L .l- • ti ' THE FAIRHOPE PLANNING AND ZONING COMMISSION The Fairhope Planning and Zoning Commission met in regular session on Monday, June 2, 1975 , at 5:00 Y.M., at the City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama, with Chairman John Parker presiding. Thefollowingmembers were present: Mayor James P. Nix; . Harford Field; Mr. Chester Billie; We Jack Kirk; Mr, Barney Shull; Mr. Cecil Pitman; Mr. Ray Gibson; and Dr. Pierce Fredrick. The minutes of the special called meeting on May 19, 1975, were approved as recorded. Mr. Carlton Niemeyer wished to consult with the Planning Commission on a preliminary basis before submitting formal application for rezoting and annexation. The Planning Commission agreed to study Mr. Niemeyer's proposal for future development before taking further action. The next item brought up for discussion was the dividing of property owned by Mr. Jack Stapleton, on Kirkman and Boone Lane, into four lots. Mr. Alton Johnson was present to discuss the matter. Mr. Barney Shull moved to give Mr. Alton Johnson preliminary approval of the proposed lay out of the drawing as presented; the motion was seconded by Mr. Cecil Pitman. Motion Carried. r -t, -2- It was pointed out to Mr. Bob Green that provisions have been made in the new comprehensive zoning ordinance for nursery's etc. to be allowed under certain conditions in residential zones. Mr. Bob Green seemed satisfied. It was noted for the record that Mr. E.G. Rickarby had completed the necessary papers for the State Department of Health . These papers were required by the Planning Commission for the approval of his plat for re -subdivision. A copy of these papers have been forwarded to the Planning C — ission and placed into Mr. Rickarby's file. The continuation of the revisions of the Zoning District Map was the next matter brought up for further study. The following items were revised: 1. That the property on the East Side of Section Street from Bay Nautical to and including Trailway's Oil Co. be changed from B-1 to B-3B. 2.. That the block on the South side of Morphy Avenue hext to the sub -station be changed from R-2 to B-2. 3. That the property facing Volanta Avenue on the North side to,a point opposite the 4-H Club be changed to B-3B. C.- 1 tl ., r I 1\ �l i -3- Mayor James P. Nix moved to Insert the following on Pg. 21, 1 Section 4,734 Paragraphs C & D. Paragraph C: Add the following phrase: t That the building height may be in excess of the maximum with the approval of the Planning Commission. Paragraph D: Add the following phrase: That maximum building coverage in excess of the maximum may be obtained with the approval of the Planning Commission. Mr. Cecil Pitman seconded the motion. Motion Carried. After a brief discussion as to whether or nbt the Zoning District Map had been satisfactorily revised , We Jack Kirk made a motion to submit the Zoning District Map as revised to the City Council for approval , with a joint public hearing to be held on Jund'23, 1975 , between the City Council and the Planning Commission. Mr, Harford Field seconded the motion . Six members voted in favor of the motion. Mr. Barney Shull and Mr. Ray Gibson were opposed. Motion Carried. It was brought .to the Planning Commission's attention that the Zoning District Map could be sent to the Alabama Development Office° with the present revisions thereby meeting the deadline and that the Planning Commission could make possible future �cevioions and further study the Map , and it would be acceptable to do so. 11 t Y -4- A discussion followed and Mr. Harford Field agreed to withdraw his second to the motion to send the Zoning District Map to the City Council at present , so that further study could be made Mr. Jack Kirk agreed to withdraw his original motion .
