November 6, 1990 at 5:00 p.m.
Present. Chairman, Richard Sanderson, members Cecil Pitman,
Tim Kant, Mike Ford, James P. Nix, Cindy McBrearty
Maxwell Killoch, William Lucey, William Richmond
Robert Lunsford, Bldg Official and Betty Rivenbark, Secretary
The minutes of the October 1, 1990 meeting were considered and approved
on motion by James P. Nix, seconded by Maxwell Killoch and unanimously
carried.
Dove Acres, property owned by Virginia Cumbie at 19814 County Road 27
subdivision request was considered. This is one lot she is wishing to
divide into two lots. Mr. Lunsford commented that the one on the east
side is smaller and she may come back later to divide again. He said the
plat is in order and he recommends preliminary and final approval subject
to all required endorsements and acknowledgements appearing on the plat
and approval from the health department. James P. Nix moved for
preliminary and final approval subject to Bob's 2 points. William Lucey
seconded and motion carried unanimously.
White Grove subdivision Unit II /BTC, Inc. a 53 lot subdivision off Gayfer
Road extension was presented to the commission. Bob's recommendation was
for preliminary approval subject to the following points: 1. location of
fire hydrants as per regulations; 2. note on plat reading "delineations
hereon not withstanding, all front, rear, side and side street setbacks
shall be as required by the zoning regulations in effect at time of applica-
tion for building permit."; 3. All required endorsements appearing on plat;
4. Removal of County Engineer's certification, 5. note on plat requiring
water and sewer lateral locations inscribed in concrete curb, 6. provision
for 10 ft. utility easement along all frontages, 7. minimum block corner
curb radii of 40 ft., 8. detailed plan -profile sheets showing all improvements,
9. typical sections and design standards. Bob further recommended as a
matter of policy holding a pre -construction meeting on preliminary plats
where substantial construction of improvements is required with the General
Superintendent, Building Official and the owner or his contractor and that
no license to construct shall be deemed in force until such review has
been completed and the said officials are satisfied that the construction
will meet the City's minimum requirements and that such construction will
not aggravate existing drainage conditions of the site. Mr. Sanderson said
he wished for a motion on Bob's suggested policy first. Cindy McBrearty
moved to approve policy as submitted, William Richmond seconded and
motion carried unanimously. A motion was made by William Lucey to approve
White Grove subdivision Unit II request subject to the 9 points that Bob
had pointed out being adhered to. James P. Nix seconded and motion carried
unanimously.
Preliminary approval was being sought on Eastgate Unit IV, 28 lots by
George Roberds and FSTC. Bob had recommended preliminary approval
subject to the pre -construction conference and the following 12 items:
1 • All required signatures appearing on plat; 2. location of fire hydrants
being shown; 3. delination of required drainage easements shown; 4. nota-
tion on plat requiring that all water and sewer lateral locations are to be
inscribed in concrete curb; 5. note on plat saying "designation/s hereon
notwithstanding, all front, rear, side and side street setbacks shall be
as required by the zoning regulations in effect at time of application for
building permit'; 6. verification of perimeter closure of survey; 7. provision
for 10 ft. utility easements on all frontages; 8. correct street grades to
minimum 0.50 percent; 9. all curb corner radii to be minimum of 40 ft.

ments with' connections to existing as required; include construction limits.
11. Additional right-of-way required for bifurcation of traffic lanes; 12.
Waiver of requirement for minimum• 100 ft tangent between reverse curbs.
The question was asked where this erl`trance is and it was determined that
it is Troyer Road and connects to an existing street stub out. William
Lucey moved to approve subject to Bob's 12 points, M6x:well Killoch seconded
and motion carried unanimously.

A request for a road shift of one foot for Country Woods subdivision was
presented by Wes Stapleton. This was requested to provide a screening
buffer along the property line. This will not decrease right of way but
will decrease 1 ft on lot frontage. James P. Nix moved for approval
as requested, Cindy McBrearty seconded and motion carried unanimously.
Mr. Lunsford at this time presented a request to add 2 ft to one lot
in The Cottages, saying that this had not been recorded yet. That he
would make a re -statement of approval with conditions placed on it earlier
and add 2 ft as requested. James P. Nix moved to add 2 ft as requested,
Mike Ford seconded and motion carried unanimously.
Mr. Lunsford asked if the Commision wished him to go ahead with advertising
for a public hearing on the P-1 Parking District information that he had
presented at October meeting and the proposed revisions to the zoning
ordinance in 7.6153, 7.6154, and 8.9. James P. Nix moved to advertise
for a public hearing at the next meeting, William Lucey seconded and
motion carried unanimously.
There being no further business, meeting was duly adjourned.
