Plat and Plans appear to be in order and installation of streets and utilities is substantially complete. Adjustment of manholes will be required before acceptance by City Council for maintenance. I recommend this unit be granted Final Plat Approval for recording and conveyance of lots only upon the CONDITION PRECEDENT TO SUCH APPROVAL that the design engineer certify in writing that his stormwater design is in accordance with the principals of good engineering practice, is such that the site differential runoff as presently defined in the Fairhope Subdivision Regulations is effectively zero, and that his design has been incorporated in the project drainage construction, and, further that there be presented to the City a legal document establishing an entity to be responsible for continuing maintenance of the stormwater detention pond. BRANCHWOOD - Application of Rutherford Smith for Preliminary Approval, 31 lots east of County Road 33, south of County Road 48. Plat and plans appear to be in order; Engineer has certified plans and stormwater requirements of Section 804 with his drainage calculations. I recommend that Preliminary Plat Approval be given this unit for license to construct improvements, subject to County Engineers review and approval. Provided, however, that the submittal of required legal entity established for maintenance of off-street drainage facilities and detention shall be a CONDITION PRECEDENT TO THE APPROVAL OF THIS FRO 7EC T QUAIL CREEK - UNIT 3 - Application of Quail Creek Joint Ventures for Preliminary Plat Approval, 35 Lots at Quail Creek. Plat and Plans appear to be in order; Engineer has submitted drainage calculations and his certification of having met requirements of Section 804. I therefore recommend that this unit be granted Preliminary Plat approval, with the CONDITION PRECEDENT that a preconstruction conference with City's representatives be convened before construction begins and that a copy of the legal document establishing entity for maintenance of off street stormwater facilities be filed with City. ZOCOMM94.fpc 17,18,24 SEP 94 ROCK CREEK - UNIT 3 - Application of H-M Partners for Preliminary Plat Approval, 102 Lots as part of ROCK CREEK ESTATES, a Planned Unit Development. Plat appears to be in order; however, the construction plans leave open to question at least the following items: Sewer lines and manholes beneath pavement, water lines terminating under pavement, landscaped islands in turnarounds as obstructions to parking and service vehicles. I recommend that Preliminary Plat Approval be granted this unit, but that, as a CONDITION PRECEDENT TO SUCH APPROVAL, no construction shall be undertaken until a preconstruction conference shall have been convened with City's representatives and such representatives shall have approved final construction plans in accordance with City's regulations and policies. *RIVER OAKS UNIT 1 - Since developer was unaware of a conflict of names of subdivision and streets with other plats of record, this item is tentatively placed on the Agenda with provision that non -conflicting names be substituted before the May 1994 meeting. Application is that of R.O. Development Corporation for Preliminary Plat Approval, 35 lots on the south side of County Road 48 at Blueberry Lane. Although there is no master plan submitted except as an overlay of the contour map, it appears that the overall development plan is for some 180 lots, averaging about 65' x 130', which approaches an average density of five lots per acre. I recommend that this application be continued until the June 1994 meeting at which time the developer should submit to the City the following additional information: 1. Detailed master development plan for total project, including approximate lot dimensions (five copies) 2. Copy of document establishing legal entity to assume maintenance of common areas and off-street drainage and stormwater detention areas 3. Copy, erosion and sediment control plan 4. Letter from County Engineer acknowledging receipt of Plat and General Development Plan 5. Non -conflicting street names on development plan ZOCOMM94.fpc 17,18,24 SEP 94 6. All documents re -submitted showing corrected name of development to resolve conflict. THIS IS CRITICAL SINCE ALL INFORMATION IS FILED BY PROJECT NAME. * Name changed to RIVER MILLS and is so noted in reord. CONDOS, LOT 12 CORTE OFFICE PARK - Application for optional site plan review, 5 units of 21,300 square foot lot. Not a part of Homestead P.U.D. NEW ORLEANS COURTYARD - Application for optional site plan review, 16 units on 52,000 square foot lot, behind satellite court house, not part of Homestead P.U.D. BOOTH/BISHOP ROAD - County's construction plans, courtesy submittal by County's engineering consultant. I would recommend asking the County to re -name their portion of Booth Road to Bishop Road and the City Council to do likewise. The road will be continuous from Dyer Road south to County Road 44 and different names may tend to confuse the record. ZOCOMM94.fpc 17,18,24 5£P 94
