met June 3, 1985 at 5:00 p.m. at the City Administration
Building
Present: Chairman Roy White; members Robert Mason
Jim Nix, Mary Doug Foreman, Jack Kirk, Cecil Pitman
The minutes of the May 6, 1985 meeting and the Study
Session minutes of May 14, 1985 were approved on motion
by JP Nix, seconded by Mary Doug Foreman and unanimously
carried.
Mr. Bill McCrory came before the Commission with the
plans for 4th addition of Leabrook s/d.. Discussion
led to preliminary approval subject to Bob's 4
points: 1. statement of ownership and acceptance
of plat by owner; 2. endorsement of health
department; 3. endorsement of County Engineer;
4. submission of restrictive covenants if any. J.P. Nix
moved, Cecil Pitman seconded, motion carried unanimously.
Rick Boone came before the Commission with a s/d of one
lot into two for his property across from the city
garage, outside the city limits.He said he had been
approached by Ted Dyer who was interested in buying
part of this property to move his business, Fuel Oil
Co. out to this location.It was pointed out that if
there was any outdoor equipment involved this would
have to be fenced in and screening provided. Further,
if there is any more subdividing an alley would have
to be provided. Rick was told he would have to have
health department approval and the county engineer's
signature on the original plat. Robert Mason moved for
approval subject to proper signatures being obtained,
Jack Kirk seconded and motion carried unanimously.
Bill McCrory represented Adrian Johnson 's proposed
subdivision (31 lots)on Troyer Road to be built in
3 phases. The zoning for this property is R-3 and
Bob commented that layout meets requirements. The
30 ft. future R.O.W.- along South side of property
was discussed. Mr. McCrory said Mr. Johnson had no
problem with this, already done, but he did not know
about other property owner to the west of him. This
was for discussion only and the Commission offered
that he needed to have drainage plans when submitted,
that there did not appear to be anything wrong with
layout.
The Board discussed the July meeting date.and decided that
July 9th was agreeable for all at 5:00 p.m.
Claude Arnold came forth to discuss a proposed s/d
of Wayne Kahlbau. It was eleven lots that would
have entry thru Colonial Acres. property backing
up to Norris Smith property on Volanta Ave. A discussion
was held and all agreed that drainage on this property
was a big problem, that before anything could be considered
a livable drainage plan would have to be presented w/
problems solved. It was decided that the layout would
probably have to be changed, Roy asked if a retention pond
was considered, Claude remarked that he felt this would
dump water on other neighbors. That possibly a new culvert
could be installed. Robert Mason remarked that that would be
least of requirements, that he could not put any water on
the neighbors. Mr. Arnold remarked that he saw the problem
as how to decrease runoff on Mr. Barrett. Mr. Arnold
was further advised the concept was acceptable as long as
the drainage acceptable, and he does not increase the water
that the Commission would need to see a topo.

Under old business the Board discussed a subdivision
request from Grace Bible Church . Land containing some
5 acres. Bob had made a recommendation for last month's
meeting but it was carried over. Recommendations were
1. revision of Notary/owner acknowledgment to include
statement of authority of executing officer 2. Endorsement
of health department and endorsement of county engineer.
Mr. Gruenloh was present and mentioned that there was
a residence on the back southwest corner of the property.
He was seeking approval subject to single tax approval
at Thursday night meeting. That they proposed to
build new church on this site. There was a lot of
discussion on why the drive was put on the east side of
property that all felt that this was really not best
location, but the west side. J.P. Nix moved to
grant preliminary approval subject to colony's_acceptance
and required signatures from the county, noting that
putting the drive on the west seemed a better solution.
Motion passed with Mr. Mason abstaining.
There being no further business, meeting was duly adjourned.
