September 3, 1985 at 5:00 p.m. at the City Administration BUilding

the minutes of the August 5, 1985 meeting were duly approved on
motion by Robert Mason, seconded by Cindy McBrearty and unanimously
carried.
Item 3, a proposed re -zoning request by Bill Leavitt for property
on Greeno Road from R-I to B-2 was withdrawn at this time.
Item 4, Valta Subdivision discussion was withdrawn at this time
Bill McCrory was present to discuss Ecor Rouge Estates, a six lot
planned unit development on Rock Creek in Montrose. Mr. McCrory
presented a sketch plan and said that they would have to contend with
a drainage swell thru the middle of the property. Bob commented that
they would need a buffer zone, screening on lot I as shown where it
backs up to Hwy 98, and that they would need to install a cul-de-sac.
Mr. McCrory said that this would be a 600 ft long private street and
that they would give 35 ft for necessary utility easements, that the
restrictive covenants would say it is a private street, they also had
a problem with the required frontage on lots 5 & 6 but had overall
over 2500 ft in each lot. They were asking a waiver for frontage
requirement. James P. Nix moved to approve sketch plan as
presented subject to buffer being planted and turnaround provided as
outlined by Bob Lunsford, waiving the 125 ft frontage requirement on
lots 5 8 6. Dick Sanderson seconded. Max Killoch asked if the
Mayor would include a fire hydrant requirement between lots 2 & 3 as
part of motion, he said that would be all right. Motion carried
unanimously.
The Planning Commission discussed a draft copy of a memorandum of
understanding between the Baldwin County Commission and us.
The Mayor explained that the Commission had a meeting and was
trying to get something worked out where cities in the county could
exercise their right to review subdivisions in the outlying areas of
cities if they wanted to. That we had adopted a resolution and sent
it with a letter on June 4, 1984 saying we wished to exercise our
option. The Mayor said he wished to have 2 points included in this
agreement, I. ) any portion of s/d that falls within our 5 mile jurisdiction,
that we will have jurisdiction over it, and 2. ) if we have overlapping
sections, that we would take control if we had the greater portion.
All agreed that we needed to adopt a resolution and have it on record.
Robert Mason moved to have Bob Lunsford get with the City Attorney
and draw up draft on same. Dick Sanderson seconded and motion
carried unanimously.
Millie Long came before the Commission on question of the boundary
on the West and North edge of their property on Greeno Road at
the new Baldwin County Savings & Loan Assoc building. That they
were required to either plant a solid hedge or build a fence as boundary.
Discussion led to a motion by Cindy McBrearty seconded by Max Killoch
to allow red tip hedge and if does not fill in solid, they said they would
plant smaller plants to fill in.
There being no further business, meeting was duly adjourned.
