HomeMy WebLinkAbout04-02-1990 Planning Commission Minutes'he Planning & Zoning Commission of the City of Fairhope met Monday, April 2, 990 at 5:00 p.m. at the City Administration Building, 161 N. Section Street. resent: Chairman Richard Sanderson, members Cecil Pitman, Maxwell Killoch Tim Kant, Roy White, Cindy McBrearty, James P. Nix, William Lucey and William Richmond, Bob Lunsford and Betty Rivenbark The minutes of the March 5, 1990 meeting were duly approved on motion by Tim Kant, seconded by William Richmond The Commission considered a sketch plan of Mike McNeal who was seeking a division of one lot into two on a piece of property north of Fly Creek. Mr. McNeal addressed the members saying that the property contained some 1.2 acres and was long and narrow he showed a drawing which had an angled setback saying this was his problem, getting the setback on both lots. Mr. White asked him how much of the property was flood prone, he pointed out a cypress with a 12' elevation and also remarked that he would not build below the 100 year floodmark. Mr. Sanderson said he thought that this should go before the Board of Adjustments & Appeals as the Planning & Zoning Commission cannot issue variances and that this is what this is. Further discussion led to a motion by William Lucey seconded by Roy White that this go to the Adjustment Board for action. Motion carried with Mr. Richmond voting against sending to Adjustment Board. Bob Allsman was present to discuss with the Board the possibility of putting mini -warehouses where there is now a parking tot on Commercial Drive. Bob remarked that he had come to him and made this request and since the Planning Commission had designated this a parking lot he felt it was some- thing they needed to consider. The background leading up to this first being designated as parking lot -for commercial vehicles of seafood business was discussed. Mr. White asked what if they get another tenant who might also need the parking lot. Mr. Allsman replied that they are changing the nature of the businesses and that they do not plan to have a tenant who would need more parking than what is there. Mr. AllsmarP.-Asked if he would give the Commission a statement to that fact to prevent problems from arising in the future. He said he would. Roy White moved to allow the placement of the warehouses, provided statement rendered. Cecil Pitman seconded and motion carried unanimously. Bob had presented to the Commission a sketch of Fairhope Industrial Park that Carlton Niemeyer had brought up as a possible master plan. Mr. Niemeye remarked that the last time he was up he was asked to present a master plan and this is an attempt at one, that nothing is concrete. The Commission recognized his efforts and expressed concern that all the property fronting on Greeno might be sold off and that there would be no way to access the back parcels. The drawing showed a road leading into the park off of Marlow Road but Mr. Niemeyer also remarked that Mr. McGowin was not anxious to construct a $150,000 road not knowing what or how much property would be sold off. The possibility of dedicating the road was talked about and Mr. Niemeyer said he did not see dedicating this right now, that this was prelimina discussion and just a probable development layout. Roy pointed out that we were criticized for selling off smaller parcels and criticized for not having overall plan. This is a step toward trying to come up with a plan and set right of way and utilities. Carlton said he did not have a problem with reserving a right of way. Bob pointed out that a subdivision could be divided internally. Mr. Niemeyer said he was just seeking input. William Richmond moved that the Commission take no further action until a master plan is ,ubmitted formally, Tim Kant seconded and motion carried unanimously. Mr. Niemeyer said he understood the direction he needed to take. Planning & Zoning Commission April 2, 1990 - Page Two Greenbrier subdivision was discussed. This had come up at the February meeting, a subdivision containing some 22 lots. Tonight they are asking for final for 3 lots fronting on Blue Island Street and preliminary on the 19 other lots in the subdivision. Bob pointed out that they did not have the owner's signatures and notary seal on the plat, other than that he did not see any problems in granting what they ask. Roy said that some of the lots indicate drainage problems, how bad are they. Ack said he had looked at them during the last rain and that they could build an L-shaped house with no problem on the low lots. A discussion was held on drainage easements with comment being noted that even though easements are dedicated that the City does not necessarily have to accept them. Cecil Pitman moved to grant final approval on lots 1,2,3 fronting on Blue Island and preliminary approval on the other 19 subject to required signatures being on plat. Tim Kant seconded and motion carried unanimously. The Commission voted to hear Mr. Charles Earle and Mr. Carlton Niemeyer on a sketch plan for lots on Greeno Park. They were asking what Commission would think of a re -subdivision of lots 1-14 in Greeno Park in order• to put patio garden homes. Bob commented that the zoning is proper and asked if they would be doing the homes in stages. Mr. Earle remarked yes. It was the consensus that this was a good idea and a good place to put them. Tim Kant moved that they proceed, Jack Lucey seconded and motion carried unanimously. There being no further business, meeting was duly adjourned.
