HomeMy WebLinkAbout12-07-1981 Regular MeetingThe Planning & Zoning Commission of the City of Fairhope net December 7, 1981 at 5:00 p.m. at the City Administration Building, 387 Fairhope Avenue Fairhope, Alabama Present: Chairman Pierce Frederick; members John Parker Cecil Pitman, Roy White,Harrell Holder, Jim Nix, Cindy McBrearty The minutes of the November 2, 1981 meeting were discussed. Mr. Parker said he thought that they did not reflect the intent of the Commission in wording in the last part of Section V and thought it could be amended but since Mr. White and Mr. Nix were not present at this time it was decided to hold up on any further action. Jim Reid came before the Commission and told them he was working on the proposed amendments to the Zoning Ordinance but needed to get with them to work an part of the terminology. It had taken him several hours and he felt sure it would take the same with the Commission. A committee of John Parker, Roy White and Cindy McBrearty was chosen and asked to get together with Mr. Reid at Mrs. McBrearty's home Dec. 8, 1981 at 7:00 p.m. Harrell Holder put in the form of a motion having the Committee represent the Commission in clearing the technical meaning with no change in intent and convey the changes to the Commission and then to City Council for final approval. Cecil Pitman seconded and motion carried unanimously. The Commission considered at this time the rezone application of Mr. Louis Agee for a change in zone from R2 to B2 the property located at the corner of Middle and Young Street. This to be advertised for the January meeting. Harrell Holder seconded and motion carried unanimously. John Parker spoke for the committee that was formed to study Jack Pope's Nelson Road project. The Board had sought an indepedent review from Rowe Engineering Co on the retaining pond proposed by Mr. Pope rather than installing the improvements that the Commission had suggested. He said that they found that the pond capacity is inadequate as proposed, for record rainfall in the area, the area water table high relative to their borings done in dry season, & the outflow culvert would not insure the safety of the residents in the area below the development. It was further recommended that Mr. Pope develop the improvements on Molokai Lane as earlier proposed by the Commission. This information from the committee having been conveyed to Mr. Moore it was thought that he might be back at this meeting with other plans. At this time Mr. Moore came in and was told that the Commission wished them to consider installing the improvements as earlier requested on Molokai Lane. Mr. Moore asked the Commission to consider a drawing he had which showed development of a shopping center with a Food World/K Mart located on the East side of Greeno Road at Greeno Park. Property is zoned B-2 which allows this development. He was just showing the layout and had a few drainage readings. It was suggested taking as much water possible to the back of the property(this posed no problem); questions on landscaping, and parking requirements were also discussed. The Commission discussed the proposed amendments to the Zoning Ordinance. Mr. Nix said he still did not agree with the proposed 7.232 that it was ambiguous. That he thought that the building inspector should handle the issuance of the building permits without having the applicant come up for a review. That we were the only town that required this process. The Commission members expressed a desire to continue with the review process as they felt they had a lot to offer the developer, it kept them aware of what was going on in the way of building /development. Further dis cussion did not lead to any definite action. Meeting was duly adjourned.
