HomeMy WebLinkAbout05-07-1990 Planning Commission MinutesThe Planning & Zoning Commission of the City of Fairhope met Monday May 7, 1990 at the Fairhope Municipal Complex, 161 N. Section Street at 5:30 p.m. Present: Chairman Richard Sanderson, members James P. Nix, William Lucey, Cindy McBrearty, William Richmond, Maxwell Killoch, Tim Kant, Cecil Pitman, Roy White. Bob Lunsford, ZEO and Betty Rivenbark, Secretary were also present The minutes of the April 2, 1990 meeting were considered and approved as written on motion by William Lucey, seconded by William Richmond and unanimously passed. Azalea Ridge re -subdivision request was considered. Bob Lunsford explained that this is a re -subdivision of a subdivision in Lakewood. That they are adding 7 lots (total of 26) to the subdivision. That there was a request to cut the lot sizes down as they are too large to maintain. Mr. Lunsford was recommending preliminary and final but noted that in cutting down the lots the utilities and telephone wires would also have to be changed and that this would be done at the developer's expense not the City's. Mr. Frank Parker was present and said he under- stood that this expense would be the developers. That they would not be cutting down the 3000 sq- ft requirement for the houses. Cecil Pitman moved to approve preliminary and final as recommended, James P. Nix seconded and motion carried unanimously. Bob brought up for discussion a possible change from R-2 to B-2 for a portion of a block on Church Street between DeLaMare and running to Fels Avenue. He said no one is requesting this but he is bringing this to the Commission's attention and seeking advice, that it is surrounded with B-1 E B Mr. Killoch said he would like to see us go to B-1 rather than B-2 as B-1 is more restrictive. Tim asked how this would interfere wtih the kindergarten. Mayor Nix responded that when they get the grass growing on the back playground then they will not be using the lot across the street anymore. Further discussion led to a motion by Roy White to authorize Bob to pursue whatever avenues necessary to get things going for a re -zone to B-1. Mr. Luce seconded and motion carried unanimously. Bob also wished to discuss a requirement in the landscaping ordinance that requires screening in front of a building (7.145.01) "a landscaped strip of land 10 ft in width" whether or not there is parking in front of building or not. The Commission said that this was not the intent when first discussed although it reads this way. Several new buildings that are going to be under construction and are going to be faced with this requirement were mentioned and the fact that we would be sending them to the Board of Adjustments right off the bat put us in a bad light. James P Nix moved that Bob be authorized to work up an ordinance and bring it back to the Commission for their consideration, Richard Sanderson seconded and motion carried unanimously. There being no further business, meeting was duly adjourned.
