ARBOR GABLES - A Planned Unit Development by the Knight
Company.
This is the Final Plan for the second and final unit of
Arbor Gables which includes two buildings with 24 units
and support facilities.
For convenience of reference, the Final Plan combines
Units One and Two for recording.
The Planned Unit Development was established under the
provisions of the Zoning Ordinance during a public hearing
convened by the City Council at its regular meeting of
11 April 1993, as Ordinance No. 931.
Developers engineer has revised stormwater calculations
to include runoff from both Unit One and Unit Two and
represents that, based on those calculations, more than
adequate retention is provided to accommodate differential
runoff. It is noted that the retention pond is design d
to hold water more or less continuously, with the —(:�i�
retention being provided within freeboard area above the
ground water table.
The application and final plan appears to be in order and
final approval is recommended.
THE VILLAS - Application of DoLeen Inc. for Final Approval
18 Lots lying south of Quail Creek Drive near the existing
tennis courts and pool.
Conditional Preliminary Approval was given this
subdivision at the May meeting. Conditions appear to
have been met generally. However, it is noted that the
temporary turnaround constructed lies outside the limits
of the dedicated right-of-way. Therefore, developer
should be advised that the City Council will expressly
exclude that turnaround from acceptance for public
maintenance. Section 94 of the Constitution of Alabama,
1901 expressly prohibits the expenditure of public funds
on privately owned property.
Subject to reservation set forth above, final plat
approval is recommended.
UNNAMED;SITE - Request for Informal Plan Review of 7 Lots
off County Road 11 south of U. S. 98 in the Barnwell
Community. Lots 1-4 abut paved County Road 11. Lots 5-7
abut an unpaved, county maintained road designated as Roy
Henderson Lane. All lots are in excess of 15000 square

feet and are capable of service by city water supply.
Whereas the total site area is only six acres, this
development will not be subject to all stormwater
• provisions; however, it will be necessary to provide
calculations demonstrating that post -development runoff
will be equal to or less than pre -development.
Health department approval will be required for
installation of septic tanks and drainfields.
Review is informal and requires no commission action.
UNNAMED SITE - request for Informal Plan Review of 5 Lots
on the west side of North Bayview Street north of Atkinson
Lane. Proposal is to install a privately maintained
street to access the lots. Land is zoned R-2 for Single
Family.
Lots 2-4 will require care in design of buildings owing
the the adverse width to depth ratio. Storm water runoff
must be designed so as not to create an erosion problem
to city park lands abutting on the west.
The fire department may require a fire hydrant to be
located on the access drive for fire protection, since
there is inadequate space available for a turnaround at
the west end of the drive.
Review is informal and requires no commission action.
It is noted that an application for re -subdivision of
Bay Chase was received at the deadline for submittals.
The Plat contained none of the required signatures and
was rejected for being incomplete, in conformity with
the Commission's policy.
