HomeMy WebLinkAbout09-04-1997 Planning Commission MinutesThe Planning & Zoning Commission of the City of Fairhope met Thursday, September 4, 1997 at 5:00 PM at the City Administration Building, 161 N. Section Street. Present: Larry Green, Chairman; members Debbie Quinn, James P. Nix, William Richmond, Cecil Pitman, Thad Ingram, Dick Charles, Tim Kant. Zoning Officer Bob Lunsford and Secretary Betty Rivenbark. The minutes of the July 7, 1997 meeting were considered and approved with an addendum added as requested by Dick Charles concerning the ingress/egress from Covey Run/Quail Run subdivision to Highway 27 and potential danger caused by lack of adequate traffic safety design. Motion to approve made by Debbie Quinn, seconded by Thad Ingram and unanimously carried. A public hearing was held on an application of Dennis Byrne/Charles Ingersoll for a re -zone request from R-5 Multi -family Residential to B-2 General Business for property located at 19690 Greeno Road on the east side of US Hwy 98 south of Brazeal-Harris Realty. Mr. Lunsford was asked to advise the board and he said that the stated purpose for the rezoning request is for renovation of the existing building for use to sell retail antiques. Further that the zoning proposed is within the future land use area where commercial growth is anticipated and is not in conflict with the comprehensive plan. He recommended forwarding to the city council with planning & zoning commission approval. A lady in the audience asked how this would affect her house on the opposite side of the street and she was told not at all. Further discussion led to a motion by James P. Nix to forward on to City Council with approval, Cecil Pitman seconded and motion carried unanimously. Summer Oaks This was request for Final Plat Approval of 14 lots located on the south side of Cty Hwy 44 west of Cty Rd 27 outside the city. Mr. Lunsford had commented that the improvements have been installed in conformity with the approved preliminary plans and test reports have been submitted along with as -built plans. He recommended final plat approval subject to the County Engineer's endorsement on the plat. Thad Ingram moved to approve as requested Dick Charles seconded and motion carried unanimously. Belle Chase - Units 3 & 4, Sketch plan review Bob had commented that upon observation he strongly recommended that the developer consider refiguring future lots to establish a 20 ft. wide private paved easement along the backs to accommodate rear entry garages and parking and said that this would not effectively reduce usable area of the lots. The other alternative being that the City could post signs prohibiting on street parking in these areas. Don Coleman of Rester and Coleman who was here to talk about plans said that they would like to leave it as shown with double car parking pad in front. Larry Green told him that there is a great deal of concern about this development that a Planning & Zoning Commission page two- September 4, 1997 congestion seems high. It was commented that The Cottages now has rear drives. Concern for emergency equipment access was also expressed. Debbie said that what presented seem sketchy did they have anything further to submit. Mr. Coleman said no, not at this time. Tim asked about what planned for drainage, retention of water and common areas. Mr. Coleman said that drainage will be done in accordance with requirements, no more water runoff than what there before. Planned green areas, recreation areas were talked about. Dick Charles commented that it is extremely high density not conducive to the quality of life we now have. William Richmond commented that he would like to see this continued for 30 days until they have something more to show us in plans. Mr. Coleman asked what he is supposed to bring back and was told: an analysis of the drainage, what planned for green space and recreation areas and consideration again for rear yard parking. Cecil said he would really like to see bigger lots less density. Bob asked if separate area planned for detention in new section, that what built for one and two not work for three and four. Mr. Coleman said new detention planned. Bob asked if he was aware of paving problem and he said he found out today, that it was a base failure, but would be corrected. Further comments led to a motion by William Richmond to continue for 30 days, Dick Charles seconded motion and it carried unanimously. Under old business, Bob had commented that Glen Hardy Farms subdivision had been given final approval at the August `96 meeting but the plat had not been recorded and the subdivision regulations require that approval is void if not recorded within 60 days. They are now back requesting the approval be given again with current date. James P. Nix moved to reinstate approval, Tim Kant seconded and motion carried unanimously. There being no further business, meeting was duly adjourned.
