August 5, 1985 at 5:00 p.m. at the City Administration
Building, 161 N. Section Street
Present: Chairman Roy White; members Robert Mason, JP Nix
Cindy McBrearty, Cecil Pitman and Robert Lunsford, Building
Official
The minutes of the July 9, 1985 meeting were approved as
written on motion by Robert Mason seconded by JP Nix and
unanimously carried.
The Public Hearing on the R-4 zoning request of Victor
Altamarino in conjunction with his annexation approval
from the state legislature regarding his property
located off Gayfer Extension was considered. Mr. White
asked Mr. Altamarino-to tell the Commission members
what he wished to do with the property. He stated that
he wished to subdivide 5 acres of land and build duplexes
on this property. The Chairman called for comments from the
audience. Mr. Lipscomb said he was interested in how the
drainage was going to be handled. That the water backs up
to his property now. Mr. Altamarino answered that he planned
a retaining pond for the property to contain the runoff.
Mr. Koch spoke saying he was a property owner within 300 ft
but was not notified by mail of the meeting(he had talked
with the office and been notified of meeting date and time)
He also voiced interest in drainage situation, saying that
the water backed up on his property. Mr. Altamarino stated
that his engineer was working up figures and that when he
was finished that the holding pond would take more water than
is running off now. Mr. Nix spoke saying that what we are
concerned with today is whether or not the city wishes to
accept this property as R-4 zoning when it becomes contiguous
to the City Limits and if is passed through the state legis-
lature as annexation. Mr. White said as he saw it we were
concerned with whether or not the subdivision was proper
(which would include drainage drawings of how the water would
be handled) and whether or not the City would recommend
the R-4 zoning requested. Further discussion led to
the Commission members drawing conclusion that the developer
needed to work out his problems with drainage in the area
and submit the application with plans, therefore they recommended
to him carrying this over until next month giving him time to
get the necessary drawings ready for review. Mr. Altamarino was
agreeable to this idea. Mr. Pitman made the observation that
he might possibly consider lowering the density, that it could
help the problem. Mr. Koch said he would be in favor of
lower density. Cindy McBrearty put in the form of a motion
laying this over until next month, Robert Mason seconded and
motion carried unanimously.
Bill McCrory addressed the Commission on preliminary approval
of East Wind S/D a proposed 31 lot subdivision on Troyer Rd
containing some 10 acres. He said basically his problems
are the same as Mr. Altamarino, drainage and retention of same.
Discussion revealed that he had some new information regarding
a right of way on the property and had several changes to make
therefore the Commission suggested that he too might want to
hold over until the next meeting any action regarding this
subdivision. This was agreed to by all.
Potter's Bend subdivision was deleted from agenda at this time.
There being no further business to come before the Commission
meeting was duly adjourned.
