at 5:00 p.m. at the City Municipal Complex, 161 N. Section Street.
Present: Richard Sanderson, Chairman; members James Nix, William Lucey,
Tim Kant, Cecil Pitman, Cindy McBrearty, William Richmond,
Maxwell Killoch and Mike Ford.
The minutes of the March 7, 1988 meeting were approved as written on motion
by Maxwell Killoch, seconded by Cindy McBrearty and unanimously carried.
A public hearing was held on a request for M-1 Light Industrial zoning
at the time of annexation by the Knights of Ecor Rouge for property
containing some 4.38 acres located along the northwest boundary of the
City at the extreme eastern terminus of East Pecan Avenue and adjacent
to Viking Clock Co and New Era Baptist Church. Mr. Lunsford addressed
the Commission on behalf of the K.O. E. R. He remarked that the property
is presently outside the corporate limits but abuts M-1 zoning and that
it is in compliance with the existing zoning plan, therefore he is recommending
approval. Elliott Powe came before the Commission with a request that a
portion of the property some 3/4 acre next to the church fronting on Lovett
Lane possibly be zoned to be R-6 Mobile Home District. Discussion revealed
that the K.O. E. R. would not object to this portion being changed. James
P. Nix moved that this request be forwarded on to the City Council with
approval M-1 zoning concurrent w/annexation except -for that portion of the North
1801; on the South 208' and on the East 139.13' containing some 314 acre±
which will be R-6. William Lucey seconded the motion and it was unanimously
carried.
The Commission at this time was asked to recognize Carl Davis who was
present to talk with the Commission about the County Zoning that is being
proposed. Mr. Davis was Chairman of District 9 Committee. He went over
with the Commission the process used in developing the zoning for the
areas involved. Mr. Sanderson had remarked that some people present from
Colonial Acres were ipset at the decision to zone the property up to Hwy 104
B-2. Mr. Davis said that they had consulted the owners in this case and
that they had gone along with their wishes. He pointed out that there
was a large natural buffer area involved in both pieces of property, that
it was a fair thing to grant what they were asking for. Comments were
heard from different members of the audience, John Parker, Arthur Corte,
Clarence Bishop, Wayne Loudermilch and Colonial Acres residents. A show
of hands was taken on how many wished another public hearing would be
held before final adoption on this by County. Only two people did not think
one necessary(some 50 in audience) Mr. Sanderson said he would entertain
a motion to recommend to the County that another public hearing on the
recommendations of the District 9 8 16 committees be held before final adoption
of same. Mike Ford so moved, Maxwell Killoch seconded and motion carried
unanimously. Cindy McBrearty said that we should take some action regard-
ing requesting a liason to work with the County. She so moved that one
be appointed, William Lucey seconded and motion carried unanimously.
There being no further business, meeting was duly adjourned.
