The Planning & Zoning Commission of the City of Fairhope met
February 6, 1984 at the Municipal Complex, 161 N. Section Street,
Fairhope, Al.
Present: Roy White, Chairman, members Jack Kirk, Cecil Pitman
John Parker, Cindy McBrearty, Mary Doug Foreman, Harrell Holder
James P. Nix, Robert Mason and Don Pruitt So. Al. Reg. Plan. Com.
Bob Lunsford, City Zon. Official and Betty Rivenbark, Secretary.
The minutes of the January 3 meeting were approved on motion
by John Parker, seconded by Harrell Holder and unanimously carri
Robert Mason moved to accept the application of Baldwin County
Savings & Loan Assoc. for a re -zone from R-2 to B-4 for the
property located on the corner of Greeno Rd and Morphy Ave.
To be advertised for next regular meeting when public hearing
will be held. J.P. Nix seconded and motion carried unanimously.
At this time Bob reported to the Commission on Leabrook S/D
which first came up to the Commission in May 1975. At that time
preliminary approval and conditional final approval of the plat
was given subject to: paving of LeaBrook Drive or posting a per-
formance bond and approval of the health department for sewage
disposal. Further study revealed that the plat of LeaBrook was
recorded but to date no paving has been done. In November of 197!
the Commission received an application for final approval of
1st addition to LeaBrook plat consisting of 3 lots and dedication
of Fleming Rd. Preliminary approval was given subject to 4 condi-
tions. One being paving, Fleming Rd is not paved to,date. Still
further research due to request now, revealed that s/d was not
recorded until June of 1981. Bob reported that at this time
they were requesting some transfer on the leaseholds. He recommen<
ed that we require the paving necessary on this subdivision and
that the water main(at least a 6") be installed properly.
A motion was made by J.P. Nix to re -accept this subdivision and
give approval subject to the paving being accomplished or posting
a bond to the effect the improvements will be put in(including
the necessary water line) and that no transfers to be made until
this accomplished. Robert Mason seconded and motion carried unan-
imously.
John Parker reported to Commission on update of the Comprehensive
Plan, that he had talked with Don Pruitt and could maybe get
going , further presented a schedule, that we needed to haver
1. Population study, 2. land use/housing survey, 3. traffic
plans, 4. community facilities and 5. zoning district map.
First we needed to get an attitude opinion survey from the public.
The cost of this plan and how best to proceed at this time was
discussed. That we would need several study sessions. Cindy
McBrearty put in the form of a motion recommending to City Counci
the acceptance by the Planning Commission of this schedule.
Mary Doug Foreman seconded and motion carried unanimously.
The Chairman presented another request for rezone that had come
in too late to put on agenda and asked Commission's pleasure.
James P. Nix moved to accept request and advertise for next
regular meeting on rezone request of Gene Fuqua. John Parker
seconded and motion carried unanimously

COMMISSION ARE MOST GRATEFUL TO THE LATE HARRELL
B. HOLDER, AND HONOR HIS MEMORY AS A MEMBER
SINCE OCTOBER 1980, AND AS SECRETARY SINCE JANUARY
1981, AND
WHEREAS, WE ARE GRATEFUL FOR HIS CONSCIENTIOUS,
DILIGENT, AND UNSELFISH SERVICE ON THIS COMMISSION,
AND
WHEREAS, WE ARE GRATEFUL FOR HIS MANY CONTRIBU-
TIONS AS AN OUTSTANDING CITIZEN OF OUR COMMUNITY,
AND
WHEREAS, HIS YEARS OF SERVICE HAVE BEEN MARKED
BY EXEMPLARY DEDICATION TO THE BEST INTERESTS OF
THE COMMUNITY, AS HE WORKED FOR THE BETTERMENT OF
ITS ECONOMIC, CULTURAL AND AESTHETIC DEVELOPMENT.
NOW THEREFORE, THE COMMISSION HEREBY DIRECTS
THAT ITS SECRETARY RESPECTFULLY TRANSMIT A COPY
OF THIS RESOLUTION TO HIS FAMILY, AND SAME BE SPREAD
UPON THE MINUTES OF THE COMMISSION FOR JULY 9, 1985,
AND EXTEND THIS EXPRESSION OF SINCERE REGRET FOR HIS
LOSS, AND THE HOPE THAT THEY WILL BE CONSOLED BY
THE MEMORIES OF HIS FINE LIFE AND ACHIEVEMENTS.

Dear Jackie:
Please find enclosed a copy of a Resolution that was
passed at the Planning & Zoning Commission meeting, July
9, 1985 in Harrell's memory and commending his
service since 1980.
He was a. concientious member of this board and truly
weighed each case that came up to see if it would be
in the best interest of the City. We respected his
decisions. He will: truly be missed by all who served
with him.
