4, 1996 at 5:00 PM at the City Administration Building, 161 N. Section Street.
Present: Richard Sanderson, Chairman; members Cecil Pitman, Cindy
McBrearty, Debbie Quinn, Larry Green, Tim Kant, James P. Nix, William
Richmond, Jeanette Puckett. Bob Lunsford, Zoning Official and Betty
Rivenbark, Secretary
The minutes of the February 5, 1996 meeting were duly approved as written.
Idlewild-Phase Two Final Plat approval 26 lots FSTC/Klumpp located south side
of Cty Hwy 48 near Cty Hwy 27. Mr. Sanderson asked Bob to read his
comments. Bob stated that this had received preliminary approval on July 3,
1995 subject to a change of zoning approved July 10, 1995. That the plat and
plans appeared to be in order and he recommended final plat approval subject to
maintenance provisions for off-street stormwater and retention facilities by
recorded agreement. The final plans have been certified by the engineer and all
test reports have been submitted to the City. Bob said there is one problem with
the sewer line inspection, that the manholes are flooding but that the streets will
have to be dedicated so this should not hold up final approval. Jeff Kennedy
asked to speak representing the developer and said that they are out there
working now that there was a plug that was put in during construction so he does
not see the manholes as a problem and he has restrictive covenants to present.
He asked that we go ahead and approve subject to one more walk through.
Larry Green so moved, Jeanette Puckett seconded and motion carried
unanimously.
Springrun Place Final Plat approval of Ward Properties, Inc. on 34 lots on the
north side of Springrun Drive west of Autumndale apartments. Zoning was
changed from B-2 to R3pgh. Bob commented that streets, drainage and utilities
are being installed under the city's 1995-96 street assessment program. Since
installation is assured and payment is secured by a special assessments lien, no
performance bond is necessary for final approval. Bob said he can sell lots but
no building permits can be issued until after the streets and utilities are installed
and the project accepted by the City Council for maintenance. He recommended
final plat approval. James P. Nix moved for approval, Debbie Quinn seconded
and motion carried unanimously.
Bristolshire Estates Preliminary Plat approval 70 lots being developed by
Sterling Development west of Cty Rd 3, lying on Point Clear Creek near
Lakewood outside the city. Bob said that the developers plan to serve the
project with city sewer through a pumping arrangement. That the plat and plans
seem to be in order and recommended approval with the following conditions:
1. Conveyance to city in fee simple lot for lift station.

2. Delineation of wetlands as determined by the corps on face of plat with two
copies submitted to city.
3. Delineation of Flood Zones on face of plat, two copies to city.
4. Changing certain street names, show north point and scale, note privately
maintained streets.
5. Remove lot numbers from lots which are intended as common areas or which
are not developable. Indicate the large area designated Lot 69 as reserved
for future development.
6. Indicate means of access to site.
Seth Moore spoke saying he had copies of map showing wetlands as requested,
also they would have easement in perpetuity and he had it from Grand Hotel.
Bob asked about zoning and Seth said there is none. Cindy questioned what
lots would be zoned and Seth said most R-1 some 95 ft. or R-2. Discussion
followed on merits of having all R-1. Tim asked if had drainage worked out and
Seth said yes using a new technique - Gabran system, which he went on to
explain how it works. Larry Green moved to approve subject to Bob's
recommendations. Jeanette Puckett seconded and motion carried unanimously.
DeVere Acres - Unit Two This is an informal review of 84 residential lots on the
south side of Cty Rd 32 west of Cty Rd 27 outside the city. Cindy asked if they
are planning to put house trailers this time. Seth said he had spoken to Mr.
Ward and he expressed desire to have lots for houses. Tommy Harris said
1200-1300 sq ft houses. Seth pointed out that the present lots/trailers are
owned not rented. Bob had commented that the site is subject to stormwater
management requirements of the subdivision regulations and underground
sewage disposal. That the design must conform to more stringent of the
regulations, city or county and any applicable regulations of other agencies.
That lot sizes met the minimum requirements and plan generally appears to be
acceptable based on information provided. Cindy said even though we can't
require them we would feel comfortable with restrictive covenants. There was no
action required on this.
Creekside Informal review, 195 lots on the north side of Cty Rd 44, between
Boothe Road and Cty Rd 13, outside the city. Bob had commented that site is
subject to stormwater management requirements of the subdivision regulations
and underground sewage disposal. Design must conform to more stringent of
the regulations, city or county and any applicable regulations of other agencies.

That no development which will further impact Boothe Road by stormwater runoff
should be considered for approval. If runoff can be retained and metered out to
the existing creek without impacting Booth Road, the plan otherwise appears
acceptable based on information provided. Seth Moore spoke saying that they
plan to put sewer in and that most of the water will drain to the southeast where
they will put in a holding pond. Tommy Harris said that they plan 2,000-2,200 sq
ft homes. He was asked who developer was and he said one of them is Rusty
Miller. Cindy asked if this planned for phasing and Seth said yes, 3-4 phases.
They were asked if developing R-1 and if there was any access from
Booth Road. Mrs. McClintoc asked to speak and asked about any planned
green areas, parks. That this is large enough that this should be provided for
the development itself, it is away from town and normal parks. They were asked
to take all of this into consideration.
Willow Pond Site plan review - 23 condo units at the northwest corner of Gayfer
Avenue and Bishop Road. Bob had commented that the engineer has presented
the current plan for stormwater management which calls for the capture and the
retention of stormwater on site in underground pipe with an orifice plate and
some attempted return of a limited amount of surface water to the soil beneath
brick pavers. Seth was asked which way the water was going and he said to the
north, northeast. Bob had said further that he had doubts about the
effectiveness of returning surface water to the soil, would recommend that those
surfaces with brick pavers on said base be treated and calculated as any other
impervious surface and the retention increase to accommodate those areas. He
did say that like all other permits there will be a disclaimer for damage from
flooding. by surface waters or backup of sewers, and permits will be issued with
the engineering design of the stormwater system as a condition precedent to
being issued. That all plans to be approved for issuance of building permits
shall include engineering design of foundations based on soil borings. Any
foundation on fill will require compaction tests to prove that load bearing
capacity is met. Plans showed the orifice going to the county maintained road
and Bob told Seth this should be moved back onto their property, Seth said no
problem move it back to right of way. Bob had said further that they may need a
permit from the corps, which is the developers responsibility to obtain and that
there is a high probability that at least part of this site may require undercutting
and select backfill to be usable for building foundations. Debbie asked where
this would drain and Seth said the parking area would drain into detention area
and they plan to dig a 300 ft. ditch to run to the north. That Mr. Beasley, the
former owner, told him that it used to run naturally that way. Seth said the water
would go to a swale and then to the north. A motion was called for and James P.
Nix said he was confident that before any building permit issued that it would be
checked thoroughly and he moved for site plan approval. Larry Green seconded
and motion carried unanimously.
