September 10, 1991 at 5:00 p.m. at 'the City Administration Building,
161 N . Section Street
Present: Chairman Richard Sanderson, members William Richmond,
Cindy McBrearty, James P. Nix, William Lucey, Tim Kant
Cecil Pitman, John Duck, Maxwell Killoch. Zoning Official
Robert Lunsford and Secretary, Betty Rivenbark
The minutes of the August 5, 1991 meeting were approved as written on
motion by Maxwell Killoch, seconded by Tim Kant.
A public hearing was held on a zoning change from R-A residential -agri-
cultural to R-2 Medium Density Single Family on the property of Diane
Martinere/FSTC land located on the west side of County Road 27, 3/8
of a mile south of Windmill Road. A Mrs. Stimpson spoke to the Commission
voicing concern that people will be using her driveway to get to this prop-
erty because it is set back so far from the road. Bob commented that
it is an L-shaped piece of property and would require a 35 ft setback
but it conforms to the zoning ordinance. Ms. Stimpson questioned the 21
loads of bldg material there, Mr. Martinere spoke saying he had talked
to Mr. Lunsford and that he had 60 days to dispose of it. Mrs. Stimpson
voiced other objections but there were none that would affect R-2 zoning
decision. Cindy McBrearty recommended approval to zoning change to
the City Council as requested. Maxwell Killoch seconded and motion
carried unanimously.
Preliminary and final approval was being sought for Country Wood subdivisior
first addition, six lots on existing Country Woods Drive off of Hwy. 104.
Mr. Lunsford had commented that this land is actually a re -subdivision of
lots 1,2,3 of Tony Davis Subdivision previously approved by the Commission
and Lots 29 and 30 of County Woods. He pointed out that the plat should
reflect previous recordings and approvals and reference subdivision names
and delineate lines of resubdivision. He recommended approval subject
to this plat correction, and that all required signatures and acknowledge-
ments must appear on plat. Seth Moore was representing Mr. Stapleton and
said he saw no problems with what Bob recommended. He said that he is
seeking approval from the health department on the additional lots and that
on the Davis property they had removed the fence and are tearing down the
house. There were no further comments on this. James P Nix recommended
approval subject to Bob's recommendations being adhered to. Cecil Pitman
seconded and motion carried unanimously.
Walley subdivision a 21 lot subdivision requested by W.T. Walley, Sr./FSTC
located on the south side of County Rd. 44 east from Thompson Hall Rd.
was considered. Bob's comments were considered. He had recommended
preliminary and final approval subject to: 1. all required signatures and
acknowledgements be shown on the plat; 2. Approval of the health depart-
ment; 3. Installation of fire hydrants as required and additional water
mains as may be required for domestic water supply; 4. Approval of County
Engineer w/county requirements shown on plat before recording.
A lady in the audience asked about restrictions as far as mobilehomes.
Bob said he thinks residential is what he has planned, that the lots are
107 X 149 but this is not under city zoning, so we have no control, that
something could be put in the restrictive covenants but it would be up to
the individuals to enforce that. All we can do is see that it meets sub-
division regulations as we have no control over construction. Bob said
further that the lots are of adequate size,15,000 sq. ft. for single family
residence. A Mr. Snyder spoke saying that culverts should be installed.
Bob said again that we could not require this and as to how many mobile -
homes on one acre it would be up to the health department to say that.
Mike Arnold came in at this time and said he was representing Mr. Walley.
Mike said he was led to believe that Mr. Walley was talking about residential
development, no mobilehomes other than doublewide and that he thought
there was something on the plat restricting this. Bob read what plat said:

1. Property hereon mapped shall be used for only residential purposes.
2. The minimum allowed heated and air conditioned area per residence
shall be 1.200 sq. ft.
3. No mobilehomes(trailers) shall be permanently placed. Mobilehomes/or
temporary buildings may be placed on lots during construction -not to
exceed 2 years.
4. No swine shall be domiciled in the subdivision, etc.
5. Modular homes(sometimes referred to as doublewide mobilehomes) contain-
ing 1,200 square feet or greater, are accepted when placed on a permane
foundation and properly landscaped.

Gayfer Meadows, a 6 lot subdivision land of Martin Kearney/FSTC
was considered. This being located on Gayfer Avenue at Lawrence Road.
Preliminary and final approval was being sought. Bob recommended approval
subject to: all signatures and acknowledgements appearing on the plat,
as required. Approval of the health department for sewage disposal and
approval of the county engineer with the addition of any county require-
ments needed prior to recording of plat. Seth Moore represented Mr.
Kearney and said that the frontage for these lots is on existing county
roads and lots are at least 1 acre, that he is retaining another 5 acres
for some future use. Ms. Ginny Young asked about the 60 ft. reservation
strip that was there. She was assured that it is still there in case a road
is built in the future. There being no further questions, Maxwell Killoch
moved to approve preliminary and final subject to Bob's conditions as noted.
Cindy McBrearty seconded and motion carried unanimously.
Riis Bay subdivision, a sketch plan for resubdivision of lots 27 and 28 of
North Point Clear subdivision into 4 lots with a private street was con-
sidered. Bob had commented that the sketch as submitted failed to meet
requirements. Mr. Ack Moore said he had a new drawing he would like
the commission to consider. Mr. Sanderson said that since this had not
been presented before the meeting and no one had had time to look at it
he would prefer that he wait until the next meeting to bring this up.
Unit IV of Eastgate subdivision for final plat approval presented by Roberds
Corp/FSTC was considered. Bob recommended final approval subject to:
completion of all conditions imposed upon preliminary review of November 5,
1990 meeting, Accuracy of test reports, as -built plans and engineer's cer-
tification as submitted; substantial compliance with requirements of Chapter
19 of the Code of Ordinances. At the Council Meeting, held Monday,
September 9, the streets were accepted for maintenance subject to Planning
8 Zoning Commission's approval tonight. Seth Moore said they had every-
thing on plat that Bob had asked for. William Lucey moved for approval
subject to everything asked for adhered to. William Richmond seconded
and motion passed unanimously.
Ecor Rouge subdivision, an application of Herman Maisel et al d/b/a Greeno
Road Partnership North Ltd/FSTC for preliminary and final approval of
2 lots was discussed. Bob had remarked that this division is exempt
under section 601.6 of the subdivision regulations, however, upon attorney's
advice, applicants wished to make plat a matter of record, and he recommenc
it with the stipulation that the subdivision name be changed to Ecor Rouge
Place subdivision in order to identify it with the shopping center and dis-
tinguish it from the prior existing subdivision located upon Mobile Bay at
Red Bluff and platted Ecor Rouge. John Duck moved for approval with
stipulations. Maxwell Killoch seconded and motion carried unanimously.
There being no further business meeting was duly adjourned.

MISSION STATEMENT
To build and manage quality multipurpose recreation facilities for the underserved youth of
Alabama in the Baldwin and Mobile area through a partnership of public and private resources.
MISSION NARRATIVE
Hard Cold Comrades Community Youth Center, Inc. is a 501(c)(3) non-profit organization,
organized to build and manage multi -use recreational facilities in the Alabama in the Baldwin and
Mobile area. It is anticipated that each project will be joint effort between both public and private
funds.
The mission of the Hard Cold Comrades Community Youth Center, Inc. is to satisfy the desperate
need for quality multipurpose recreation centers and meeting spaces in which to hold youth
activities during non -school hours. Hard Cold Comrades Community Youth Center, Inc. has been
established to host athletic, social and other events for the children and young adults in our
community. The anticipated activities would include:
• Football leagues, tournaments, and camps
• Basketball leagues, tournaments, and camps
• Baseball leagues, tournaments, and camps
• Boxing camps and competitions
• Wrestling camps and competitions
• Cheerleading practice and competitions
• Recreational centers during summer and after school hours
• Meeting space for Boys and Girls Scout units
• Theater, Choral, and Musical productions
• Seminars on youth -oriented topics
• Plays sponsored by local organizations
• Speech and debate competitions
• Musical and theatrical activities
• Your own youth oriented ideas
Hard Cold Comrades Community Youth Center hopes to provide opportunities for the youth of
our community to enhance their recreational and social experiences in a supportive and
supervised environment. In addition, The Hard Cold Comrades Community Youth Center will
become a focal point for youth activities in their local neighborhoods and communities. Each
Center will include basketball courts, a stage, meeting rooms, pantry and bathroom facilities, as
well as seating area for a wide range of activities.
Our first Hard Cold Comrades Community Youth Center will open in Sept 2007 in Bay Minette,
Fairhope, Foley, Alabama. The Center will has host, Basketball leagues, Baldwin Soccer league,
the Mobile Boxing league, the girls and boys basketball leagues, Mobile Sports Association
camp, the Five Star Foundation basketball clinic.

CONTRIBUTIONS, DONATIONS, & SPONSORS
The education of a child involves keeping the body healthy so the mind can absorb what it is fed.
Hard Cold Comrades Community Youth Center provides much -needed space for recreation and
fitness through organized and supervised sports and activities. The centers also provide a safe
and clean meeting space for a variety of groups such as school aftercare and the Boy Scouts of
America. In our centers it is possible for a child to learn teamwork and leadership.
Hard Cold Comrades Community Youth Center is a recognized 501(C)(3) organization.
Each site is only partially funded through a partnership of public and private funds intended for
their planning. The rest of the burden of covering the operating costs of the centers is up to us.
Here is where you can make a valuable contribution in a child's development. Your much -needed
contribution the Hard Cold Comrades Community Youth Center will help defray the additional
construction and operating expenses of our sites. It will go a long way toward our goal of building
a winning team for the youth of our community.

Dear 2006 USA Boxing Member Club:
Welcome to USA Boxing! We are thrilled to have your club as it member club of
United States Amateur Boxing, Inc.
The work that you do for the betterment of the youth of our country is simply
amazing. We.hear so many stories at the grassroots level about how a youngster
was helped to realize his potential, stay away from negative influences and learn
the sport of boxing, whether to advance in it, or to use it as a form of exercise and
social involvement, in clubs like yours.
