HomeMy WebLinkAbout06-04-1984 Regular MeetingThe Planning & Zoning Commission of the City of Fairhope met on June 4, 1984 at the Civic Center Complex, 161 N Section Street at 5:00 p.m. PRESENT: Chairman Roy White; members Mary Doug Foreman, Robert Mason, John Parker, Harrell Holder, Jack Kirk, James P. Nix, Bob Lunsford, Zon. Enf. Off. and Don Pruitt The minutes of the May 10, 1984 meeting were considered and approved as written on motion by Harrell Holder, seconded by Jack Kirk and unanimously carried. The subdivision request of one lot into two of Pecan Orchard Unit 5 presented by Dewey Brown/Fairhope Single Tax Corp. was considered. Bob Lunsford reported that this was property consisting of one parcel being 4 acres and the other 8/10 of an acre, located on Morphy Avenue outside the City Limits. That this parcel has City water, Health Department approval and approval from the County Engineer. It was his recommendation that this be granted preliminary and final approval. Jack Kirk moved that this request be granted, Harrell Holder seconded and motion carried unanimously. The public hearing on Ted Bennett's request for change in zone from R-2 to B-2 for the property located behind the old Silverhill Farmers building Lots 17 & 18, Block 9 Ingleside Highlands on Pleasant Ave and Prospect St was held. Mr. Bennett addressed the members saying that the reason for this zone change request was to expand the loading dock and add an additional ramp for off-loading of delivery trucks, he thinks this is a use consistant with the area now. Bob Lunsford was asked for his comments and replied that lots 17 and 18 are the only two lots left in the block R-2 that the adjoining lots are B-4. He further suggested that the use of this area be limited to ramps and loading docks, off-street loading/unloading and parking of commercial vehicles operated from the business pre mises. That screening by solid hedge and/or fencing not less than six feet be established along lots 17 and 18; that access to the loading area be maintained on the eastern part of lot 18; that there be a triangular flare provided and maintained at the southwest corner of Lot 18 being 50 feet upon Pleasant Avenue 50 feet on Prospect and having a hypoteneuse of 70.7 feet to allow turning radius for trucks, and that the applicant bear the cost of relocation of any city utilities and if he would submit a revised application showing his approval of these suggestions he would recommend approval. At this time comments were called for from the audience and one of the neighbors in the area said they would like to see 18 wheeler trucks not be allowed on Pleasant Street at all, that they were tearing up the cement now. They further remarked that they would like for the access to be limited to Greeno Road only. Some other residents asked about the possibility of Prospect being paved and it becoming a thoroughfare. Mr. White advised that it would have to be a request from the property owners and go through regular channels to be paved. Mr. Parker said that as he saw the problem that we had a long term commitment to the residential neighborhood and asked if we could limit the ingress/egress of these big trucks to Greeno Rd to the East end of the southern frontage. Mr. Bennett remarked that he thought that,,his plans would be an improvement to the area, not detrimental and that this loading/unloading had been going on for some time when Silverhill Farmers was still there. Further discussion led to the residents still requesting that the large trucks be limited to ingress/egress off Greeno Rd. At this time Robert Mason moved to delay this for a month until all the changes being presented were put in writing and on the maps before us. Motion died for lack of a second. Page two -Planning & Zoning Commission June 4, 1984 John Parker stated that he thought the provisions for the request were: 1) there will be no enclosed structures on the South property 2) that a 6 ft fence and at least 6 ft hedge with landscaping will be constructed 3) that the piece of land required on Pleasant and Prospect will be used to make triangular flare as recommended by Mr. Lunsford, with Mr. Bennett bearing the cost of moving the fire hydrant and any other utili- ties that might have to be relocated due to this construction and 4) that no large vehicles ingress/egress off Pleasant Avenue entrance but be advised to come in off Greeno Road(the ingress/ egress width to be moved to the East as far as possible) further that if Mr. Bennett agrees to these revisions in the application that he moved that approval for re -zone be recommended to the City Council(letter & revised plans'to be sent to City reflecting changes by Mr. Bennett). Mary Doug Foreman seconded and motion carried with Robert Mason voting against. Under old business Mr. White presented a letter that had been drafted to send to the County Commission along with a resolution stating the City's desire to continue handling subdivision review & approvals with~Oa five mile radius of Fairhope instead of having property owners go before both the County and City. John Parker moved to send letter and resolution as written, Harrell Holder seconded and motion carried unanimous- ly. Mr. Parker reported that he and his committee did not have any- thing to report at this time on subdivision amendments. There being no further business, meeting was duly adjourned.
