July 13, 1994 at 5:00 p.m. at the City Administration Building, 161 N.
Section Street.
Present: Chairman Richard Sanderson, members Maxwell Killoch,
Cindy McBrearty, John Duck, Debbie Quinn, Cecil Pitman.
Zoning Enforcement Officer, Robert Lunsford and Secretary
Betty Rivenbark
The minutes of the June 6, 1994 meeting were duly approved as written
on motion by Maxwell Killoch, seconded by Debbie Quinn and unanimously
carried.
Valley View This is a re -submission of a new plan for 4 lots on the north
side of Pensacola Avenue between Bon Secour & Perry for the purpose of
constructing single family homes. This was heard last meeting but was
turned down(see minutes 6/6/94 meeting). Bob commented this brings
everything in order. Bill Jones spoke, an adjoining property owner,
He said the change made it better~. Dick Sanderson said this arrangement
complies with the zoning ordinance, R-2. Further discussion led to a
motion by Maxwell Killoch to give preliminary and final approval
subject to Bob's recommendations: that it be contingent upon the acquisition
of additional property to the east which will enable the applicant to meet
minimum frontage and area requirements for the F-2 district. Note:
Applicant had submitted a copy of purchase agreement to that effect.
Further that ownership is completed and plat signed within 60 days from
date of approval or it will be null and void. Motion carried unanimously.
Aryshire Estates Bob had commented that everything appears to be in
order, outside the corporate limits but he recommended Final plat approval.
He noted that the street shown on the plat is not dedicated to the public
and will be privately maintained and the County Engineer must sign the plat
before it is recorded. Further that the City Water Department had to give
approval that they had received clear- bacteriological reports on the system.
Cindy McBrearty moved for final approval, Maxwell Killoch seconded and
motion carried unanimously.
Volanta Re -subdivision Application of John Glover estate of Blk 5, Volanta
a rearrangment of lands divided and appproved in the B-1 district bounded
by Volanta Ave, North Section St and Miller Ave. Bob had no problems with
this request. John Duck moved for approval of request, Maxwell Killoch
seconded and motion carried unanimously
Willow Way Preliminary and Final Approval 3 lots on the W side of Cty Rd 27
some 4000 ft S of Cty Rd 32. Bob had commented that the lots were in excess
of 3 acres and no new street proposed, that the total development is less than
10 acres so stormwater management is not applicable, he recommended approval
Cecil Pitman moved to approval as recommended, Cindy McBrearty 2nd and
motion carried unanimously.
Site Plan Review - Fairhope Floor Covering 362 S. Greeno Rd. Bob commented
there are drainage concerns but the engineer working on it. That the parkinc
is adequate, landscaping in conformity and he sees no problems. Maxwell
Killoch moved to approve, John Duck seconded and motion carried unanimously
250 N. Church Street Bob brought a request from the architect and builder t
align proposed addition with existing buildings along Church Street as provide
in Section 5.424(b)(1) of the ordinance. Bob said this is proposed english put).
Cindy remarked that we need to get a handle on business district and look
at the value of historic district before it is too late in downtown area, and lose
control. John DUck moved to approve request for alignment, Cecil Pitman
seconded and motion carried unanimously.

Quail Creek III Bob had commentedilin lieu of constructing new off -site retenti n
pond for Quail Creek, Unit 3, raise the freeboard height of the City's existing
lake at Quail Creek to receive and retain the added flow from Unit 3. He
concurred with the plan and recommended that previous review in May be
modified to permit developers to proceed with that plan. Maxwell Killoch
moved to do this, John Duck seconded and motion carried unanimously.
There being no further business, meeting was duly adjourned.
