met March 4, 1985 at 5:00 p.m. at the City Administration
Building, 161 N. Section Street
Present: Chairman Roy White, members John Parker
James P. Nix, Cecil Pitman, Cindy McBrearty, Mary Doug
Foreman, Jack Kirk and Robert Mason.
The minutes of the February 4th meeting were approved on
motion by John Parker, seconded by Condy McBrearty and
unanimously carried.
A discussion was held on a request for a pedestrian/personnel
fence that Ted Bennett wished to erect at his place of
business, Baldwin Electrical. Mr. Parker noted that he
thought we had hashed this out pretty good when Mr. Bennett
came before the Commission with his plans, and that a fence/gate
was not included in the package and that we had an obligation
to the neighborhood to keep as much traffic as possible off
of Pleasant Street, that if we do erect a fence/gate it might
encourage use by customers/salesmen. Bob commented that
he had talked with Mr. Bennett some 40 minutes before the
meeting and he indicated that he was willing to make this
fence for his employees only. Further discussion led to
a motion by Mr. Nix to allow no more than a 3 ft gate on
the North side posted "for employees only". Jack Kirk seconded
John asked how could we enforce use by employees only. Mr.
Nix amended his motion to include if it becomes obvious that
this gate is being used for "trade gate" that it will be closed.
Seconded by Mr. Kirk motion passed unanimously.
The re -subdivision of the property of Samuel Box, one lot into
two was discussed. Property located at 107 N. Church St.
Mr. Box addressed the Commission saying that he had 3 lots
facing Oak Street, his house was on one and he wished to
combine the other two and have the front facing Church St.
Bob's comments were that he had looked at it and everything
looked O.K. and that application was in order. John Parker
moved to approve as presented, Cecil Pitman seconded and motion
carried unanimously.
The proposed amendments to the Zoning Ordinance were brought
up and it noted that after the work study session only 2
changes made, putting 15 day limit on filing appeal, and
eliminating new part about checking electricity to see if
amount was substantial enough to raise bill. John Parker
moved to recommend these amendments to City Council, Cindy
McBrearty seconded and motion passed with Robert Mason abstaining;
Mrs. Tommie Werneth addressed the Commission on the update of
the Comprehensive Plan. She mentioned that she was going to
do a land use study, develop an analysis, and then she suggested
a work session with the Commission giving input on what they
felt. A date of 3/19/85 was decided at 7:00 p.m. in conference
room. John asked if we were going to include a public questionai�
survey with plan, that when we did this in 1975 we had a question.
aire. All agreed a survey would be good, get public input. Roy
asked all to be thinking about what we needed for study session
and survey. John further asked Mrs. Werneth to furnish an out-
line of the process of how she is tackling the development of
the comprehensive plan and her schedule. She replied she would
provide somethin.
A discussion was held on the sign at Melton's Garage and events
leading to erection of new sign on site. Mr. Parker said he felt
that something is wrong in process if this fell under grandfather
clause, since it was an established fact acknowledged by sign
owner that the claimed "grandfather" sign had not existed since
torn down by storm of Sept.179, some 5, yrs prior with no recon-
struction before now. That we needed to work up something under
the zoning ordinance to protect us from this happening, and
questioned where our defense was on this case., All agreed some-
thing needed to be worked out and to give ideas at 3/19/85 meetini
