selection of an engineer on an hourly contract for pre -application work. Buzz Coiling seconded and motion carried unanimously. Joe Clark addressed the board at this time and related to them what he has been faced with in the way of trying to secure government contracts and having them cancelled at the last minute and other problems he has encounter- ed at the airport over a period of time. He said he apologized for having been slow with the city but could not help it. He at this time wished to discuss with the board the possibility of re -negotiating things at this time until he gets back on his feet. Discussion led to a suggestion by Mike Baugh that he put in writing what he would like the board to consider, what he can live with, that we do have an obiligation to the people of Fairhope to do the best we can by the airport. But, we are not so hard nosed that we are not willing to work with him. Discussion also brought out the condition of the large hangar that is not able to be used due to movic company's leaving it where the ceiling is flaking off. It was related that efforts to contact Mr. McGregor -Scott have been to no avail, but there are options in getting the work done and getting our money from the movie company later. In any event, Mr. Clark was asked to have this ready by April meeting. There being no further business, meeting was duly adjourned.
