HomeMy WebLinkAbout12-06-2004 Planning Commission MinutesThe Planning & Zoning Commission of the City of Fairhope met Monday, December 6, 2004 at 5:00 PM at the City Administration Building, 161 N. Section Street. Present: Richard N. Charles, Chairman; Dan McCrory, Bob Clark, Larry Green, Jean Wilson, Lee Turner, Ed Brinson, Debbie Quinn. Christopher Baker, Planning & Zoning Director and Betty Rivenbark, Secretary. Absent: Tim Kant The minutes of the November 1, 2004 meeting were considered and one addition made to Song Grove where Debbie Quinn asked developer to take another look at drainage at NE corner of property. Larry Green moved to approve with that addition, Dan McCrory 2"d and motion carried unanimously. SD04.65 Final Plat approval of The Preserve at Fish River (Generally located south of 104 at Fish River) Mr. Baker said this is a 72.2 acre parcel of property being divided into 13 lots by Melissa Mahan. He said these lots are 5 acre lots and stormwater requirements were waived as there were only 13 homes planned on the 72 acres, water has been installed and all other issues have been met or agreed to. His recommendation was to approve subject to providing the needed maintenance bond and the plat in digital form. A motion to approve was made by Larry Green 2"d by Lee Turner. Motion carried unanimously. Mr. Green asked that we convey to Ms. Mahan how much we appreciate her efforts to cooperate with Planning Zoning's recommendations regarding this property. SD04.66 Preliminary Plat of Edington Place Phase 2(Generally located east of Cty Rd 13 and South of Morphy) Mr. Baker said Montrose Properties is the owner of this 21.36 acres that is proposed to be divided into 46 lots and has recently been rezoned to R1. He said Fairhope water, sewer and gas will be used and all other issues have been met or agreed to. He recommended approval. Larry Green moved for approval, Ed Brinson 2"d the motion and it carried unanimously. SD04.67 Informal Review of proposed development(generally located south of Twin Beech Road just East of Colony Place) Mr. Baker said Mr. Corte is representing AC3 and the property is currently owned by Dr. Bruce Blaum and contains 33 acres located outside the city contiguous to Colony Place. He said the development is proposing several connection points to the east, Twin Beech Rd and Manly Road. He said the developer has been advised of requirements of sidewalks, trees, water and sewer construction and looping. John Avant made a presentation showing 60 proposed lots with 18.500 sq ft lot size. The proposed avenue was discussed and John Planning & Zoning Commission December 6, 2004 — Page two pointed out large oak trees that they are trying to save on property and mentioned he knows the road is long but they are planning a traffic calming device. Larry Green mentioned to Mr. Avant that the commission had asked that no construction permits be issued until Manly Road paved. Conversation was held on Manly Road paving and the comment was made that they thought that it had been paved by the county.
