HomeMy WebLinkAbout03-06-1989 Planning Commission MinutesThe Planning 8 Zoning Commission met March 6, 1989 at the City Administrati Building, 161 N. Section Street at 5:00 p.m. Present: Chairman Richard Sanderson, members Tim Kant, Cecil Pitman, William Richmond, William Lucey, Cindy McBrearty James P. Nix , Bob Lunsford and Betty Rivenbark . The minutes for the February 6, 1989 meeting and February 27th joint meeting and public hearing with the City Council were duly approved on motion by Cindy McBrearty, seconded by Cecil Pitman and unanimously carried. A public hearing was held on an amendment to the Zoning Ordinance under Article IV General Provisions to add 4.16 residential buildings in new subdivisions being used as sales offices, and under Article V, District Requirements add... Provided further that temporary use of a residential building in a new subdivision of record containing 50 or more lots as a model home and sales office shall not constitute "Prohibited Business or Commercial Activity" when conforming to requirements of Section 4.16 to 5.13 Uses Prohibited. Mr. Lunsford mentioned under Article IV, General Provisions 4.16 there was a typograpical error under section 5, that it should read.... upon expiration of 3 calendar "years" not "days" from date of permit, whichever is earlier. A question was raised about the model homes. Bob was asked if term model home applied to trailers being used. He replied that it would have to be the same zoning use, if there was a large trailer park then a sales office would be allowed there. All questions answered satisfactorily, William Lucey moved to recommend approval to the City Council William Richmond seconded and motion carried unanimously. Preliminary approval was being sought by Wes Stapleton for his subdivision Country Woods, a 28 lot subdivision located off of Hwy 104. Bob commented that the plat was in order that he recommended giving approval subject to having the County Engineer's signature, Health Department signature, and owner's signature on the plat. William Lucey moved to approve subject to these 3 provisions. Cecil Pitman seconded and motion carried unanimously. Under new business it was brought up that the City needs to establish an agricultural/residential zone for people with horses, cows, chickens. That we do not have one now and the County does. Bob related that it should have minimum of 3 acres in size, with 200 ft. frontage, with two stories as maximum height structure and 35ft for accessory structures (barns and shed) with 25% maximum coverage. Richard Sanderson asked if Bob could work up what we needed for next meeting, and he replied yes. James Nix moved to advertise for a public hearing for the next regular meeting, William Lucey seconded and motion carried unanimously. There being no further business, meeting was duly adjourned.
