HomeMy WebLinkAbout08-01-1994 Planning Commission MinutesTO: FAIRHOPE PLANNING COMMISSION FROM: Meeting of. 01 AUG 1994 Planning/Zoning Officer THE VILLAS OF FAIRHOPE - Application of Homestead Village for Preliminary and Final Plat Approval, 12 townhouse lots as approved part of the Planned Unit Development of Homestead. Developers original concept was to develop the structures as a condominium. However, they now wish to convey the land with the units to the center of common walls, which requires subdivision approval under terms of the P.U.D. Access to the units will be by privately maintained street along a private non-exclusive easement. Preliminary and Final Plat approval is recommended_ EASTGATE - UNIT 5 - Application of East Gate Ltd and FSTC for Preliminary Plat Approval, 9 Lots north of and adjacent to Unit 4 Eastgate. The size of the development, 2.37 acres, does not require application of stormwater management provisions. The new street is only 200 feet in length. Considering the topography, runoff will be minimal. The 3" water line shown for Troyer Court should not extend under cul-de-sac pavement, but should be routed around the cul-de-sac to avoid necessity of cutting pavement for future connections. Developer shall provide a fire hydrant at the east end of Troyer Court for fire protection. Preliminary Plat Approval is recommended with the following being condition precedent. thereto: 1. Devise location of 3 " water main at. cul-de-sac 2. Provide G" ,moire Hydrant at east. end Troyer Court. 3. Consult ci t.y 's general superintendent, public works director and water/sewer superintendent before beginning const-ruction on site. THE VILLAS (Quail Creek) UNIT TWO - Application of M. P. Dial, Jr. for Preliminary Plat Approval, 28 lots in Quail Creek Estates. Storm water provisions apply and retention pond is provided and certified by project engineer. ZOCOMM94.fpc 17,18,24 SEP 94 Preliminary Plat Approval is recommended with the requirement for a preconst.ruct.ion conference among the project engineer, the contractor and the city officials ,before commencing construction on the site. ,being a condition precedent to such approval. AIR PARK UNIT TWO - Request of Mason McGowan for Informal Plan Review, proposal for 17 industrial lots within the industrial park. A general development plan is included with submittals. Developer must conform to stormwater management requirements of the regulations. Airpark drive should extend to the north boundary of unit two, providing for future continuity to County Road 32 with a temporary turn around. Any reserve strip proposed must be in the control of the City. The general plan indicates a possible conflict between right-of-way to be dedicated and the western part of the Maids of Jubilee lot, which conflict should be resolved before formal submittal of plat. This is an informal review and requires no action by the commission. ZOCOMM94.fpc 17,18,24 SEP 94 R The Planning 8 Zoning Commission of the City of Fairhope met Monday August 1, 1994, at 5:00 pm at the City Administration Building, 161 N. Section Street Present: Vice -Chairman Maxwell Killoch; members James P. Nix, Tim Kant Cindy McBrearty, John Duck, William Richmond, Cecil Pitman, Debbie Quinn. Zoning Enforcement Officer Robert Lunsford and Secretary Betty Rivenbark The minutes of the July 13, 1994 meeting were duly approved on motion by John Duck seconded by Debbie Quinn. The Villas of Fairhope An application of Homestead Village for 12 townhouse lots. Bob had commented that the Developers original concept was to develop the structures as a condominium, but, now wish to convey the land with the units to the center of common walls which would require subdivision approval under terms of the PIJD. The Mayor asked if this wasn't part of the masterplar and Bob said yes. Bob had further recommended preliminary and final plat approval. Cecil Pitman moved to give approval as requested, James P Nix seconded and motion carried unanimously. Eastgate Unit 5-9 lots north of and adjacent to Unit 4 Eastgate. Bob had commented that the size of the development 2.37 acres did not require storm - water management provisions and the new street would only be 200 ft. in length and that runoff should be minimal. He further commented that the 3" water line shown for Troyer Court should not extend under the cul-de-sac pavement but should be routed around the cul de sac to avoid necessity of cutting pavement and that a fire hydrant should be provided. He recommended preliminary plat approval subject to the 2 items above being adhered to and that he consult the Gen. Supt.,public works director and water/sewer supt before beginning construction on site. There were several residents from area that spoke saying they already had water problems at this site and were concerned about any new drainage. Mr. Welch asked whether the water would run east or south on to him. Ack Moore was asked to answer, he replied that they would have to put a ditch in to take care of this water, that the land is flat. Further discussion about the water problems led to James P. Nix moving to postpone this until proper drainage plan is presented to the commission for their review. John Duck seconded and motion carried unanimously. The Villas(Quail Creek)Unit Two - 28 lots in Quail Creek Estates - Stormwater provisions would apply and retention pond would be provided and certified by project engineer. Bob had recommended preliminary plat approval with the re- quirement of a preconstruction conference with the project engineer, the contractor and the city before commencing construction. James P Nix moved for approval subject to Bob's conditions. Cindy McBrearty seconded and motion (carried unanimously. Air Park - Unit Two - Informal plan review of 17 lots in the industrial park No formal action was required but a general development plan was submitted for review. Bob had commmented that the developer must conform to storm - water management requirements. He was asked how close this was to the airport it is adjacent. Further that Airpark Drive should extend to the north boundary of unit two, providing for future continuity to Cty Rd 32 with a temporary turnaround, with any reserve strip in the control of the city. The general consensus was to proceed as planned. There being no further business, meeting was duly adjourned.
