HomeMy WebLinkAbout09-08-1995 Planning Commission MinutesThe Planning 8 Zoning Commission of the City of Fairhope met Thursday, September 8, 1995 at 5:00 PM at the City Administration Building, 161 N. Section Street. Present: Chairman Richard Sanderson; members Maxwell Killoch, Cindy McBrearty, Cecil Pitman, Layton Overstreet, Debbie Quinn, William Richmond. Zoning Officer Bob Lunsford and Secretary Betty Rivenbark The minutes of the August 7, 1995 meeting were duly approved as written on motion by Layton Overstreet seconded by Maxwell Killoch. Idlewild Phase One - Final Plat approval of 8 lots of Sara Klumpp/FSTC on Thompson Hall Road and County Road 48. Mr. Sanderson asked Mr. Lunsford for his recommendation. He said that the subject land is zoned R-2 with 50 ft. frontage setback, the lots will be connected to city sewer. He said further that the land is not subject to stormwater management provisions and plat and plans appear to be in order. He recommended final approval. Geoff Kennedy spoke saying he is here representing the developer if anyone had any questions. No one did. Cecil Pitman moved to grant approval as recommended, Maxwell Killoch seconded and motion carried unanimously. Hunters Glen - Unit 2 - Final Plat approval of 12 lots on the east side of County Road 13 near Lea Brook application of Lennart Holmberg/FSTC. Bob commented that preliminary approval was given in May 1993 and after 2 years has expired. He recommended that preliminary approval be reinstated, that the plat appears to be in good order and the installments have been installed. That the streets and drainage are subject to County Engineer's approval and that final approval be granted. Maxwell Killoch moved as per Bob's recommendation that approval be given, seconded by Debbie Quinn, motion carried unanimously. Woodmere - Preliminary Plat approval 31 lots east side of Cty Rd 27 some 2500 feet south of Cty Rd 32. Bob remarked that the land lies outside the city and is not subject to county zoning, that the lots exceed 15000 sq ft which is the minimum required for underground sewage. He recommended that Woodmere Drive be extended to the east property line, so the circulation would be better, not have dead end streets as shown on the plat. The engineer had provided drainage calculations and certification, the plans appear to be in good order. He said further that prior to final approval there must be submitted a document establishing legal entity to assume responsibility for maintenance of retention pond and off -site drainage. He recommended preliminary approval subject to review and approval of county engineer and an on -site pre -construction conference prior to work being started. When it was asked if anyone present to represent this there was no one but later someone came in and he was asked if he knew what Mr. Lunsford was recommending and did he have any problem with it. He said no. Maxwell Killoch moved -to approve, Cindy McBrearty seconded and motion carried unanimously. Gr eeno Road This was brought up under old business and Bob had commented that all public hearings had been completed and the comprehensive plan present with recommendation that there is adequate commercial property not in use now and available to meet future use. He recommended that this be forwarded to City Council without change, recommending denial. Aileen Andrews spoke saying she understands based on comprehensive plan what being said but she wishes the members would consider position of people on Greeno Road also. Maxwell Killoch moved to send back to City Council with recommendation to deny re -zoning request. Debbie Quinn seconded motion and it carried with the following vote: For motion - Sanderson, Killoch, Quinn, McBrearty, Richm Abstaining - Layton Overstreet and Cecil Pitman. There being no further business, meeting was duly adjourned. J
