Nix, and Cecil Pitman. This action to be conveyed to Adjustment Board. E.J. Kirk seconded and motion carried unanimously. Marion and Lowell Powell addressed the Commission. Mrs. Powell stated she and her husband were wondering if they could tie in to City Sewer. Their property is located out Gayfer Extension by Meadowview subdivision. That they have a 10 acre tract they wish to develop with manufactured housing units. She said they would bring in double trailers, remove the wheels, add porches and carports and offer these units for rent. In essence a trailer park. She has plans now for 43 units. Roy White told Mrs. Powell that the City Council has a moratorium on sewer connections outside the City Limits. That in order to hook on they would have to be contiguous to City Limits and be willing to be annexed. Mr. Pitman asked if they were interest in being annexed, and Mrs. Powell replied they were flexible. It was determined that if they were annex ed and zoned for what they wish it would fall in R-6 category. It was further suggested that she pursue another avenue by going through the County Health Dept. and putting in septic tanks. She mentioned that she thought they would not be able to put in as many units as she wanted. At that time it was suggested putting in the limited number and when they become contiguous and be annexed then they could expand. That County approval would be the only thing possible now, that the City Plan & Zon Commission would only be involved in subdivision of land, which she does not wish to do. Mrs. Powell thanked the Commission and left. At this time Mr. Sanderson went over with the Commission an outline he had drawn up regarding future plans and goals the Commission wished to consider(list attached) Discussion followed on each of the points mentioned. Don Pruitt brought out that South Alabama Regional Planning Commission is planning to review and update their records beginning the first of the year. That the last master plan update was in 1975. That maybe we wanted to hold a public hearing to get input. Mr. Parker pointed out that we had hoped to have completed by October an overall zoning map of the perifidy of outlying areas. It was mentioned that we would hope to go at least to the Police Jurisdiction with the planning. Dick Sanderson said he would like to get with Bob, Don and the staff and look at the records. John Parker mentioned that we don't have current public input, that it is time to go back to the community with a public hearing; survey and reanswer questions on which we base planning. The County Planning was discussed, with a con- clusion that no further progress has been made. There was no action needed as a result of discussion, and there being no further business, meeting was duly adjourned. lairhope Planning and Zoning Commission New Business Agenda September 7, 1982 1. Effectiveness of current planning and zoning on growth and developement Problems: a. no zoning authority outside corporate limits b. limited annexation opportunities C. limited county -municipal coordination Possible remedies: a. county zoning controlled within their planning jurisdiction by municipalities b. new annexation enabling legislation c. establish county -municipal permit clearance procedure 5. Examine effect of current building set back requirements: front rear and side :on desirable growth and development. 6. Utilizing the design capacity of sewage treatment facilities. a. revenue potential b. effect on annexation c. reserve capacity for undeveloped land within corporate limits 7. Elimination of blighted areas and non -conforming uses. How about a joint meeting with the Beautification Committee? 8. Other items for the good of the City.
