HomeMy WebLinkAbout07-03-1989 Planning Commission MinutesThe Planning & Zoning Commission of the City of Fairhope met July 3, 1989 at the City Municipal Complex, 161 N. Section Street, Fairhope, Al. at 5:00 p.m. Present: Chairman Richard Sanderson, members Cecil Pitman, William Lucey, William Richmond, Maxwell Killoch, David Ed Bishop The minutes of the April 3, 1989 meeting and special meeting of April 18, 1989 were duly approved on motion by David Ed Bishop, seconded by - Maxwell Killoch and unanimously carried. The Commission considered a 25 lot subdivision called White Grove being developed by Harold Thompson which is located on South side of Gayfer Avenue between County Road 13 and Highway 27 and containing some 12 acres. Bob commented that it meets the requirements of the subdivision regulations, that there is a natural flow for drainage largely to the West and that the lower area will serve as a holding pond, that everything as far as the City is concerned is all right. All questions being answered satisfactorily, William Lucey moved to give sketch plan approval as sought, William Richmond seconded and motion carried unanimousl, An 8 lot subdivision/ Pleiades (land owned by Barry Boothe) was presented to the Commission. Property located off of Taylor Street in Montrose. The plat showed access from the subdivision on Taylor Street. Mr. Boothe sai that these would be privately maintained streets and they had a draft of the homeowner's agreement tonight. Mr. -Lunsford cited things needed to make the plat complete: 1. having the engineer's seal on each sheet of plan; 2. plat does not have owner's acknowledgement; 3. approval from health department and county engineer; 4. plat does not conform to Section 405.1 in that the legal document has not been submitted, no notation of private streets on plat and for the record Bob noted that all lots do not meet frontage requirements( min lot 19,550± , average lot 22700'±). Several adjacent property owners came forward to look at what is planned. Bob said he saw no problems with drainage. A question was raised as to paving and it was noted that in the past we have not required paving, that it will be the County's responsibility on the roads. Mr. Boothe said he is going to try and get the County to work on road there. Mr. Pitman commented on the streets being so narrow, that Mr. Booth had a lot of depth in the lots, he could make them wider. Mr. Pitman moved to give preliminary approval to this subdivision, William Lucey seconded and motion carried unanimously. There being no further business, meeting was duly adjourned.
