HomeMy WebLinkAbout06-04-1990 Planning Commission MinutesThe Planning & Zoning Commission met June 4, 1990 at 5:00 p.m. at the City Administration Building, 161 N. Section Street Present: Chairman Richard Sanderson, members Cindy McBrearty Cecil Pitman, Tim Kant, Mike Ford, William Richmond Maxwell Killoch. Bob Lunsford, ZEO and Betty Rivenbark Secretary were also present. The minutes of the May 7, 1990 meeting were approved as written on motion by Maxwell Killoch, seconded by William Richmond and unanimously carried. A public hearing was held on a re -zone from R-2 to B-1 on land bounded by Church Street, Delamare Street, Fels Street and Section Street. Bob had furnished a map showing the area as it now is and the proposed change. He explained same to the Commission. Mr. Ford asked if this re -zone request cgme from the residents in the neighborhood. Bob replied no, that he had suggested change to bring uniformity to area involved, that this is now surrounded by business district. Mike said he thought that this is an intrusior into a single family neighborhood, where to stop? Mike asked Bob if he knew whether or not changing the zone would result in a change in the tax structur of the neighborhood. Bob said he was not sure but he thought only if they change the use of the residence to business. Dick Sanderson said that this is 3 residential lots surrounded by business and he understands what Bob is trying to do. Mike said he though lots 11 & 12 should not be re -zoned. Mr. Sanderson called from comments from the audience and George Wright spoke saying he will be affected by this and that his property values will decrease, that he is opposed to change, that it will change the integrity of the neighborhood. Martha Bigby, Principal at the Kindergarten Center spoke saying that she is concerned for the schools standpoint, that she did not know if any further business needed to be planned for this area. Tim asked if she knew what the school would be using the land directly accross from the school for in the future, she said she knew of no definite plans but that the building had just been redone so she knew they would be there for a long time. There was a gentleman who spoke saying that he did wish his to be changed to business, he was informed that he should submit an application individually. Cecil Pitman spoke saying that possibly Bob could take this back and re -figure. Bob said we could continue this public hearing next month. Cindy said she would move that the individual involved in wanting the re -zone submit an application and continue the public hearing next month. Mike Ford seconded and motion carried with Mr. Killoch abstaining. A public hearing was held on a change in the zoning ordinance Section 7.145.0' Bob explained that this was being proposed to clarify some ambiguous language in the landscaping ordinance that required a landscaped strip of land 10 ft. in width, adjacent and parallel to the right of way line, provided however that screening shall be required only as set forth in subparagraph 8 which follows herein. Instead of requiring screening at the public right of way this re- quires screening only where parking lots are adjacent. William Richmond moved for approval and send recommended change to the City Council. Cecil Pitman seconded and motion carried unanimously. Bob presented to the Commission a re -subdivision request from Carlton Niemeyer for lots 1 & 8 on Eastgate Drive in Greeno Park. He said these had 40 ft. frontage and that he wished to change to build single family patio garden homes. He recommended giving preliminary and final as all utilities and streets are in place. These would be divided into 8 lots. Cecil Pitman moved to recommend re -subdivision as requested, Mike Ford seconded and motion carried unanimously. Under old business Bob brought up final -subdivision approval for White Grove Harold Thompson/Tom Brown development. He said that Mike Rejczyk was going to look at the pump/lift stations, which would probably be the end of the week, Phil Rutherford was to inspect the streets, he recommended giving final approval subject to bonds being posted for streets and approval given for utilities. and acceptance for maintenance by the City Council. Wm. Richmond moved for approval subject to these points, Cindy McBrearty seconded and motion carried unanimously. There being no further business, meeting was duly adjourned.
