at the City Administration Building, 161 N. Section Street
Present: Chairman Richard Sanderson; members James P. Nix, Mike Ford,
Tim Kant, Cecil Pitman, Maxwell Killoch, William Richmond,
Betty Rivenbark, Secretary and Robert Lunsford ZEO
Note* There were not enough members present for a quorum at the December 6
date so meeting was rescheduled for this date and time.
The minutes of the November 1993 meeting were considered and approved as
written on motion by Maxwell Killoch, seconded by James Nix and unanimously
carried.
Gabel Station -Unit II Application for Ron Stratis 6 lots on Burlington Drive
was considered. Bob commented that there is some concern about water
retention -runoff but it is the engineer's responsibility to develop so post -
density is the same as pre -development density on runoff, that we need the
drainage calculations and stormwater retention plans. Further, the city
council must accept the public street for maintenance and they must request
such acceptance, he recommended approval subject to the abovementioned.
Cecil Pitman moved to grant final plat approval subject to what Bob outlined,
Maxwell Killoch seconded and motion carried unanimously.
Carol Orchard Preliminary and final plat approval 7 lots on Baldwin County
Highway 11 at Roy Henderson Road in Barnwell was discussed. Bob had
commented that there is no new road to be constructed and area of developrmen
is less than 10 acres. The road was questioned and Bob said that there is
40' wide road being maintained by the County now. The County Engineer
must approve plat and it may be subject to requirements of ADEM. He further
noted that the plat meets the minimum requirements of the subdivision regulatio s
and zoning is not applicable, he recommended approval. Maxwell Killoch moved
to approve subject to Bob's comments, William Richmond seconded and motion
carried.
Silverwood Unit 2 Final Plat approval was being sought on 21 lots as Unit 2.
Bob commented that they had gotten preliminary approval when unit I was
approved but they scaled back in construction at that time. He said the plat
is in order and he now has bacteriological test report and recommended approv I.
Mr.: Killoch questioned road widening in future and how it would affect lots
1 & 21, Bob said they have extra 40 ft. shown now that can probably be used
if that happens. Tim Kant moved to approve, William Richmond seconded and
motion carried unanimously.
Estella Place Informal plan review, 6 lots on the north side of Estella Drive eas
of North Ingleside St. The area is zoned R-1 however Lot 6 appears
to lie partly within the west end of the B-4 zone. Bob had commented that
the lots designed appear to meet minimum frontage and area requirements
However, there are at least two critical areas of design which will require
special attention. He said the sanitary sewer connections show that the floor
elevations below the tops of sanitary sewer manholes serving the area will
result in considerable risk of backup into the houses in the event of blockage
in the sewer mains, and that the placement of fill must be so done as
to mitigate the likelihood of concentrating water upon adjacent properties to
the north. Fill should be sloped so as to direct runoff into the curbs and
storm sewers on Estella Drive. There was no commission action required.
A Mr. Whittaker spoke voicing his concerns about the proposed Y.M.C.A.
Mr. Ford responded to Mr. Whittaker that he felt it was the council's duty
to listen to both sides of issue before final decision was made and therefore
he believes they acted wisely in voting to have Mayor further investigate issue
The regular meeting date was changed from January 3 to 6 due to holidays.
There being no further business, meeting was duly adjourned.
