HomeMy WebLinkAbout10-08-1996 Planning Commission MinutesThe Planning & Zoning Commission of the City of Fairhope met Tuesday, October 8, 1996 at 5:00 PM at the City Administration Building, 161 N. Section Street in the Council Chambers. Present: Chairman Richard Sanderson; members Cindy McBrearty, Debbie Quinn, James P. Nix, David E. Bishop, Tim Kant, Cecil Pitman, William Richmond, Larry Green. Zoning Official Bob Lunsford and Secretary Betty Rivenbark At this time Mr. Sanderson asked for a moment of silence to remember Maxwell Killoch, a former Planning & Zoning member who died Monday morning. An election of officers for the coming year was held as follows: Chairman: Larry Green was nominated on motion by Cecil Pitmanseconded by David Bishop and there were no further nominations, he was appointed by unanimous vote. Vice -Chairman: Cindy McBrearty was nominated by Cecil Pitman, seconded by Debbie Quinn, there were no further nominations and she was appointed by unanimous vote. Secretary: Debbie Quinn was nominated by Cindy McBrearty, seconded by Larry Green, there were no further nominations and she was appointed by unanimous vote. Mr. Sanderson turned the chair over to Mr. Green. The minutes of the September 5, 1996 meeting were approved as written on motion by Debbie Quinn, seconded by Dick Sanderson and unanimously carried. A public heard-Ig was held on a request for re -zoning of the lands of Herbert O & Ruth Pierce for 4 parcels of land from R-1 Low Density Single Family to B-4 Business and Professional District, land located on the east side of US 98 immediately south of Fairhope Memory Garderns. Mr. Lunsford was asked to relay his comments. He said this came about as he had noticed a sign placed at one of the residences and they were using this as an office for Fairhope Memory Gardens. He said that this was done in ignorance, when he asked them to remove sign because it was zoned wrong they did, then they decided to apply for zone change for all 4 parcels. That this is the direction of business growth indicated and desired by the city, that the comprehensive plan reflects that, and he recommends we send to City Council with our approval. A Mrs Gallagher spoke saying she was here representing the Pierce's. Mr. Green called for any questions from anyone present or the Commission members, there were none. A motion was made by David Bishop, 2nd by Cecil Pitman to send to City Council with our recommendation for approval. It carried unanimously. Planning & Zoning Commission Page two October 8, 1996 A report was given by the sub -committee on an introduction of changes recommended to text of the Zoning Ordinance, including revision of B-4 District Requirements. A copy had been mailed to each member for review. A motion was made by Cindy McBrearty, seconded by William Richmond to advertise for public hearing at the next meeting. Motion carried unanimously. David Bishop asked for brief synopsis - Larry said primarily decrease in allowable density. Bob said decreasing the amount of buildings allowed on building space in B-4, making B-4 what titled. There being no further business, meeting was duly adjourned.
