HomeMy WebLinkAbout02-06-1989 Planning Commission MinutesThe Planning 8 Zoning Commission of the City of Fairhope met February 6, 1989 at 5:00 P.M. at the City Administration Building, 161 N. Section St. Present: Acting Chairman, Maxwell Killoch, members Cindy McBrearty, James P. Nix, Tim Kant, David Ed Bishop, Cecil Pitman. Zoning Official Robert Lunsford and Secretary Betty Rivenbark The minutes of the January 3rd meeting were duly approved on motion by J.P. Nix seconded by Tim Kant and unanimously carried. A public hearing was held on a zoning request concurrent with annexation for James and Margaret Smith. Property located 1/4 mile East of County Road 27, and 1 z mile South of County Road 48 contiguous to the golf course request is for R-2 zoning. There was no one present to speak against said request and it was duly advertised. James Nix recommended approval of zoning to the City Council as requested. Cecil Pitman seconded and motion carried unanimously. A public hearing was held on an amendment to the Zoning Ordinance in Section 7.6154 and add 7.6155 pertaining to accessory buildings. A motion was made by James P. Nix to recommend to City Council this change as proposed. Cindy McBrearty seconded and motion carried unanimously. Mike Arnold was present representing a request for a division of one lot into two(Watkins subdivision) located on Morphy Avenue. There is a paint store located on one lot and the owner wishes to sell this, therefore the division to bring it into conformity. Bob Lunsford said all was in order and he recommended giving preliminary and final approval to this subdivision request. Cindy McBrearty moved to approve as requested and David Ed Bishop seconded, motion carried unanimously. Wes Stapleton came before the Commission with a site plan review of a subdivision he proposes to build on 19 acres(27 lots) right off of Highway 104. He said he had approval of the Health Dept. on septic tanks and is seeking approval of the city so he can go ahead with his plans. Bob said that everything is okey at this point. James P. Nix moved to recommend approval of the sketch plan as presented. David Ed Bishop seconded and motion carried unanimously. A site plan was presented on RUS Uniform Co. The plan presented today had been looked at with the architectural review committee. Bob re- iterated that the parking spaces were to be 10x 20, and this drawing had not been corrected to reflect that. Bob went on to say that their require- ments are more restrictive than ours and that everything looks okey. This plan showed screening on Greeno Rd and on the East side of the property. Further discussion led to a motion by James P. Nix to approve the site/ plan subject to them meeting all the requirements of the restrictive covenants of the Fairhope Industrial Park and adhering to architectural review board requirements, nor does it preclude them having to change anything if needed. Cindy McBrearty seconded and motion carried unanimously. A public hearing was held on an amendment to the Zoning Ordinance Section 8.6 Procedure for requesting a zoning amendment. Tim Kant moved seconded by Cindy McBrearty to recommend approval of this change to the City Council, seconded by Tim Kant motion carried unanimously. On new business, Byrd Moore came before the Commission with a request to amend the Zoning Ordinance to allow them to be able to construct a model home in the Quail Creek subdivision to sell lots out of. When all lot sold the house will be refurbished and sold as in the subdivision. The house will be built to all the requirements of any home being built in the subdivision. Further discussion led to a motion by James P Nix to advertise for a public hearing for the amendment to the zoning ordinance to allow for this .use in general residential district. -C.
