HomeMy WebLinkAbout10-01-1990 Planning Commission MinutesThe Planning & Zoning Commission met Monday, October 1, 1990 at the
City Administration Building, 161 N. Section Street at 5:00 P.M.
Present: Cindy McBrearty, James P. Nix, Cecil Pitman, Mike Ford, Tim
Kant, Maxwell Killoch, William Richmond, Bob Lunsford, ZEO
and Betty Rivenbark, Secretary.
The minutes of the July 2, 1990 meeting were duly approved as written.
A subdivision request of Paul Ring dividing one lot into two was presented
to the Commission by Mr. Ring. Mr. Ring told the commission that this was
ng a two acre parcel on Bon Secour. That he thought it would
e' utilize the property, that he had checked with the county and both
parcels would perk. Mr. Nix asked Bob Lunsford, ZEO, if this met all
the requirements. Mr. Lunsford said yes. Mr. Nix moved to grant sub-
division as requested. Cecil Pitman seconded and motion carried unanimously.
At this time it was called to the Commission's attention that when Mr. Ring
was submitting his application he had to submit a certified check and that
in this day and time a certified check requirement was unnecessary. James
P. Nix moved to delete this requirement when submitting applications.
Tim Kant seconded and motion carried unanimously.
Mr. Ed Kamatso representing Blitch Architects of New Orleans came before
the commission to present a site plan of the St. Lawrence Catholic church.
In review there were two questions that Mr. Lunsford had raised from the
drawings presented and they were parking and landscaping. Bob said
that if the church used the parking spaces available across the street that
they would be complying with the ordinance. The landscaping requirement
for a 10 ft. buffer and their plans showed a 16" retaining wall and 6'
wooden fence. Mr. Kamatso said after talking with Mr. Lunsford that they
would like permission to put in a 3 ft. wide planting strip, between the fence
and planned parking using shrubs or climbing vines. The width of the drive
was questioned would it allow it. There is 28' now, but the requirement
is only 24'. Further discussion followed and Mr. Lunsford was asked what
he felt. He said the 3' strip was a good compromise. James P. Nix moved
that approval be given for the site plan and proposed fence and 3' planting
area. Tim Kant seconded and motion carried unanimously. Cindy asked
at this time that the architects try and save as many large trees as possible.
Mr. Kamatso said that they definitely are trying to do that.
Bob Lunsford asked the commission at this time to consider rescinding
a re -subdivision approval given to Azalea Ridge subdivision that we had
acted on at the May meeting. That when to developers had gone to the
County with their request it would mean a zoning change and they were
denied and were also denied in appeal. Therefore, the county had requested
that we rescind approval given in May. Tim Kant moved that we take this
action, William Richmond seconded and motion carried unanimously.
The commission was asked to consider a new P-1 Parking District which
Bob Lunsford was presenting to them tonight. Bob said he wished they
would take it and study it for a month before taking any action. It was
brought out that what this was trying to accomplish was give some relief
to the churches in the area that are now expanding or planning to expand
and some of the problems they are encountering with their parking areas.
There were also some suggested proposed revisions to the zoning ordinance
on 7.6153 7.6154 and 8.9. Further action on these will be taken at next
month's meeting also.
The commission considered electing officers at this time and Cecil Pitman
moved that Richard Sanderson serve as Chairman, William Lucey as Vice -
Chairman and Cindy McBrearty as recording secretary. There were no
further nominations and motion carried unanimously.
There being no further business, meeting was duly adjourned.
